Introduction

1. ThisguidancecontainstheCoreStandardsfortheplanninganddeliveryofsubstancemisuseservicesinWales.ThestandardsareapplicabletotheResponsibleAuthorities1oftheCommunitySafetyPartnershipsandallprovidersofsubstancemisusetreatmentservicesinWales.Thestandardsarealsointendedtohelpinformcitizensaboutwhatcanbeexpectedoflocalservicesforsubstancemisuse.

Since2003,thestatutoryresponsibilityforplanningandperformancemanagingthedeliveryofsubstancemisuseservicesinWaleshasrestedwithCommunitySafetyPartnerships.TheircommitmenthasbeenpivotalintheprogressthathasbeenmadeinWalesintacklingthisagendaoverrecentyears.TheWelshAssemblyGovernmentintendstocontinuetobuildonandenhancethesestrongpartnershiparrangementstomovethechallengingagendaforwardthatissetoutinthe“WorkingTogethertoReduceHarm”10yearstrategyforsubstancemisusepublishedin2008andsecurefurtherimprovementsinthequalityofsubstancemisuseservicesdeliveredacross Wales.

3. TheSubstanceMisuseCoreStandardscontainedinthisguidanceaimtosupportpartnersindeliveringthecommitmentinthestrategytoimprovingthequalityandconsistencyofsubstancemisuseservicesinWalesandrespondingtothefindingsofthefirstcomprehensivereviewofsubstancemisuseservicesinWalesundertakenbyHealthcareInspectorateWales2.ThereportofthatreviewoutlinedseveralareasthatneededstrengtheningtoensurethatafullrangeofgoodqualityservicesaredeliveredconsistentlythroughoutWalestomeettheneedsofthepopulation.

Development of the Core Standards

4. ThedraftCoreStandardsweredevelopedfromtheoriginalHealthcareStandardsusedbyHealthInspectorateWalestoundertakethefirstreviewofsubstancemisuseservices.TheywerealsocrossreferencedagainstthereviseddraftHealthcareStandardsforWalestoensuresynergyofapproach.FollowingextensiveconsultationwithstakeholdersfromacrossWales,the CoreStandardshavebeenrefinedandre-checkedagainstthefinal,revisedHealthcareStandardsforWaleswhichhaverecentlybeenpublished.These arereproducedatAnnex1forinformation.

The Core Standards

5. Thereare25CoreStandardsforSubstanceMisusepresentedinthisdocument.Thestandardsarenotinpriorityorderandhavebeengroupedtoreflecttheendtoendprocessofserviceplanninganddelivery.Embedded throughouttheCoreStandardsarethekeythemesofcitizeninvolvement,accountability,governance,safeguarding,riskmanagement,equity,diversity,safety,qualityassuranceandeffectiveness.

6. TheCoreStandardsdonotreplaceorprecludeotherstandardssuchasprofessionalstandards,clinicalguidelinesandstandardsforhealthandsocial care.TheaimoftheCoreStandardsisto:

•Strengthenthegovernanceandaccountabilityofsubstancemisuseserviceplanninganddelivery;

•Ensurethatacitizenfocussedapproachisintegratedintoallkeyactivitiesrelatedtoserviceplanning,reviewanddelivery;andultimately,

•Ensurethatthefullrangeofservicesaredeliveredeffectively,safelyandconsistentlyacrossWales.

Applying the Core Standards

Responsible Authorities

7. AlloftheCoreStandardsandtherelatedminimumrequirementswillapplytoeachCommunitySafetyPartnershipsinWales.OnceSubstanceMisuseAreaPlanningBoardshavematured,itisenvisagedthatCommunitySafetyPartnershipwillbeabletodischargeandevidencetheachievementoftheseCoreStandardsattheSubstanceMisuseAreaPlanningBoardlevel.The CoreStandardsapplytoHealthBoardsinthecontextofdischargingtheirstatutoryresponsibilitiesasaResponsibleAuthoritywithinaCommunitySafetyPartnership/Substance MisuseAreaPlanningBoard.TheHealthcareStandardsforWalesaretheoverarchingstandardsfordrivingimprovementwithintheNationalHealthServiceWales.ThesestandardswillcontinuetobetheprimarymechanismsformonitoringNationalHealthServiceperformancewithinthecontextoftheNationalHealthServicePerformanceImprovementFrameworkandtheAnnualOperatingFramework.EvidencetodemonstratecompliancewiththeHealthcareStandardsforWalescanalsobeusedatCommunitySafetyPartnership/SubstanceMisuseAreaPlanningBoardleveltodemonstratecompliancewiththeCoreStandardsforSubstanceMisuse.

8. ForeaseofreferencetherevisedHealthcareStandardsforWaleshavebeenmappedagainsttheCoreStandardsforSubstanceMisuse.Thekeylegislative,policyandbestpracticethatunderpintheCoreStandardsarereferencedatAnnex2.

9. TheapplicabilityofaCoreStandardandaminimumrequirementwithinastandardwilldependuponthetypeofservicesbeingprovidedandnotallwillapplyineverycasetoalltreatmentproviders.AnyexclusionsmustbesupportedbyawrittenagreementbetweentheserviceproviderandtheCommunitySafetyPartnerships/SubstanceMisuseAreaPlanningBoards.

Implementation

10. Community Safety Partnerships, Substance Misuse Area Planning Boards, other partner agencies and service providers must with immediate effect, begin embedding the Core Standards into local policies, practice and governance arrangements.ThisworkshouldbuildupontheimprovementplanningalreadytakingplacetorespondtoHealth InspectorateWales’first comprehensivereviewofsubstancemisuseservicesin Wales.

Monitoring and Assessment

11. TheWelshAssemblyGovernment’sSubstanceMisuseAdvisoryRegionalTeamswillmonitorprogresstoachievetheCoreStandardsthroughtheroutineperformancemonitoringsystem;thiswillincludeanannualreportofprogress.Inaddition,HealthInspectorateWaleswill,infuturereviews,use theSubstanceMisuseCoreStandardstomeasureandassessthesafetyandqualityofsubstancemisuseservicesinWales.
