I. GENERAL INTRODUCTION
The subproject “Rehabilitation of transmission overheadline 180, 181 E1.1 Dong
Anh (Section from pole No. 70 to E1.15)” is implemented in order to against overloading,
increase transmission ability, improve power supplying realiability of 110kV 180, 181 Dong
Anh - Gia Lam line and exploit maximum power at 220kV Pho Noi substation to supply
power for loads of Ha Noi Capital, especially loads of North of Red River. The subproject
will be deployed in the first period of Distribution Efficience Project (DEP) of Vietnam
electrical corporation which is financed by WB. The subproject will be implemented in Long
Bien district, Ha Noi Capital.
The activities of subproject include: Rehabilitation, raising up conductor section of
route 180, 181 E1.1 Dong Anh, from pole No. 70 to E1.15 with total length of 5.475 km.
These activities can cause negative impact for environment and location community in the
period of pre-construction, construction and operation.
To ensure that the potential negative impacts are identified and mitigated during
subproject implementation and compliance with policies on environment assessment of World
Bank - (OP/BP 4.01), Environment Management Plan (EMP) of project had been prepared in
accordance with the guidance of the Environment Management Framework (EMF) of DEP.
This EMP includes: project description, policy framework, regulations of environmental
technical, the potential negative impacts, the proposed mitigation measures will be
implemented in the periods of pre-construction, construction and operation, implementation
arrangements. EMP also includes Environmental Codes of Practice (ECOP) will be
incorporated into tender documents and contract, attached with environmental monitoring.
II. REGULATION, POLICY FRAMEWORK
2.1. Vietnamese Legislations
The following Vietnamese legislations are applicable to the Project:
- Environment Protection Law 52/2005/QH11 passed by the National Assembly dated on
29/11/2005 regulating responsibilities of individuals and organizations regarding
environmental protection.
- Law on Cultural Heritage No. 28/2001/QH10
- Government Decree N0 80/2006/ND-CP dated August 9
th, 2006 by Vietnamese Government
on detail regulations and guidance on the implementation of some Articles of the
Environment Law.
- Decree no. 29/2011/NÐ-CP dated 18 April 2011 regarding regulations on strategic
environmental assessment, environmental impacts assessment and environmental protection
commitments.
- Circular no. 26/2011/TT-BTNMT dated 18 July 2011 detailing some articles of Decree no.
29/2011/ND-CP dated 18 April 2011 regarding regulations on strategic environmental
assessment, environmental impacts assessment and environmental protection commitments.
- Decree 106/2005/ND-CP dated 17th
August 2005 on detailed regulations and guidance on
implementation of some Articles of the Law on Electricity related to safe protection of high
voltage networks.

surface water; QCVN09:2008/BTNMT - National technical regulations on quality of
groundwater; QCVN05:2009/BTNMT - Air quality - Standards for ambient air quality;

substances in the ambient air.

management and pollution prevention and exposure to PCBs.
2.2. World Bank Environmental Safeguard Policies
Environmental screening work according to the criteria described in Environmental
Management Framework of DEP was implemented and showed that the project has to apply
the Environmetal Assessment Policy (OP 4.01) and Information approaching Policy of World
Bank.
III. PROJECT DESCRIPTION AND SCOPE OF WORK
3.1. Project context and objective:
Subproject “Rehabilitation of transmission overheadline 180, 181 E1.1 Dong Anh
(Section from pole No. 70 to E1.15)” is implemented in order to against overloading, increase
transmission ability, improve power supplying reliability of 110kV 180, 181 Dong Anh - Gia
Lam line and exploit maximum power at 220kV Pho Noi substation to supply power for loads
of Ha Noi Capital, especially loads of North of Red River.
3.2. Natural conditions and environment of the project area:
- The subproject will be implemented in Viet Hung, Phuc Dong Wards, Viet Hung, Sai
Dong, Hanoi software technology parks new urban areas, Hanoi
information technology parks, Long Bien district, Hanoi.
- Geographical location: Long Bien is a district of Hanoi, is located along the north
shore of the Red River, east border on Duong River, west border on Red River, south border
on Gia Lam district, the north border on Duong River.
- Total area of the entire district: 60.38 km2.
- The population of the district: approximately 200,000 people (density: 2,827 people
per km2).
- Administrative Structure: The whole district has 14 wards.
- Topography: Long Bien has flat plain terrain.
- Climate: Long Bien is in the tropics and monsoon with two distinct seasons (dry and
cold season from November to April of next year, hot and rainy season from May to
October). The average temperature is at 25 Celsius degree; the lowest temperature: 5.6
Celsius degree; the average moisture: 82.5percent, annual average rainfall: 1,500mm.
- Hydrology: The whole east, north border on the Duong River; west border on the
Red River. There is also river, canal systems dug internal to serve agricultural production.

Rehabilitation of transmission overheadline 180, 181 E1.1 Dong Anh (Section from pole

- Improved section: From pole No. 70 to No. 82 and from pole No. 92A to 110kV Sai Dong
Bar.

E2 substation and branch to Pho Noi.

