World Food India 2017:

World Food India (WFI), a gateway to the Indian food economy and an

opportunity to showcase, connect, and collaborate as also a global event

to facilitate partnerships between Indian and international businesses

and investors was organized by the Ministry of Food Processing

Industries, Government of India in partnership with Confederation of

Indian Industry (CII). WFI, a Global Event, a gateway to the Indian

Food Economy to provide opportunity to showcase, connect, collaborate

and facilitate partnership between In Land and International Investors

was organised by the Ministry of Food Processing Industries, GoI in

partnership with CII. WFI provided opportunities for both investment

and trade in the food processing sector for leading Indian and

International Companies. The WFI Exhibition and Conferences were held

from 3rd – 5th November, 2017 at C – Hexagon Park and Vigyan Bhawan

in New Delhi respectively. More than 20 countries and 26 states

participated in the event.

The objectives of the event were:

Understand the policy environment around Food Processing

Sector.

Identify Specific Opportunities through the B2G & G2G meetings.

Exposure to shelf of specific projects for investment in Processing,

Retail Marketing, Logistics & Integrated Cold Chains Etc.

Exposure to strengths of India in pre-identified Food Processing

Sub-Sectors.

Exposure to FPOs’ / Progressive Farmers – Potential Suppliers.

Exposure to opportunities in Food Retails and Logistics in India.

Background:

State Government has taken several policy initiatives to promote Agri &

Food Processing Sector. As State has leading position in several Agri-

products, Milk, Spices etc., commensurate processing capacity is must to

minimize wastage. State Governmnet has declared Food Processing and

Dairy Sector as Thrust Sector under its flagship scheme ‘Rajasthan

Investment Promotion Scheme’. Added incentives under RIPs is being

provided to this sector.

To further boost processing capacity and to harness available potential

Agricultural Sub-Group of Chief Minister’s Advisory Council has

recommended for creation of separate Department of Food Processing

Industries.

Ministry of Food Processing Industries, GoI also advised all the States to

set up separate Food Processing Department as there is full fledge

separate Food Processing Ministry in GoI. This will create much required

synergy and better results can be achieved. Principal Secretary

Agriculture also suggested that separate Food Processing Department

may be created within MSME Department. Looking to recommendation

of CMAC, necessary proposals for creation of separate department will

be moved by MSME Department shortly.

Preparations for the Event:-

In the meeting held on 18.07.2017 under chairmanship of Chief

Secretary, it was decided that Rajasthan will participate as

‘Partner State’ in the event. Rs 25 Lakh as participation fee has

been paid through State Exchequer.

RIICO has paid Rs. 25 Lakhs for Furnishing of Pavilion and other

expenditures.

A Road Show to promote event was planned at Jaipur and MSME

department had extensively prepared for show, but due to some

unforeseen events, it was cancelled.

Some initial hiccups occurred due to non-approval of tenders for

construction and designing of Pavilion. FA BIP non cooperated and

unsustainable objections were raised. Due to paucity of time, all

this work was got done through CII. BIP vide its letter dated

17.10.2017 informed that they will not participate in the event.

However, Principal Secretary MSME and other team members with

continued efforts, well managed these hiccups and ultimately the

event was a grand success. After persuation, some officers of BIP

participated in the event.

All departments like Commissionerate of Industries, BIP, RIICO,

Agriculture/ Horticulture/Animal Husbandry Departments, RCDF

and other concerned Departments prepared well for the event and

took care of smallest details.

Participation of Rajasthan:-

Rajasthan participated in the said event as ‘Partner State’. A delegation

from the Government of Rajasthan led by Shri. Rajpal Singh Shekhawat,

Hon’ble Industries Minister along with Dr. Subodh Agarwal, Principal

Secretary (MSME), Shri. Kunji Lal Meena, Commissioner Industries and

Shri. L. C. Jain, Additional Director & State Mission Director represented

Rajasthan State in the said event. (A list of members of the delegation is

at Annexure A.)

