DATE: April 17, 2019 SUBJECT: COMPLIANCE WITH THE 2021 IPC THROUGH ALTERNATIVE METHODS RESTROOM SPACING This memorandum documents a change to the International Plumbing Code (IPC) Section 403.3.3 (and IBC Section 2902.3.3) that occurred during the 2021 ICC Group A Code Development Cycle, which completed in 2018. Code change proposal P21-18 was submitted by the Self Storage Association to address the problem of requiring an excessive number of restrooms in storage occupancies. The proposal added a second exception to IPC Section 403.3.3, which built on the existing exception to the restroom spacing requirements for employee toilet facilities in factory and other industrial occupancies when approved by the code official. The new exception for Group S facilities recognizes that even though there may be members of the public present in some S occupancies, the overall use of the building is similar to that of an industrial facility, where occupancy rates and dwell times are extremely low. It is therefore not a cost-effective use of space or resources to require the same number of independent restrooms as would be required in other occupancies, such as an office building, where occupants are more concentrated and are present for many contiguous hours at a time. The language in the 2021 IPC will provide the code official the authority to increase the number of floors and travel distances between restrooms from every other floor to something more appropriate in parking garages with attendants, self storage facilities, and other similar Group S buildings with low occupancy rates and dwell times: 403.3.3 Location of toilet facilities in occupancies other than malls. In occupancies other than covered and open mall buildings, the required public and employee toilet facilities shall be located not more than one story above or below the space required to be provided with toilet facilities, and the path of travel to such facilities shall not exceed a distance of 500 feet (152 m). Exceptions: 1. The location and maximum distances of travel to required employee facilities in factory and industrial occupancies are permitted to exceed that required by this section, provided that the location and maximum distance of travel are approved. 2. The location and maximum distances of travel to required public and employee facilities in Group S occupancies are permitted to exceed that required by this section, provided that the location and maximum distance of travel are approved It is the intent of this memorandum to act as the necessary documentation for the early use of the 2021 IPC Section 403.3.3 (and IBC Section 2902.3.3) in accordance with IBC Section 104.11, Alternative materials, design and methods of construction and equipment. This memorandum documents a change to the International Plumbing Code (IPC) Section 403.3.3 (and IBC Section 2902.3.3) that occurred during the 2021 ICC Group A Code Development Cycle, which completed in 2018. Code change proposal P21-18 was submitted by the Self Storage Association to address the problem of requiring an excessive number of restrooms in storage occupancies. The proposal added a second exception to IPC Section 403.3.3, which built on the existing exception to the restroom spacing requirements for employee toilet facilities in factory and other industrial occupancies when approved by the code official. The new exception for Group S facilities recognizes that even though there may be members of the public present in some S occupancies, the overall use of the building is similar to that of an industrial facility, where occupancy rates and dwell times are extremely low. It is therefore not a cost-effective use of space or resources to require the same number of independent restrooms as would be required in other occupancies, such as an office building, where occupants are more concentrated and are present for many contiguous hours at a time.