3.6. Activities that carried out before and during the construction progress:

- To receive the site, build temporary camps;
- To mobilize manpower, machinery, material and equiptment to the constrution site;
- To dig the pole foundation, stretch line (for new construction route section: from
pole No. 82 to 92A);
3.6.2. Material and equiptment supplying source:
- The electrical equipment, electrical materials are imported receipt in Hai Phong
port and transport to the site, the domestic will be bought in Hanoi and transport to the site.
- Steel structures: is bought in domestic.
- Construction material: is bought in the local area.

3.6.3. The method of machinery, material, equiptment transportation to the construction
site:
- Equipment and material are transported from the receving place in Ha Noi capital to
the temporary store of project in Sai Dong substation by specific vehicles by land. The
specific vehicles are selected in accordance with goods packing methods that specified in the
contracts. After that they are transported to the site by strucks, loaded and unloaded by the
automated cranes.
- Cross-arm, bracket structure, accessories are transported by five-ton strucks and loaded
manually.
- Goods that must be stored at site such as: conductors, insulators, accessories, ... are
transported intermediately from the store to the manual transporting position by mechanical
and manual combination.
- The whole material are transported manually to the site. The transmision line mainly
passes through paddy field. The average transportation distance is 300m.

VI. IMPLEMENTING EMP AND DEMAND FOR TRAINING
a) In the period of detailed design and prepare bid documents
In the period of detailed design and prepare bid documents, PMB has to give the environmental
management plan or suitable parts of EMP (such as reduction solutions, responsibilities of
contractor). Designing engineers take reference of issues from Environmental Impact Assess and
EMP in order to ensure environmental issues being fully managed in the final design.
When preparing bid documents and contract, contractor need to be informed all about their
responsibilities and duties in implementing solutions to reduce impacts on environment.
b) In the period of constructing
PMB will require supervision consultant to implement and/or engineers on site supervise contractor
in conducting safety solutions daily with following tasks:
- Before starting construction, the amount of compensation for affected people as well as the
clearance of bomb and mine need to confirm.
- During constructing period, the implement of reduction solutions need to be supervised tightly.
- Verify the implement based on EMP and examine damages by contractor. If necessary, a record
need to be made to require contractor to compensate/restore construction site as articles of the
contract. The implement of environmental issues of contractor need to be given in the report of
project conduction.

TOR FOR CONSTRUCTION SUPERVISION CONSULTANT (CSC)
General
The Construction Supervision Consultant is to provide professional technical services (“the
Services”) to help ensure effective implementation of the ECOP and subproject EMPs.
Scope of Services:
The general services to be provided by the CSC are to inspect, monitor the construction activities to
ensure that mitigation measures adopted in the ECOPs/EMP are properly implemented, and that the
negative environmental impacts of the project are minimized.
On behalf of the PMU, the CSC will conduct the following tasks:
- Conduct regular site inspections;
- Review the status of implementation of environmental protection measures against the EMP and
contract documents;
- Review the effectiveness of environmental mitigation measures and project environmental
performance;
- As needed, review the environmental acceptability of the construction methodology (both
temporary and permanent works), relevant design plans and submissions. Where necessary, the
CSC shall seek and recommend the least environmental impact alternative in consultation with
the designer, the Contractor(s), and PMU;
- Verify the investigation results of any non-compliance of the environmental quality performance
and the effectiveness of corrective measures; and
- Provide regular feedback audit results to the contractor’s Chief Engineer according to the
procedures of non-compliance in the EMP;
- Instruct the Contractor(s) to take remedial actions within a specified timeframe, and carry out
additional monitoring, if required, according to the contractual requirements and procedures in the
event of non-compliances or complaints;
- Instruct the Contractor(s) to take actions to reduce impacts and follow the required EMP
procedures in case of non-compliance / discrepancies identified;
- Instruct the Contractor(s) to stop activities which generate adverse impacts, and/or when the
Contractor(s) fails to implement the EMP requirements / remedial actions.
- For contracts that Site Environmental Management Plan (SEMP) are required, the CSC
shall provide the final review and recommend clearance of all Site Environmental plans which
may affect the environment. These include, but are not limited to: dredging areas, borrow pits and
disposal sites, worker’s camp plans. The CSC will review and approve the SEMP presented by
the Contractors. Where these plans are found not to comply with the EMP, EIA or RAP, the CSC
shall work with the PMU and Contractor to establish a suitable solution.
- Addressing Complaints: Complaints will be received by the Contractor’s Site Office from local
residents with regard to environmental infractions such as noise, dust, traffic safety, etc. The
Contractor’s Chief Engineer or his deputy, and the CSC shall be responsible for processing,
addressing or reaching solutions for complaints brought to them. The CSC shall be provided with
a copy of these complaints and shall confirm that they are properly addressed by the Contractors
in the same manner as incidents identified during site inspections.
- Certification for Monthly Payments: The CSC shall confirm the monthly payments for
environmentally related activities implemented by the Contractor.

o Bi-weekly report of non-compliance issues
o Summary monthly report covering key issues and findings from reviewing and
supervision activities

from their work, the number of infringements, resolutions, etc. as well as advice and guidance
for how such assignments should be conducted in the future