Rajasthan showcased its heritage culture through a 400 sq. mtrs.

Pavilion. Government of Rajasthan facilitated the participation of the

following prominent Food Processing Industries from the State at the

Rajasthan Pavilion providing them the opportunity to display and

branding their Products during the 3 day long exhibition:-

The Office of Commissioner Industries along with RIICO, BIP,

Agriculture, Horticulture, Animal Husbandry Department and RCDF set

up an exclusive stall in the Rajasthan Pavilion showcasing strength of

State in the Food Processing, Agri & Dairy Sector, various policies and

benefits available in Rajasthan as also to address the queries of the

visitors. This has been well displayed through Films, Videos, Booklets

and other Publications.

Day 1 – 3rd November, 2017:

The WFI was inaugurated by the Hon’ble Prime Minister on 3rd

November, 2017. The Inaugural Session took place at Vigyan Bhawan,

New Delhi. This was followed by the visit of Hon’ble Prime Minister to

the exhibition at C – Hexagon, India Gate and parallel CEOs Roundtables

and Plenary Sessions on India – “The preferred investment

destination” and “One Nation, One Food Law; Enabling Regulatory

Environment for Investment in the Food Sector B2B/B2G/ G2G” at

Vigyan Bhawan.

B2G meetings with the

Hon’ble Industries Minister

and Principal Secretary MSME

were held at Hall A, Vigyan

Bhawan Annexe from 4:00

pm to 5:30 pm.

Simultaneously, separate B2G

meetings were also held with

the Companies in a common

hall at Vigyan Bhawan Annexe. The details of B2G meetings are at

annexure C. The Officers of Commissionerate of Industries Department,

Agriculture/ Horticulture/ Animal Husbandry Department, Bureau of

Investment Promotion, RIICO, KPMG and CII were also present in the

B2G meetings.

Day 2 – 4th November, 2017:

B2G meetings with the Hon’ble Industries Minister and Principal

Secretary MSME were also held on 4th November, 2017 at the Rajasthan

Pavilion, C- Hexagon, India Gate as also Vigyan Bhawan Annexe. The

Day 3 – 5th November, 2017:

During the 3rd day, Sectoral Seminars, State Sessions, B2B/B2G/ G2G

Meetings, MoU Signing and Valedictory Session were held at Vigyan

Bhawan. Hon’ble President of India was the Chief Guest in the

Valedictory Session.

World Food India 2017 proved to be an excellent platform with huge

business opportunity as numerous Global & Domestic Industries from

Food Processing, Cold Chains, Retail, Warehouse, Logistics, etc.

attended the three days Global Exhibition - World Food India.

Action Points:

All these leads may regularly be followed up by a team comprising

of officers of Commissionerate of Industries, BIP, CII and KPMG.

Necessary action be initiated for creation of separate Food

Processing Department under administrative control of MSME

Department.

Fenugreek. The investor was interested in making investment in

processing of Agriculture and Horticulture Products. Officers of

Agriculture, Horticulture and RIICO provided required information.

4. Mr. Joseph Christopher Raju

Mr. Raju is presently in business of processing of Horticulture Crops

in Karnataka. He is start up and wanted to know about facility of

Contract Farming, especially for rice. The officers of Agriculture

Department told him that license for Contract Farming Rice is not

available in Rajasthan as of now. However, it is available for

production of Coriander, Cumin and Fenugreek. The investor was

informed about the Major Crops of State in Agriculture and

Horticulture Section.

5. Mr. Ranajay Chakraborty

Investor is presently dealing in the business of manufacturing of

mango and orange juices under Kevin Kare Brand. Besides above,

also doing business of Coconut Oil under brand name of Nihar in

Chennai. We provided all the information about available resources in

Rajasthan and Government Policies, Subsidies and Incentives.

6. Arihant International

The company is presently engaged in exports of Food Products,

especially rice. They showed interest to setup a plant in the State. We

provided all the required information.
