ANALYST Pursuant to the As-Needed Business Systems Analyst Request for Proposals (RFP), all proposers were to submit any questions regarding this RFP by no later than January 12, 2021. Questions were to be answered in writing and all questions and responses were to be posted on the Department’s website. Below is a list of questions received from proposers, and the Department’s response:

1. Q: The RFP states: “The Harbor Department is upgrading its current on premise Oracle EBS ERP system to Oracle ERP Cloud (SaaS) as well as implementing new functionalities.” Which new functionalities are being implemented? Can we have a detailed list?

A: The RFP is for staffing services only, i.e., as-needed Business Systems Analysts (BSAs). We are looking for a firm who can provide qualified Business Systems Analysts (BSAs). The project is to migrate Oracle EBS ERP to Oracle Cloud. The business transformation results of this project will drive the new functionality to be implemented.

2. Q: How many records are being migrated to the cloud? (alternatively, what is the size/scale of the data in TB or PB)?

A: The number of records will depend on the migration strategy that will be worked out during the implementation.

3. Q: How many new records are created daily?

A: This information is not relevant to this RFP.

4. Q: How many updates occur daily?

A: This information is not relevant to this RFP.

5. Q: How large is the existing team of FTEs working on Oracle administration and how many of them are participating in the migration project?

a. What is the breakdown of the team(s)

b. What amount of time per week can they be committed to this project?

A: There is one full time Functional Manager, and about 5 to 10 superusers. The superusers are expected to spend between 25% - 30% of their time on the project. The as-needed Business Systems Analysts (BSAs) are intended to work under the guidance of the Functional Manager, with the Department’s superusers and the system implementation consultants during the duration of the project.

6. Q: Do you view this need as more of a planning and orchestrating exercise for your own Oracle Admins to implement or are you looking for the winning bidder’s team to do the installation/configuration/migration work as well as the planning/orchestration?

A: The RFP is for staffing services only, i.e., as-needed Business Systems Analysts (BSAs).

7. Q: Do you prefer to have a dedicated full time project manager as part of the project plan?

A: The selected firm is expected to have a Project Manager who will coordinate and administer the staffing needs, i.e., BSAs, of the Department. The Project itself will be managed internally by the Department. The selected firm’s Project Manager does not need to be onsite.

8. Q: What percentage of time (or how many hours per year) do you expect the team to be on-site for this engagement?

a. For the Project Manager

b. For the BSA’s

c. For developers

d. For Oracle Admins

A: Please see questions 5, 6 and 7. In addition, the as-needed BSAs will be needed throughout the implementation period which include 3 to 6 months of stabilization. The onsite presence will depend on the pandemic crisis being under control. Once the Department personnel are allowed to work at the office, we expect the BSAs to be onsite full time. The Department reserves the right to assess the performance of these BSAs and may request replacement when deemed appropriate.

9. Q: Does the VSBE partner need to be under a specific NAICS code?

A: All firms must be relevant to the scope of work.

10. Q: •How many business systems analysts and programmers/developers are required for the duration of 18 months of implementation

A: Between 5 to 10 BSAs. No programmer/developer.

11. Q: •For participation in this RFP, is it mandatory that the Firm be a Small Business Enterprise (SBE) or a Very Small Business Enterprise (VSBE) business?

A: It is not mandatory for a firm to be a SBE/VSBE to participate in the RFP. A non SBE/VSBE firm can meet the participation requirement with the utilization of certified SBE/VSBE subconsultants.

12. Q: Has the Port chosen a System Integrator to lead the implementation of Oracle’s Cloud ERP? If so, who has the Port chosen? Or is this RFP to select consultants to support the Port with its implementation and the Port will be acting as its own System Integrator?

A: There is a separate RFP for System Integrator that is expected to be released within the next 30 days. This information is not relevant to this RFP. The RFP is for staffing services only.

13. Q: The RFP Title of “As-needed” implies that the Port is looking for staff-augmentation to fill certain roles and periodic times vs. serving as part of a full-time team working to achieve a specific goal. Is the Port looking for periodic staffing or a team to support its implementation?

A: That is correct, the RFP is for staff augmentation. The BSAs will be needed throughout the implementation period which include 3 to 6 months of stabilization. The Department reserves the right to assess the performance of these BSAs and may request replacement when deemed appropriate.

14. Q: Many places in the RFP it refers to Business System Analysts (BSA), but in only one location does the RFP reference Programmers/Developers (Page 5). Is the Port looking for Programmers/Developers as well as BSAs?

A: We are looking for Business Systems Analysts (BSAs). We are not looking for programmers/developers.

15. Q: At the bottom of Page 5 of the Port’s RFP it says: “During the upgrade and implementation, the Harbor Department will require the services of Business Systems Analysts to work with existing Harbor Department accounting, budget, and contracts and purchasing staff in understanding business and system processes and make recommendations for improvements.” Is the Port looking to make improvements to its current state (EBS) environment or suggestions for improvements to current business processes when implementing Oracle’s Cloud ERP?

A: Yes, the business process improvements are intended as future processes in Oracle Cloud ERP.

16. Q: “… analyze and document current business processes and make recommendations for improvement.” Does the Port have any existing documentation of current business processes? Will the team be creating these business processes using a Port approved template? Will the team also be creating Future State business processes to sync with the implementation of Oracle’s Cloud ERP?

A: The Department has existing documentation of current business processes. These documentations may need to be updated by the Business Systems Analysts. There is no template per se, however, the business systems analysts

may use the format of the current business process documentation. The future state maybe created when appropriate.

17. Q: Organize and facilitate discovery sessions and workshops” Will these workshops be for analyzing Current State or planning and designing Future State or both?

A: Both.

18. Q: “Organize and facilitate periodic status meeting, i.e., weekly, bi-weekly, or monthly meetings” Will these Status Meeting be for the As-needed” project or for the Oracle Cloud ERP Implementation Project or both?

A: There is only one project: Oracle Cloud Implementation. The intended meetings are for the project.

19. Q: “Organize and conduct user training at specified times during the implementation, according to the Project Timeline Plan, draft and support communication efforts as needed” Will the As-Needed consultants be training on EBS or Oracle’s Cloud ERP? If Cloud ERP will they be training as a System Integrator has configured the software or are they training on the generic capabilities of Cloud ERP (to allow the Port’s team to understand the product before it is configured to meet the specific needs of the Port?

A: The user training will be for Cloud ERP. The BSAs will conduct the training based on the configuration and processes implemented in Oracle Cloud ERP. The BSAs are required to have prior knowledge and experience in Oracle Cloud and thus are capable of training the Department’s users.

20. Q: “Serve as point person for the application after implementation, field questions and provide user support” Will this be to support the implementation of process improvements for the Current State EBS, or the Future State Oracle Cloud ERP?

A: The BSAs are expected to stay at the Department during the stabilization period, i.e., 3 to 6 months after go-live on Oracle Cloud ERP.

21. Q: “Work with the implementation team to develop a strategy for data conversion across all applications, as well as data conversion specific to the application modules.” Who is “the implementation team” Port personnel? Oracle? System Integrator? All? Other?

A: Please refer to answer on question #12.

22. Q: Will the Port be using tools provided by the System Integrator for data conversion?

A: Yes.

23. Q: Which components of Cloud ERP will be implemented?

A: Financials, Project Portfolio Management, Purchasing, Inventory/Warehouse Management, Supplier Contracts, EPM for ERPRCs implementation.

24. Q: Will any EBS Components be remaining as Legacy applications?

A: No.

25. Q: Will there be conversion from other non-EBS to Cloud ERP?

A: No.

26. Q: Will interfaces to other Legacy systems be required?

A: Yes.

27. Q: There are several sections of the RFP which request the Respondent to provide information on Project Management. Will this be: a) Management of the Port’s System Integrator? b) Management of a Cloud ERP Implementation? c) Management of As-needed staff-augmentation activities? d) Other, please clarify?

A: Please refer to the answer to Question # 7.

28. Q: Will the Port allow off-shore team members?

A: No.

29. Q: If onsite (Covid-permitting) work is allowed, will the Port pay travel-related expenses or should rates include expenses?

A: The Department will not pay travel-related expenses. Rates should be inclusive of all expenses.

30. Q: Is the Port looking for a table of skills and rates for Time & Materials As-needed consultants?

A: The Department does not have a format preference. Proposers should state their assumptions and provide the cost based on RFP requirements as well as other related costs if any.”

31. Q: Has the Port purchased the Oracle Cloud ERP or is the Port looking for costs associated with Cloud ERP (e.g., “equipment, software, or hardware”)

A: This question is not relevant to this RFP.

32. Q: The RFP mentions that Respondents need to be registered with LABAVN, but we understand that has been replace with Angeleno. If we are registered with Angeleno does that satisfy the Port’s request?

A: Yes, they are the same system.

33. Q: Is it required to have a Business Tax Registration Certificate (BTRC) to respond to this RFP? We are in the process of applying for a BTRC, but do not know how long this process may take and we understand if we do not have an office within the City of Los Angeles the process cannot be performed on-line. Our headquarters office is in Orange County. As long as we have a BTRC before an award is make, is that sufficient to meet the Port’s needs?

A: It is not required to have a BTRC to respond. The selected firm shall have a BTRC at the time of award.

34. Q: Is this a multivendor selection bench or Fixed price single vendor RFP

A: One firm will be selected to provide the services.

35. Q: Project scope is at a high level at this stage with dependencies on system study outcome, implementation team plans, duration of post-production support, to arrive at an estimate. Please clarify nature of cost details expected at this stage

A: The RFP is for staffing services only, i.e., as-needed BSAs. The project cost estimate must include the cost of 5 to 10 BSAs, for the project duration of about 18 months and any relevant cost that your firm may incur in placing these as-needed BSAs at the Department.

36. Q: Is there an implementation team already decided for this project. If not, what is intended plan for same

A: This information is not relevant to this RFP. There will be a separate RFP for Systems Implementation.

37. Q: RFP mentions inclusion of Project manager. Is this project manager role full time, specifically for Business analysis function. If so, would there be additional project managers from Port and implementation vendor for this project

A: Please refer to the answers to questions 6 and 7.

38. Q: Section 2. Qualifications, experiences and References sections mentions describing firm’s qualifications including past experience. Should this section cover both organization and personnel experience, since section 3 asks for details of personnel again

A: Yes. Please refer to section 3.3.2 for qualifications. Please refer to appendix F for the weighing factor of the firm. The BSAs would need to meet the qualifications laid out in section 3.3.2.

39. Q: Is there a defined list of qualification conditions for both organization and personnel? Also, is there any specific weightage for Firms, personnel qualifications in evaluation criteria

A: Please refer to the answer to question 38.

40. Q: In addition to USA onsite and remote resources, are remote off-shore resources acceptable for a portion of the work?

A: No.

41. Q: Will the work needed be on a regular schedule per week, or will Port of LA utilize the resources on a demand request basis as needed?

A: Regular schedule per week.

42. Q: Is this a deliverable-based contract wherein a single vendor needs to provide Business Systems Analysis Services?

A: RFP is for staffing services only, i.e., BSAs.

43. Q: Is there a list of Proposed Bidders and if so, how can we get it? We are interested in subcontracting

A: A list of firms that have received the RFP through LABAVN.org will be attached to this document.

44. Q: The title of RFP says “AS-NEEDED BUSINESS SYSTEM ANALYSTS”. Please confirm if this is on a need basis or continuous project.

A: Please refer to answer to question #13.

45. Q: Our understanding is that City team just need the qualified candidates, who will work under the guidance and supervision of their (City’s) PM. Please confirm.

A: Confirmed.

46. Q: How many positions are open?

A: Please refer to answer to question #10.

47. Q: In the current scenario, all our consultants are working remotely and we would prefer that. Is that okay with City?

A: The RFP is for staffing services only. We expect the BSAs to work onsite when the shelter in place order is lifted.

48. Q: Who will be the Project Manager? Does the City need a project manager as well? If yes, will it be full time or part-time requirement?

A: Project will be managed by internal project manager who is a Department employee.

49. Q: Provide a Project Organization Chart. Our understanding is that the selected candidate will work as a part of City’s team to meet the required objectives. City’s PM will be responsible for management and supervision. Please advise.

A: Correct.

50. Q: What is the duration of project? In Section 6, there is an ask for Timeline of the project. Our understanding is that the selected candidate will work as a part of City’s team to meet the required objectives as per their timelines. Is that correct? Please advise. If not, what is the expectation?

A: The estimated duration of the project is 18 months, inclusive of stabilization period. Yes, the selected candidates will work as part of the Department’s team.

51. Q: In Section 7, There is a mention of onsite and offsite rates. What is City’s requirement on onsite versus offsite time? What will be the exact location for onsite work?

A: Please refer to the answer to question #47. The location is the Harbor Administration Building in San Pedro, CA.

52. Q: There is also a mention about pricing for software and hardware components. Is City expecting us to provide anything specific? (Our

assumption is that City will provide a laptop/system to the selected consultant having the software necessary to do the job.)

A: Yes, the city will provide the computer equipment and software needed.

53. Q: Is there a standard cost form/ spreadsheet used in the past that you can provide in response to this opportunity?

A: Please refer to question #30.

54. Q: How many Business Systems Analysts are needed?

A: Please refer to the answer to question # 10.

55. Q: Would you please provide answers to the following questions regarding the City of Los Angeles Harbor Department’s need for Oracle E-Business Suite Migration? Contract Value? Contract Award Date?

A: This information is not relevant to this RFP. RFP is for staffing services only.

56. Q: Are there any incumbents? If yes, please share the details.

A: No.

57. Q: Will this contract be awarded to a single vendor? If not, how many vendors do you intend to award this contract to?

A: Please refer to the answer to question # 34.

58. Q: How many full-time positions do you intend to fill through this contract?

A: Please refer to the answer to question # 10.

59. Q: Do you want representative resumes from our firm or do you want actual people who will be assigned to the task? If so, when will the task begin?

A: Once contract is awarded, we would need resume of actual people who will be assigned to the task. We intend the task to begin on July 1st, 2021.

60. Q: How many resumes do we need to submit?

A: Please refer to the answers to questions #10 and 59.

61. Q: What has been the past spend on this contract and what is the estimated budget moving forward?

A: This is a new contract. There has not been a previous contract.. There has not been any spend.

62. Q: What will be the frequency of on-site meetings for the Project Manager?

A: Please refer to the answers to the questions # 6 and 7.

63. Q: Is it mandatory to subcontract with an SBE firm for at least 25% of the total contract value?

A: Please see question #11.

64. Q: Will the firm selected as a result of this RFP perform the actual upgrade/migration or play a support role to the Harbor Department/another vendor who will actually perform the upgrade and migration?

A: The RFP is for staffing services only, i.e., Business Systems Analysts (BSAs). BSAs will support the Harbor Department in the implementation.

65. Q: If it is the latter, has the Harbor Department already selected a vendor?

A: This information is not relevant to this RFP.

66. Q: What is the anticipated relationship between the firm selected as a result of this RFP vis-à-vis the entity performing the upgrade/migration?

A: BSAs will work under the guidance of the Functional Manager. There will be direct interaction between BSAs and system implementer.

67. Q: Will the selected firm be expected to coordinate/work with or manage/oversee the work performed by the vendor selected to perform the upgrade/migration?

A: No.

68. Q: It appears that the Harbor Department expects the selected firm to provide assistance prior to, during and after the upgrade/migration project. Is this understanding correct?

A: Yes.

69. Q: How many resources does the Harbor Department anticipate needing for providing the business analysis support?

A: Please refer to the answer to question #10.

70. Q: Will the Harbor Department be able to provide guidance on FTE equivalents for resources (e.g., 1 or 2 FTE over 18 months, or 3 FTE during discovery/0.5 FTE during configuration, etc.)?

A: At this time, we estimate we would need 5 – 10 BSAs for the duration of the project, estimated to be 18 months, inclusive of stabilization period. Please refer to the answers to questions # 5, 8, 13 and 20.

71. Q: Is there a preference for functional and subject matter experience (technology agnostic) vs. Oracle product-specific experience?

A: Candidates must have Oracle experience AND functional expertise.

72. Q: Should the proposed resumes be indicative/representative of the resources we will assign to the project OR are the proposed resources considered “committed” to the project?

A: The RFP is for staffing services only. Once contract is awarded, the Department will review resumes of the actual resources.

73. Q: When is the work expected to commence? Is the upgrade/migration project already underway and if so, what are the scheduled start and end dates?

A: July 1st, 2021.

74. Q: What is the anticipated budget for the work to be performed under this contract?

A: Proposers should propose their rates and fees based on meeting the requirements of the RFP.

75. Q: What information should be submitted as part of the cost proposal? Are fully burdened hourly rates for the proposed classifications/resources adequate?

A: Please refer to question #30.

76. Q: Page 9, Item 7 of the Proposal Content asks for “pricing for any proposed equipment, software, or hardware costs and any other related expenses for the project”. It is our understanding that this statement is related to software/hardware/equipment that may be proposed and necessary for the selected firm to serve as the functional lead/business analyst for the project and NOT the Oracle Cloud software/infrastructure costs. Is this correct?

A: Yes.

77. Q: Will the Harbor Department consider a proposal submitted by a small business firm whose relevant experience is a combination of the work performed by the firm and the work performed by its staff prior to being employed by the firm?

A: We will consider all proposal of firms meeting the requirements specified in section 3.2.

78. Q: Since the business systems analysts are “as-needed”, is it acceptable for the prime proposer to identify a VSBE and an approximate % of work for which the VSBE is utilized without making commitments to specific resources or timing of the resources?

A: A certified VSBE Prime will meet the SBE/VSBE participation requirement. If the prime is not a SBE/VSBE, SBE/VSBE consultants and 25% of the total compensation of the resulting agreement must performed by SBE/VSBE consultants. Since it’s as-needed, you do not need to list actual compensation figures.
