STUDENTS HEALTH HOME(Registered under The West Bengal Society Registration Act, 1961)

MEMORANDUM OF ASSOCIATION

A. The name of the Institution :The name of the Institution shall be 'Students Health Home'hereinafter referred to as HOME.

B. Objects:The objects of the HOME shall be :(i) To render medical aid to the students.(ii) To impart to the.students modem knowledge about the pre-

.ventive and social aspects of medicine and to develop inthem idea of civic and health responsibilities towards them-selves and to the community.

(iii) The make arrangements with the authorities concerned forsick and convalescent students (a) to continue their aca-demic career and (b) to appear at their respective examina-tions.

(iv) To establish Clinics or Hospitals or both for rendering medi-cal aid to the students.

(v) To render medical, clinical or other diagnostic assistanceto the members of the public for a fee, to be fixed from timeto time by the management of the HOME.

(vi) For the attainment andfurtherence of the above object to:-

(a) Purcahse, take lease of or otherwise acquire, manage,hold, let, sell, exchange, mortagage or otherwise dis-pose of movable or immovable properties of every de-scription and all rights privileges necessary forthe pur-pose of the HOME and in particular any land, building,furniture, household or other effects, utensils, newspa-pers, periodicals, instruments, fittings, appliances,apparatus, medicines, conveyances and accomoda-tions and when necessary or desirable in the interestsofthe HOME sell, demise, let, hire out, mortage, trans-fer or otherwise dispose of the same.

(b) erect, maintain, improve or alter and keep in repair anybuilding forthe purpsoe of the HOME.

(c) borrow or raise money in such manner as the Institu-

tion may think fit and collect subscriptions and dona-tions forthe purpose of the HOME.

(d) assist, subscribe to, or co-operate with or affiliate or beaffiliated to or amalgamate with any other public bodywhether incorporated registered or not having altogetheror in part objects similarto those of the Institution.

(e) invest any money of the HOME, not immediately re-quired for its objects in such a manner as may fromtime to time be determined by the management of theHOME.

(f) erect or assist in erecting branches for any of the afore-said purposes.

(g) do all such things as are cognate to the Objects of theHOME or are incidental or conducive to the attainmentof the above objects.

(h) the general management of the HOME shall be vestedin the WORKING COMMITTEE.

(i) The WORKING COMMITTEE of the HOME shall framethe rules and regulations of the Institution and maytime to time frame, modify, add to, or repeal the rulesand regulations and by-laws of the working of the Insti-tution. Any addition to, modifications or repeal of therules, by-laws etc., shall be considered to have comeinto force only after the proceedings of the meeting atwhich they were passed have been endorsed by thePresident of the meeting.The registered office of the HOME will be situated inthe state of West Bengal.

G) To arrange special educations and medical aid to bothmentally & physically retarded students.

(k) To arrange physical exercises and physical training likeYoga, Gymnastics etc. to uplift the health status & forstrengthenning health preventive measure for students.

(I) To arrange and organise lectures, debates, discussions,symposims, seminars, excursions, health fair etc. forcreating awamess of health problem & imparting knowl-edge as well as to focus other health related social prob-lems affecting the students and the community at large.

(m) To publish or cause to be published useful literatures,monologue, magazines, books etc. without profit mo-tive.

CONSTITUTION OF STUDENTS HEALTH HOMEEffective from the 27th October, 2007

CHAPTER-1

1. Membership:There shall be following kinds of members as provided for hereinbelow:-

A. Students MembersStudent members may be either individual Student Members orUniversal Student Members as provided hereinbelow:-

(i) IndividualIndividual Student Member means and includes any bonafidestudent of any Institution or Council recognised by any ofthe followings:

(a) Universities of West Bengal.

(b) State Council for Engineering and Technical Education,West Bengal.

(c) Government of India or Government of West Bengalleading to a degree examination.

(d) West Bengal Higher Secondary Council.

(e) West Bengal Board of Secondary Edcuation.

(f) West Bengal High Madrasa Board.

(g) West Bengal Council of Primaty Education.

(h) Any Institution accepted by Working Committee.

Provisions of clause (ii) of rule 5 shall not apply to suchindividual Student members.

(i) Provision of the above will be applicable only to theStudents from low income group families which will bedefined time to time by the Secretariat & or any studentstudying in any institutions located in an area wherethe Home is having no Regional Centre.

(ii) UniversalAll the Students belonging to any of the Institutions as pro-vided for in Sub-clause, (i) above, shall be Universal Stu-dent Members of the Home provided that such Institution

has adopted Universal Membership of the HOME in themanner prescribed hereinafter.Provisions of clause, (ii) of rule 5 shall apply to Universalschool, Student members preferably from higher classes.

