o Presentation Commentary: Sub-committee met June 29, 2017 via GoToMeeting and agreed on 3 primary

objectives:

Provide FAA with South Flow SID options for consideration prior to the FAA’s August PBN Working Group meeting.

Address altitudes for North Flow Arrival procedures over Maryland (Fort Washington and Accokeek) and Virginia (Mount Vernon area).

Identify areas to conduct noise footprints/modeling that will be helpful to evaluate the environmental impact of procedure changes.

South Flow Standard Instrument Departures (SIDs):

Current: o Waypoints abeam of Old Town Alexandria, Virginia (WP17 and LEAVY) o Eastbound (FIMBI) o Westbound (CAPV)

Notional (Conceptual): o FAA previously presented notional South Flow SIDs as baseline

procedures based on Working Group’s Recommendation. o WP17 moves to center of Potomac River. o CAPVC_NEW moves south with a 5,000 ft target altitude. o GAITE_NEW moves south and slightly east with a 7,000 ft target

altitude. o South Flow Arrivals shift east with acceptable arrival altitudes between

7,000 – 9,000 ft.

SFD/NFA Sub-committee reached a consensus regarding considerations to Notional South Flow SIDs (pending review by incoming Prince George’s County Working Group member):

o No early transition turns for turbojet aircraft except during emergencies.

o WP17 and LEAVY combine and center over Potomac River. o FIMBI moves slightly west. o Aircraft climb to a minimum 5,000 ft altitude prior to turning. o CAPVC_NEW moves slightly west to keep over the Potomac River;

review minimum altitude of 5,000 ft. o GAITE_NEW moves south of Fort Belvoir and east of Mason Neck, to

continue over water; minimum altitude increases to 7,000 ft.

Prince George’s County Working Group members will conduct and present a population density assessment for Fort Washington and Accokeek, Maryland.

North Flow Arrivals Runway 1:

Arrival altitudes are a critical issue; aircraft currently fly south of the airport, turn onto Potomac River at altitudes typically below 2,000 ft (~1,300 - 1,500 ft) then fly north toward airport creating a “trombone effect” of noise exposure.

Complaints more associated with arrivals than departures on both sides of Potomac River.

Hypothetically, SFD and NFA procedures could be reversible: North Flow Arrivals could turn onto Potomac River at the same location as South Flow departures turn off the Potomac River, vice versa.

SFD/NFA Sub-committee requested an FAA presentation on Runway 1 Arrivals, i.e. – percentages, altitudes, Potomac River turn points etc., with a dialog regarding options for low level approaches.

Noise modeling to quantify effect of procedure changes:

Specific areas have been identified for noise modeling (current vs. notional SIDs) including:

o “Combined” WP17 and LEAVY. o CAPVC and FIMBI. o CAPVC_NEW and GAITE_NEW.

SFD/NFA Sub-committee will submit a formal request for noise modeling after FAA presents information on Runway 1 Arrivals.

Mount Vernon resident purchased a hand-held noise monitor; the hand-held monitor is generating different noise levels than MWAA’s permanent noise monitors; resident will present findings to the Sub-committee after his analysis is complete.

o Discussion: Gary Norek / FAA Airspace Services:

FAA has completed the DCA South Flow departure analysis.

FAA Full Working Group will meet August 22 – 24, 2017 for a technical discussion.

August 7, 2017 is the deadline to submit information for consideration by the FAA Full Working Group.

Consensus Position for South Flow Departures:

1. Except for turboprop and operational emergencies, eliminate early transition turns to the west over Alexandria City. See yellow X

2. Combine Waypoint (WP) 17 and WP Leavy and implement 1 WP centered over the Potomac River before crossing the Wilson Bridge. See red circle on Figure 1

3. Keep South Flow departures centered over the Potomac River. 4. Move current WP FIMBI west towards the Potomac River closer to where current

CAP VC WP is located. Airplanes heading east and northeast will still make east transition turn at FIMBI. See purple circle on Figure 1.

5. For airplanes proceeding south and making a west transition keep airplanes centered on the Potomac River and climb to 5,000 ft. or higher, if safety and operational considerations permit, before making additional turns.

6. Move the CAPVC New WP further west over the Potomac River enough to avoid crossing land near Fort Washington. See light blue circle on Figure 1. At the CAPVC New WP make a right turn climbing to 7000 ft. or higher towards Gaite New WP.

7. Move Gaite New WP further south to a point south of Fort Belvoir, Virginia and north of Mason Neck. See dark blue circle and arrow on Figure 1.

Position on North Flow Arrivals:

Background - The biggest noise concern for communities south of DCA that has not been addressed in the MWAA Working Group sessions is the noise associated with approach/arrival tracks that are over Accokeek, Fort Washington on the east side of the Potomac River in Maryland and Mount Vernon and communities west of the Potomac River in Virginia. Airplanes making approach turns over Maryland and Virginia as well as Accokeek and Mount Vernon have been documented at 1300 – 2000’. Airplanes coming from the west paralleling the Potomac River before making the left turn to the centerline of the Potomac River are also of contention by residents that live under those flight paths, with altitudes being reported as low as 1300- 1500’.

