IV. POTENTIAL IMPACTS

4.1. Environmental screening:

Table 4.1. Environment Screening table

Screening Question Yes No Remarks

1. Project's sitting:

Is the Project site adjacent to or within

any of the following environmental

sensitive areas?

- Cultural heritage site X The project’s lines do not go

through the culture or history works

so it has no impact.

- Protected areas such as National

Parks, Nature Reserves,

Bioconservation areas, bird yards,

mangrove forest etc.

X The project’s lines do not go

through the conservation areas so it

has no impact.

- Wetlands X The topography where the line

passes through is quite flat, do not

go through the wetlands, so it has

no impact.

- Forests X The project’s lines do not go

through the forests so it has no

impact

- Estuaries X The project’s lines do not go

through the estuaries so it has no

impact

- Buffer zone of Protected areas X The project’s lines do not go

through the buffer zone of

protection areas so it has no impact

- Natural protected areas: bird ground,

mangrove forest, ect

X The transmission lines of the

subproject would not go through

any national parks or conservation

areas.

- Rivers and reservoirs X The project’s lines do not go

through the rivers or reservoirs so it

has no impact.

- Canals and irrigation system X The project’s lines go through some

canal, specifically section from pole

Page 13: SUBPROJECT: Rehabilitation of transmission overheadline ...documents.worldbank.org/curated/en/821081468128098610/...the new urban area Viet Hung. - The available route section is on

Screening Question Yes No Remarks

No. 77 to 82 and section from pole

No.83 to 90 of Viet Hung Ward.

However, at those position we do

not build foundation for the poles so

it has no impact.

2. Potential environmental impacts

Will the Project cause:

Encroachment on historical/cultural

areas

X The project’s lines do not go

through areas that have the culture

or history works so it has no impact.

Encroachment on critical ecosystem

(e.g. sensitive or protected area,

national park, nature reserve etc....)

X The project’s lines do not go

through the conservation areas so it

has no impact.

Disfiguration of landscape and increase

waste generation

X - Because of corridor clearance,

specifically new section (from pole

No. 82 to 92A of Viet Hung Ward

and branch from pole No.90 to 92A

of Phuc Dong Ward), so there will

be small changes in landscape and

increase waste. However, impact is

low and mitigation measures will be

applied.

Removal of vegetation cover or cut

down of trees resulted from clearance at

the sub-station and along ROW?

X - Only chopping down high trees

(longan tree) in row which affect

line, specifically specifically new

section (from pole No. 82 to 92A of

Viet Hung Ward and branch from

pole No.90 to 92A of Phuc Dong

Ward), vegetation cover and low

trees are retained (vegetation cover

is only affected at the position

where construct pole foundation but

affected area is negligible)

Change of surface water quality or

water flows

X - The project’s lines do not go

through the rivers, lakes so it has no

impact to the water surface quality

of flows.

Increase water turbidity due to run- off

and erosion

X - When the construction takes place

in the raining season without any

projection for the foundation it

could cause erosion and impact the

VI. IMPLEMENTING EMP AND DEMAND FOR TRAINING

a) In the period of detailed design and prepare bid documents

In the period of detailed design and prepare bid documents, PMB has to give the environmental

management plan or suitable parts of EMP (such as reduction solutions, responsibilities of

contractor). Designing engineers take reference of issues from Environmental Impact Assess and

EMP in order to ensure environmental issues being fully managed in the final design.

When preparing bid documents and contract, contractor need to be informed all about their

responsibilities and duties in implementing solutions to reduce impacts on environment.

b) In the period of constructing

PMB will require supervision consultant to implement and/or engineers on site supervise contractor

in conducting safety solutions daily with following tasks:

- Before starting construction, the amount of compensation for affected people as well as the

clearance of bomb and mine need to confirm.

- During constructing period, the implement of reduction solutions need to be supervised tightly.

- Verify the implement based on EMP and examine damages by contractor. If necessary, a record

need to be made to require contractor to compensate/restore construction site as articles of the

contract. The implement of environmental issues of contractor need to be given in the report of

project conduction.

Roles and responsibilities of related parties are described in the following table:
