It is my great pleasure to welcome you all to the Thirteenth International Water Technology Conference. This conference has already established itself as a key event in which the most influential researchers in the different Water-related fields and regulators from related governmental bodies and firms can come together to exchange insights and to influence each others' agendas.

Such a dialogue has never been more important. We live in a world in which water resources are being depleted rapidly and in an increasingly threatening form. Over the past few years, the problem is manifested in the shortage, contamination of available water resources and incompatible reuse of wastewater resources.

The value of this conference lies in the opportunity it provides for an in-depth dialogue between regulators and the industry. It will provide opportunities for water quality professionals engaged in research, extension, and education to share knowledge and ideas, to identify and update emerging issues, and to network with related partner organizations.

I would like to see much more of this kind of collaboration. This is an opportunity for us all to come up with a sufficient vision of our current needs and future demand of water management technologies in the Arab region and the world. It is our work which will ultimately impact regulated firms. So, it is your chance to influence, Please seize the opportunity to the full.

Praise Be to Allah, and Peace & Blessings Be on MUHAMMAD, the�Last�Prophet (PBUH)

Your Excellency Universities’ Presidents, Academic Professors, Scholars and Researchers, And Dear Audience, An entire year has passed since your 11th conference. A year was loaded with political turbulences, conflicts; regional and international, in addition to economic and social problems. Unfortunately, our region had the lion’s share of these. Fire became the language of speech; whereas mind has been absent and substituted by fighting. It was as if the Middle East is doomed not to be blessed with safety and security! What takes place in Pakistan, Afghanistan, Iraq, Lebanon, Palestine, and Sudan evidences that. The big picture might look dim. However, how could not it be while the terror is on loose? It continues to diversify its means and methods, manipulates national security, terrorizes civilians, and leaves behind several killed and injured victims in addition to widows and orphans. The picture becomes even dimmer due to the bloody conflict over authority in countries which are in utmost need for uniting the efforts of their nationals. Above all, are the disasters; natural and environmental which are caused by the human abuse behaviors. And but for God’s Mercy, then the intellect and innovation of our scientists and researchers, such darkness would have driven us to hopelessness and despair. Hence, a salute of recognition and acknowledgement should be paid for them all, hoping for them to exert more efforts as they are our future hope. Dear audience, Allow me to express some of my views and concerns; Firstly; in my previous speech – last year – I indicated the danger of the serious “conflict over the water drop”. Now, I warn you about the consequences of such conflict which might impact the three main resources: the energy, water, and food. Therefore, a war might break out any moments – a “recourses war”. The cost of food and energy are unprecedently increasing, also water are getting scarcer everywhere. From Australia and Africa to the United States of America; all countries worldwide are soon expected to suffer from a severe water scarcity. In the latest Davos Forum, it has been declared that the decrease in the water reservoir in Australia and Africa and other various food exporting regions; caused a price increase of the food stuffs. Also, the amounting industrialization and the cities expansion caused the lack of irrigation water necessary for agricultural purposes. The lack of rain in South China might cause desertification; while rain affluence in

North China ruined the planted crops. This has forced Beijing to import food supplies from international markets, after it was once an exporter. Furthermore, some countries seek to use some agricultural crops as alternative energy resource. This is a vital topic that should be put into consideration in your future researches. Secondly; we are used to exerting many efforts with regard to holding conferences and academic seminars, as well as conducting practical and theoretical researches; but have they really been useful to us? Or are they lying on the shelves of bookstores or libraries? Or have they been only published online? I think the research should be paid the same attention after its publication as it had before through applying its recommendations; or else we are only wasting time and efforts. I think it is mostly due to the nature of the research recommendations themselves which lack what motivates the decision makers and encourages them to verify the research and benefit from its results. The lack might be in defining the required expenses, the action plan, the required procedures, the determined schedule, and the rewards of instant implementation. Dare we hope to find these three factors available in the future researches as prerequisites to accept them in the first place? Thirdly; the Water Security is a term increasingly used on water occasions, as it became an indispensible part of the national security. Currently, Water has become an essential factor of the country’s national power. One intellectual correctly stated that “the military security of a country cannot be accomplished without its economic security. And the peak of economic security is food; which basis and producer is the water”. Therefore, I herby assert that it is about time that each country takes care of its water security as much as it bewares foreign threats; because both are as important. Fourthly; water consumption, aquatic behavior, water misuse, aquatic awareness, and aquatic culture, are all terms that we hear a lot recently when we discuss the water crisis which threatens countries worldwide. This crisis has two aspects: the water as a resource, and the individual as a consumer. Through reviewing all efforts exerted by the authorities and organizations, and discussed in researches and seminars, it is then obvious that such efforts do not pay as much attention to the second aspect as the first one. Thus, I believe that there should be more interest in the individual consumer who should be the focus of our researches and studies because the individual is the consumer, the abuser, the saver, the creative, the researcher, the decision maker, and the one in charge of the appropriate management of the first aspect. Let us also add to the 25 branches of sociology a further one called “the aquatic sociology”. I believe that such efforts will necessarily change the aquatic consumption behavior, because the value of water resources development would be undermined without rationalizing its consumption. Can we, then, wonder about the importance of “water pricing” in order to balance supply and demand? Fifthly; the concluding speech in the International Water & Environment Conference held in Dublin in 1992, indicated that “the aquatic situation will turn from affluence to scarcity – with regard to potable water and its abuse in particular.