1. The Working Group requests that the FAA review north flow approach procedures

and provide alternative approach flight paths and altitudes so that airplanes are not flying over Maryland and Virginia (see figure 2 circles) at altitudes below 2000 ft. Airplanes approaching DCA RWY 1 should not descend until they are established over the center of the Potomac River.

2. One option would be for approach/arrival traffic to arrive at a new arrival WP (Figure 2 Red X’s) and mirror the approach via Cap VC New at 5000 and descending over the Potomac River. A similar entry WP could be established for airplanes coming from East/NE crossing Accokeek at 5000 ft. or higher.

Noise Footprint/Modeling

1. Before any new procedure is implemented, or a variation in altitude or flight path is made, an associated before and after noise footprint should be modeled.

2. Departure noise footprints should be made for Alexandria City using the current departure and modeled again for a co-located WP 17 and Leavy.

3. Develop noise footprint models for the current and future departure procedures at CAPVC, FIMBI, CAPVC New, GAITE, GAITE New as well as over Mount Vernon, Fort Washington and Accokeek.

4. Noise footprints should also be completed for Accokeek, Fort Washington, Mount Vernon and communities that are under the approach flight paths west of the Potomac River with the current approach procedures and after if any approach procedures are changed.

Sub-committee met July 12, 2017 via GoToMeeting. Fly Quiet is a voluntary program. Fly Quiet Sub-Committee requested the airlines, FAA and MWAA identify current DCA

noise management programs including airline and FAA noise abatement procedures, ATC training and education, MWAA noise monitoring program.

Sub-committee action items:

Develop baseline FQ questions for distribution.

Compile FQ benchmark information from top 25 U.S. airports as potential candidate programs for DCA.

Mike Jeck / MWAA Noise Office will participate on FQ Sub-committee, specifically benchmark research.

o Presentation Commentary:

NFD/SFA Sub-committee has not reached a consensus regarding North Flow SIDs. Goal is to reproduce pre-2015 flight patterns for North Flow departures using

NextGen technology, specifically, increasing flight time over the Potomac River and recreating the dispersion (scatter) pattern.

DCA – 5 DME: o Communities want departures over the river; Rosslyn (VA) and

Georgetown (DC) impacted by 100% of North Flow departures.

5 DME – 10 DME: o Communities want departures dispersed to minimize channelization.

Historical North Flow SIDs:

National (328°radial): Straight line, magnetic heading from DCA toward 10 DME.

LAZIR-B: Waypoints from DCA toward 10 DME approximating the Potomac River centerline to maximize over water and minimize over land operations, while avoiding P-56 prohibited airspace.

o Prior to 2015:

Majority of departures flew the National 328°radial; dispersion occurred as a by-product of ATC-pilot-aircraft variances.

2011: o LAZIR-B implemented.

2011 - 2014: o Only a slight increase in LAZIR-B usage due to

concerns of P-56 violations. o 2015:

FAA implemented NextGen procedure changes. o 2016:

FAA indefinitely suspended the LAZIR-B based on community outreach feedback.

o NFD/SFA Sub-committee requested an FAA Pre/Post NextGen North Flow Departure analysis, similar to BWI’s presentation, based on three zones:

DCA to American Legion Bridge. Eastbound after American Legion Bridge. Westbound after American Legion Bridge.

3A) August PBN Meeting Gary Norek / FAA Airspace Services and Phil Hargarten / FAA NATCA

o Aug 7 – 8, 2017: FAA technical meeting to discuss possible procedure changes related to IAD, BWI and

DCA South Flow SIDs.

Reagan National Working Group has submitted a SID recommendation to FAA for South Flow only.

o Aug 22 – 24, 2017: FAA Full Technical Working Group will develop basic designs of feasible procedures

for DCA, IAD and BWI and report to the Reagan National Noise Working Group. After notional designs are mature and a consensus is reached, maps will be updated

and process will move toward publication. Noise analysis will require 2 - 3 months to conduct. Community outreach will be conducted in conjunction with each development phase;

emails, phone calls and website information are considered outreach efforts. 3B-C) Dispersion for Arrivals and Departures - BWI Analysis:

o Gary Norek / FAA Airspace Services: BWI Community Working Group approached FAA with a very specific request. BWI does not have the same operational restrictions that exist at DCA which include

1 primary runway and prohibited airspace 1.5 miles north of the airport. BWI analysis provided notional paths, not notional procedures.

o Ken Hartman: Motion with 2nd for Recommendation #9.

The Reagan National Airport Community Working Group recommends that:

1. FAA conduct a traffic analysis of north-flow departures and south-flow arrivals comparing 2014 and 2016 traffic that includes a lateral analysis, altitude analysis, and speed analysis.

2. FAA develop a notional path that attempts to re-create 2014 departure flight track dispersion,

from 5 DME north of the airport and beyond.
