Constraints &possible contribution of NFSM
Constraints Possible contribution of NFSM
Low take up of improved package of practices
Awareness &Capacity building- Demos, trainings
Ground water utilization>5% Pumpsets; STW, water conservation structures under LI
Soil acidity, soil erosion Liming, bunding under LI
High cost of cultivation, low mechanization
Promotion of customized farm machinery
Floods , inundation Promotion of water stress tolerant varieties through IRRI demonstrations
Low NPK, ppchemicals Promotion of INM, IPM

Implementation statusSFSMEC , DFSMEC constituted( Arunachal ,Meghalaya
Mizoram)/ others submitted for approval
Awareness campaigns initiated at state/ district / block levels
Cluster Demonstration- beneficiary selection done , farmers facilitators under progress
Input tie ups for seeds, nutrients, pp chemicals , farm machinery supply- under process; Seed distribution initiated in Manipur
Revision in action plans- seed distribution targets and enhancement of farm machinery targets –Arunachal, Meghalaya, Nagaland
Actions at state levelPrinting NFSM guidelines in local language
and circulating
Revision of approved plans in consultation with DOJD, Kolkata and to submit within a week to the Ministry
Completion of Base line survey – by SeptemberDetails of funding agencies by 22 nd June Seed indenting in advance to NSC , Tripura
Issues raised by states Increase in seed subsidy rates of HYV, HYBRIDSInclusion of Miscellaneous expenditure and Local
initiativesTraining to the state officials/ data entry level on MIS Pulses promotion in rice fallowsTransplanters, harvesters on Custom hiring High transport cost of inputs, subsidy –(NHM) Lack of marketing facilitiesStabilizing Jhum - promotion of indigenous rice
varieties
Recommendations
Inclusion of Miscellaneous expenditure - Baseline survey( by Sept) ,extension, documentation by state/ districts
Inclusion of Local initiatives- to be approved by National Mission Director; more emphasis on stabilizing Jhum cultivation, water harvesting structures etc.
Orientation training programme by NIC for the technical staff (2 from each state)/ officials on MIS reporting system – video conference
Regional work shop on improved rice practices suitable for the region under CAU
Recommendations
Pilot Cluster Demonstration on indigenous glutinous Aromatic Rice for enhancing the net return to the farmers
Pilot project on Custom hiring of transplanters,
harvesters, thresher in cluster demonstration areas
Utilisation of rice fallows for pulses cultivation to be examined – CAU status paper
Integrated Farming system for Jhum areas- LI?
NSC to declare the seed cost of different varieties in advance to facilitate indenting.
Sum up
Strategies promoted under NFSM suitable for regional needs
Cluster demonstrations of 10 hac each- well appreciated
potential exists in the region for enhancing farm output through judicious use of natural resources
Approaches for implementation have been suggested to create impact
Efforts will have to be sustained over a period of time to show desired results