The speech also referred to the fact that human health and welfare, the food security, the industrial development, and the ecosystems are all endangered unless Water Resources are efficiently managed at present and in the future better than ever.” Has the prophecy of this conference been realized only 16 years later? The following statistics reveal the answer to this question: More than one billion people are deprived of potable and domestic water supply. This number will reach one billion and eight hundred million people by 2025. Two billion and six hundred million people lack the basic Sanitary� Drainage infrastructure. By 2025, about three billion and five hundred million people will be the inhabitant of areas where water are scarce or soon to be. More than one billion people who live in the south Asia region will be attacked by aridity and floods, if the expected actually takes place and the glacial rivers of the Himalayas melt down due to the climatic changes. Diseases caused by the lack of potable water result in the death of 3.800 children daily – according to the Statistics of the World Health Organization (WHO). 850 million people currently suffer from hunger and malnourishment. This number will increase to one billion and two hundred million people by 2025 due to the competitiveness of agriculture Combustibles over the soil and water. The annual reservoir per individual was 4000 m³ in 1950. Today it decreases to less than 1000 m³, and is expected to reach 577 m³ by 2025. These numbers do not lie; instead they urge any sane person to maintain the source of his living and power. Finally, I would like to acknowledge the sincere efforts of the conference organization personnel for their persistence to achieve superiority, excellence, and advancement year after another. I also congratulate the award winners and wish them all the best. I also wish to see their researches in action. I present my deepest thanks and gratitude to his Royal Highness Crown Prince Sultan Bin Abdulaziz for his sponsorship for all these creative researchers, and for his assigning me on his behalf to grant these awards which bears his kind name. urghada was founded in the early 20th century, and until a few years ago, remained a small fishing village. But today, it has gone on to become the foremost tourist resort of the Red Sea coast and an international center for aquatic sports. If it takes place in or on the water you can do it here: windsurfing, sailing,

deep-sea fishing, swimming, but, above all, snorkeling and diving. The unique underwater gardens offshore are some of the finest in the world, justifiably famous amongst divers. The warm waters here are ideal for many varieties of rare fish and coral reefs, which may also be observed through glass bottom boats. This area has many fine accommodations, usually offering warm and efficient service. Restaurants are mostly along the main road. While in Hurghada, don't miss the museum and aquarium, with their complete collections of flora and fauna of the Red Sea. Today, Hurghada is known as a party town, particularly among Europeans. Locals and others will tell you that life begins at night in Hurghada, with the many, many clubs. They are particularly frequented by the young, but certainly many others of all ages. One may often find a rousing party centered around the visitors from a tour group taking over the action of a particular bar. They are easy to find along the main street, along with loads of inexpensive and expensive hotels. It is also a beach resort, where thousands of older Europeans and others come with their families to enjoy the sun and fun of private resort beaches, some all inclusive. Many of these hotels offer so many activities and facilities that one may never need to leave the resort. Often, the larger resorts have zoos, playgrounds, discos, bars, a number of pools and even small theaters. ���� Climate � The weather in Hurghada is in general always good. There are about 10 days in the year that the possibility of raining is there. The summer and winter period is the same as in Europe, so different compared with other continents in the world. In the winter the temperature is during the day not below 18 degrees, in the summer not below 35 degrees. Always pay very good attention against sun burning. This goes very easy over here so always put enough sun cream. Water Technology Association is a non-governmental Association no. 1623 for 2004. It was established by a panel of experts and university professors. The aims of this association are to:

1. highlight the importance of water issue both socially and economically at the local, national and international levels.

2. highlight the importance of preserving water and its resources. 3. support and spread out modem technology concerning water treatment and

desalination. 4. organize training courses in the field of water management and treatment. 5. organize scientific meetings which aim to raise the awareness of people

concerning the water issue and its dimensions. 6. conduct research studies and projects in the field of' preserving the aquatic

resources and water management. The first activity of this association was participating in the organization of the 8th International Conference for Water Technology. The association aims at organizing a number of training courses in the fie1d of protecting aquatic resources against pollution, the technology of water desalination and water treatment. In addition, a number of workshops will be held on the importance of some national issues such as:

- Water and development of isolated areas in Egypt. - Crop structure and its role in saving water. - Water resources management. - Evaluating the economic value of water.
