Sub: Minutes of the Joint Meeting of Establishment Council

A meeting of Establishment Council (EC) with all the recognized Associations was

convened on 9th March, 2016 at 12.00 Noon at Conference Hall, Prasar Bharati

Secretariat, 2nd Floor, PTI Building, New Delhi, under the Chairmanship of Shri Jawhar

Sircar, Chief Executive Officer.

The following officers attended the Meeting:

At the outset CEO, Prasar Bharat, Member (Pers) and Member (Finance)

welcomed the representatives of all the recognized Associations. The issues raised by

the Association were taken up as per the Agenda Items along with other issues raised

by th~ Representatives in the meeting. After detailed deliberations, following decisions

were taken.

I. ARTEErelated matters

1) Grant of Scale of Rs. 4500-7000/- to Tech recruited between

25.02.1999 to 05.10.2007

Prasar Bharati had sought the opinion of the Ministry with regard to the

implementation of the Judgment of the Honble Tribunal in Amit Barua's case. Prasar

Bharati will take appropriate action as per decision of MIB.

2) Grant of scale of Rs.6500-10500/- in case of Tech etc as done in case

of Head Clerk.

The demand was dropped.

3) Helper ACP in the scale of Techniciansto all eligible Helper as per OA

1949/2012 by Hon'bleCAT,Delhi

The representatives of the association submitted that the Prasar Bharati had filed

the Affidavit without consulting the Ministry.

The issue was deliberated and it was decided that the Directorate General,

Doordarshan will have a relook in the matter.

4) Cadre Review Exercise:It was clarified to the Association that the matter is

under progress and shall be placed before the Board in due course.

5 &6) Approval of increasing ARTEE subscription and Benevolent Fund forEmployees to join Association

It was mentioned that PB had already given them in-principle approval .However, ARTEE representative informed that after approval of byelaws by theirGeneral Body, information has been submitted to Prasar Bharati. They requested PB togive them acknowledgement of the same.

7) Allowing post 2007 employees to join Association

No action pending.

8) Incentive and Insurance cover for employees working in Naxalism andTerrorism affected Areas

The issue was deliberated and it was decided that both the Directorates willsubmit a proposal based on the recent instructions of Home Ministry and DOPT foremployees working in Left Wing Extremist areas.

9) GPF related Problems &. its solution

Representative of the Association submitted that passbook should be issued toall the account holders and Common Account Number should also be given.

Both the Directorates were directed to take necessary action. It was alsodecided that the GPF Schedule shall be followed by all the PAOs, who shall benecessarily computerized and linked up.

10) Deploying AIR and DD staff in Election Duty

Though the matter has been taken up with the Election Commission in past, if infuture operational staff is deployed, matter may suitably be taken at higher level.

11) Auditorium of AIR and DD

DG; AIR informed that the proposal has already been approved by IFD and isawaiting approval of competent authority. DG; AIR was required to expedite theapproval process and subsequent project implementation.

12) Office Orders on PBwebsite

Action already been taken.

13) Miscellaneous issues raised by the Association representative

(Action: E-in-C; AIR)

The Association representative raised the issue of no-promotions since 2009, mergerissue of EA & SEAand grant of Grade Pay to 4600 to new recruits in the grade of EAs&Technicians.

E-in-C was advised to examine these issues.

14) During deliberations CEO drew the attention on the payment of salary by

Government of India beyond 2017 and directed that the proposal for payment of

Salaries from next year onwards may be initiated by the Finance Wing.

II) Association of Doordarshan Programme Production Personnel related

matters

1. Regularization of all Ad-hoc and In-situ promotions along withclearance of long pending promotions related to all Programme Cadre.

3. Consideration of Senior PEX's with more than 20 years service fordeputation against DDG8tADGposts,

The Association was informed that the present DaPT guidelines do not allow forconsidering the feeder grade officials for appointing on deputation basis. However, asthe demand and guidelines O. Is was agreed to have re-look on them.

4. Posting of newly recruited TREX's in their respective language zones asagreed upon in the Orientation meeting at New Delhi

After deliberations, it was decided that in case of newW recruits, for two years(one year for training and the other for acclimatization) no such transfers to theirhometowns may be considered for the first posting. After that postings inlinguistic zones may be considered but subject to administrative exigencies.


5. Due recognition and posting of Programme Cadre staff against Seniorpositions while creating common verticals

The Association was informed that due to shortage of programme officers theposts are filled on deputation. In case progarmme officers are available, there may beno requirement for taking officers on deputation.

6. Clear instructions to both Directorates to hold office CouncilIGrievance redressal meeting with all the Recognized Association in a timebound manner

It was decided that the Grievance Redressal meeting with the recognizedassociation shall be held every month by both the Directorates.

The Associations were assured that the issue of approval of ope compositionshad been referred to MIB and the promotions shall be taken up on fast track basisthereafter.

The matter regarding relaxation in Recruitment Rules for diversing of OR quotaat PEX level may again be taken up with MIB.

The matter of in-situ promotions of Floor Assistants may be placed before thenext Board meeting.

2. ACP should be given to all Programme Cadre

The Association were informed that the Government's decision in the matter ofrecoveries etc. is awaited.

3. Filling of higher posts from amongst the programme cadreThe Association was informed that due to shortage of programme officers, the

posts are filled on deputation. In case progarmme officers are available, there may beno requirement for taking officers on deputation.On a specific request of the Association, OG(AIR) was advised to start the practice ofdrawing DPe calendar, as per OOPTguidelines.

III Programme Staff Association of AIR and Doordarshan (PSA) relatedmatters

1. & 2. Convening of the lAG OPC and Convening of the PEX ope andPromotion of the PEX In-situ against the PEX OR vacancies on ad-hocbasis till clearance is received from Ministry

It was conveyed that the proposal for relaxation in RRs have been sent to theMinistry. Meanwhile, OG;AIR may convene opes for giving ad-hoc promotions againstOR quota pending approval of MIB. Also once the ope composition was approved byMIB, promotions will be fast tracked. Prasar Bharati is in favour of giving regularpromotions rather than ad-hoc promotions.

IV Akashvani and Doordarshan Administrative Staff Association (ADASA)related matters

1. Posting of Sr. AO & AO in NE Regions

It was observed that one AO cannot be given charge of two stations. If A.Os arenot eligible, then the issue of relaxation in RRsmay be looked into.

2. In-situ / Ad-hoc promotion to LDCs &UDCs

The Association was informed that the schemes of in-situ promotions and ad-hocpromotions cannot run concurrently.

4. Promotion of Sr. A.O./IA to the post of Dy. Director of Administration

3. Filling up of about 100 vacant posts of Assistant/ Head Clerks under20% Direct Recruitment quota through promotion by granting one timerelaxation

The proposal for amendment of RRs has already been sent to the Ministry.

5. Action on Cadre Review Committee Recommendations

CRC Report has been received and is being examined for placing it before theBoard.

6. Fixation of Pay as on 01.01.2006 in the revised Pay Structure in respectof Head Clerk/ Stenographer Gr.1I

The Association representative challenged Prasar Bharati letter dated 19.2.2016regarding pay fixation of Head Clerks/Stenographers etc. The CEO directed the LegalCell to have a fresh look at the matter.

7. Timely holding of Departmental Competitive Exams

The NABMwill go ahead with the Limited Departmental Exam.

8. Grant of Grade Pay 4600/- to Assistant

The DG:AIR will look into the issue afresh.

9 Grant of Grade Pay' 4800/- to Administrative Officers

1. Pay fixation as per rule 4A.

The proposal for amendment of RRs was already sent to the Ministry. However,MIB has advised to send complete cadre review proposal of Admn cadre.

V AIR & Doordarshan Stenographers Association (ADSA) relatedmatters

The Association representative challenged Prasar Bharati letter dated 19.2.2016regarding pay fixation of Head Clerks/Stenographers etc. The CEO directed the LegalCell to have a fresh look at the matter.

2. Cadre Restructuring

Based on the final recommendations by CRC of Stenographers Cadre, the Boardapproved the proposal subject to revival of posts under deemed abolition. DG:AIR is tosubmit proposal for revival of posts.

3. Stenographers Cadre controlling authority

It was decided that DG;AIR and DG;NSD will discuss the issue and work towardshaving a single cadre controlling authority viz. DG:AIR.

4 Transfer policy

The issue is being looked into by DG:AIR.

VI Audience Research Employees Association (AREA) related matters

1. (i) In-situ promotion for the post of Assistant Research Officer Gr.1Ifrom the post of Investigator Gr.I

The association was informed that in-situ and MACPcould not run concurrently.

(i) Cadre Review (restructuring) of AR cadre.

The issue was being placed before the HR and Training Committee.

(Action: ADG(E&A))

2. DPC for various posts

DG;AIR affirmed that action is initiated for conducting DPCs wherever vacanciesare available.

3. Fixation of pay as on 01.01.2006 in the revised pay structure at parwith the Head Clerkl Assistantl Steno Gr.1I1 Equivalent

PBSecretariat has already issued a clarification on this matter.

4. Implementing order No. A-10/40/2007-PPC dated 04.07.2014 ofPrasar Bharati in regard of Rotation/ Transfer of officers working in sensitivepost

As the cadre strength of Audience Research Cadre is diminishing, it is notpossible to frame a policy for Rotational transfer.

5. Withdraw the order of dismantling the AR Unit of DG:Doordarshan

The issue was being looked into, as per Padhy Committee Report.

6. Immediate posting of regular senior most officers

It was conveyed by DG;AIR that transfer orders have been issued and theproposal for a substitute in DG;Doordarshan is under consideration.

In addition, CEO advised the Association to come out with suggestions for skill

up gradation of the Research cadre in consonance with the changing requirement of

research in a broadcasting corporation.

VII Akashvani Announcers' Association (AAAl related matters

1. Merger of Scale to be implemented at the earliest.

The agenda will be placed before the Board in its next meeting.

2. Appropriate deployment of Retired AnnouncersIt was decided that the services of retired announces may be used for imparting

training to new announcers.

It was also decided that the services of the retired Announcers may also be usedin Archives. The representatives of the Association were asked to meet ADG(Archives),PBSand convey their suggestions.

8. Cadre Review: DG:AIR was instructed to initiate cadre review of erstwhile GroupD employees.

9. The ADGs of the two directorates were instructed to ensure that the sanctionsfor various advances be released in a time bound manner.


IX AIR &. Doordarshan Engineers' Association (ADEAl related matters

1. Promotion of IBES officers

The Association was informed that once the DPC composition was approved byMIB, promotions will be fast tracked.

2. Cadre review proposal of IBES officersCRChad submitted its final report in respect of Engineer Cade and the same was

under examination.

3. Recruitments of officers at JTS level

The Association was informed that the proposal is now pending with the Ministry.

4. One time relaxation in qualifying service for promotion to the post ofSTS

The Association was informed that the proposal for seeking one time relaxationof qualifying service had been declined by the Ministry.

5. Transfer of Cadre Management of IBES officers to the IBES Officers

The issue was deliberated and it was decided that an IBES officer may be postedin EPMcell.

6. Mechanism to monitor the completion of ACRsin time

The CEO directed that the management of APARs should be done in oneDirectorate and should be completely computerized.


X) AIR & Doordarshan Technical Employees Association (ADTEA) relatedmatters

None of the Association representative attended the meeting hence the Agenda issuescould not be deliberated.

The Meeting ended with a Vote of Thanks to the Chair.
