Nevada Sub-State Labor Market Overview

Since our May report the Nevada economy has partially reopened aspects of Nevada’s largest industries. This is reflected in our June numbers with the state economy regaining numerous jobs driven by the Leisure and Hospitality sector. When compared to our numbers in February the Nevada economy is still down by 148,000 unadjusted jobs. However, since our April low of 1,138,100 unadjusted jobs we have reopened 131,600 jobs, about half of what was lost. These trends are mirrored in the Metropolitan Statistical Areas (MSA) as the Las Vegas MSA (93,400), Reno MSA (17,100) and Carson City MSA (1,400) MSAs all regain jobs from April lows with much of

the rebound driven by Leisure and Hospitality. Unemployment has been following similar trends decreasing 9.9 unadjusted points from last month though the current rate of 15.2 percent is still higher than any rate seen prior to COVID-19. Unemployment Insurance claims have also been decreasing with initial claims and continued claims coming down from record

highs, but with some upticks as portions of the economy are closed a second time.

When compared to June of last year the Silver State is still down by 10.2 percent, unadjusted. some of the hardest hit sectors are Transit & Ground Passenger Transportation (4,000) and Leisure & Hospitality (61,700). The drop in these sectors is partly due to a high concentration of non-essential businesses that have been closed. The Las Vegas MSA is the largest metro in the state and follows very similar trends. It has regained 70,600 jobs (8.7%) over the month many in Leisure and Hospitality which reclaimed the most jobs with 42,200 (24.6%). Over the year the MSA is still experiencing the greatest decline in employment of 13.8 percent or 142,200 jobs. Like the State, Las Vegas has seen a large decline in Transit and Ground Passenger Transportation which has lost 3,800 jobs (38.4%). The Reno MSA grew by 4.6 percent when compared to May or 10,000 jobs with Leisure and Hospitality adding the most jobs over the month 8,500. State government, in the Reno area, had the greatest decline by 1,400 jobs (12.4%) over the month. When compared to June 2019 the Reno MSA declined by 18,300 jobs (7.4%) with Leisure and hospitality down by 7,400 jobs (18.7%) despite the over the month rebounds.

Carson City added back 800 jobs since May a rate or 2.9 percent. Much like the rest of the state, Leisure and Hospitality added back the most jobs (1,000) at the fastest rate 32.3 percent. This sector also grew when compared to June 2019 adding 300 jobs or 7.9 percent. Despite these over the month gains the MSA is still down 2,700 jobs over the year or 8.7 percent.

Unemployment The current adjusted statewide unemployment statistics and rates are presented in figure 5. Unadjusted unemployment rates for the state followed similar trends to our employment numbers. Nevada had a decrease of 9.9 points since last month, but when compared to June last year is still up 11.1 points for a rate of 15.2 percent, see figure 6. Similar trends to the state

were seen in all three MSAs, see Figure 7. The highest unemployment rate in the state was in the Las Vegas area at 18 percent, and the lowest unemployment rate was in Eureka County at 2.9 percent. When compared to last year, nearly all the areas through the Silver State had increases in unemployment rates. The largest increase was in the Las Vegas MSA which increased by 13.6 points. Notable exceptions to the trend were Esmeralda, Pershing, and White Pine counties, which had decreases in their unemployment rates of 0.6, 0.7, and 0.2 points respectively when compared to last year, see figure 8 for details. Lincoln County showed no change in its unemployment rate of 4 percent from June 2019. It should be noted that the sample size in many sub-state areas causes the estimates

to be volatile. This is compounded by decreases in survey sizes currently being experienced by the BLS. The results will likely be changes in estimates for many areas come end of year benchmarking. When compared to May, this year all sub-state areas unemployment rates decreased. Las Vegas MSA had the largest decrease of the metro areas at 10.8 points followed by the Reno MSA at 7.4 points, then the Carson City MSA at 6.8 points. These decreases resulted in rates of 18 percent in Las Vegas, 8.6 percent in Reno, and 8.4 percent in Carson City. The largest decrease was seen in Mesquite dropping by 15.4 points for a rate of 8.8 percent.

Unemployment Insurance Benefits In June, unemployment insurance (UI) claims activity saw declines across all counties following the unprecedented levels the state experienced over the last three months. Initial claims, which totaled nearly 48,000 in June, predominately came from Nevada’s largest counties, with Clark and Washoe representing 87 percent of the state total. Continued claims, which are a proxy for the number of persons filing for regular UI benefits in each week, fell in most counties in the month. These declines were especially noticeable in Nevada’s most populous counties, with Clark falling by more than 86,000, or 25.9 percent, and Washoe County declining by 17,500, or 43.5 percent, from peak levels in May. Similar percentage declines were seen in Carson, Churchill, Douglas, Humboldt, Lyon, and Nye counties. While continued claims levels have improved, the recent health trends and return of business closures are likely to result in increases in continued claims.

With fewer weekly claims filed in the month, nearly every county saw fewer weeks compensated, and, in turn, a lower level of benefit payments. Nearly $435 million in regular benefits was paid out statewide in the month, over 90 percent going to claimants in Clark and Washoe County. The number of first payments in the month, which generally follows the number of initial claims filed, fell in every county. Final payments, also known as exhaustions, were up in most counties and are expected to rise significantly as more claimants use up all their available benefits. These claimants are likely to be eligible for both the federal and state benefit extension programs that provide up to 26 additional weeks of benefits.