B) Associate MemberAny person, willing to promote the cause of the HOME may bean Associate Member if and when such person applies for suchmembership introducted by any two of the existing Associate orLife Members of the HOME; provided that any such applicationshall be put up before the Working Committee and the WorkingCommittee reserves the right to accept the same or to rejectwithout assigning any cause.

C) Life MemberThe eligibility and the procedure for being a Life Membershall besame as those of an Associate Member laid down above, sub-ject to the provisions of relevant rules.

D) Honorary MembersThe name of persons held in high esteem in the field of stu-dents welfare may be recommended by the Working Committeefor being placed in the General Meeting for conferring upon suchpersons the Honorary Membership of the HOME and ifthe Gen-eral Meeting resolves to do so such persons will be HonoraryMembers of the HOME.

2. Duties of the MembersAll members shall subscribe to the object of the HOME andabide by the rules and Sub-rules of the HOME.

3. Procedure for admission to Students MembershipSubject to the provision of Clause A of this Rule, any bonafidestudent who desires to be an individual Student member shallapply in the application forms prescribed for such membershipas specified by the Working Committee.(i) Applicaton for individual Student Membership in the pre-

scribed form shall have to be authenticated byAdministative Head of the Institution underthe Seal of theInstitution.

(ii) Application for Individual Student Membership may be ac-cepted by the Secretariat when it is in order or the Secre-tariat may referthe same to the Working Committee and the

Working Committee reserves the right to reject any suchapplication when so referred without assigning any reasonwhatsoever.

(iii) The procedure for applying for Universal Student Member-ship shall be as follows:(a) The students of an lnstltutlon as described in Clause A

of Rule 1, whether organised as a Students' Union ornot, shall resolve preferring the adoption of UniversalMembership of the HOME and undertaking to subscribeto the objects of the HOME and to abide by the Rulesand Sub-rules of the HOME; a copy of such resolutionshall be placed before the authorities of such Institu-tion.

(b) The authorities of such Institution provided they decideto approve the resolution referred to above, shall causea copy of the said resolution to be forwarded to theHOME along with a formal intimation of their consentthereto and shall undertake in writing the responsibilityof collecting the subscription for Student Membership,described in Rule 4 below, from each student of suchInstitution and of remitting the total sum so collectedannually to the HOME.

(c) The Honorary General Secretary of the HOME on re-ceipt of the requisites as stated above shall place. thesame before the Secretariat who may admit the Stu-dent of such Institution to Universal student membersof the HOME with effect from such date and RegionalCentre to which the member institution shall be attachedor the Secretariat may refer such application to theWorking Committee and Working Committee reservesthe rights to reject any such application when so re-ferred without assigning any reason whatsoever.

(d) Notwithstanding anything contained hereinbefore theWorking Committee reserves the right to refuse Univer-sal Membership to the students of any Institution with-out showing any cause whatsoever.

4. Membership,SubscriptionThe Working Committee shall fix up the rates of subscriptitonfor all kinds of members from time to time in a meeting spe-cially convened for the purpose with the approval of the 2/3members present in the meeting.

5. Rights of Members(i) Student Member shall have the right to get the medical aid

from the HOME free of charge or on payment of a nominalfee that may be fixed from time to time by the WorkingCommittee and made known one month in advance of imple-mentation to the student members through its centres.

(ii) All members except Honorary Members shall have the rightsto take part in the deliberations of the meeting concernedand the right to vote, to elect and be elected in accordancewith provisions of the Rules; provided that Honorary Mem-bers can take part in the deliberation but shall have no rightto vote and to be elected.

6. Disciplinary action:(a) Removal From Membership

(i) Any Member shall be liable to be removed from member-ship on account of counduct prejudical to the interest ofHOME provided that on the recommendation of the Work-ing Committee a resolution to that effect is adopted at theGeneral Meeting by the vote of at least two third of mem-bers, present and voting.

(ii) Notwithstanding the provision made above in sub-clause (i)any Associate Member whose subscription falls in arrearsfor more than a yearwill be removed from membershipafterthe expiry of thirty days from the dateof despatch of afinal intimation to that effect, provided that no such removalshall have effect without the approval of the Working Com-mittee.

(b) Suspension or rightsAny student member found abusing the rights of Member-ship as laid under Rule 5 (i) of the HOME or assisting othersto do the same, may be suspended from enjoying the sameright by the Honorary General Secretary to be ratified by theSecretariat. The related member(s) reserves the right to ap-peal to the Working Committee for reconsideration of the de- .cision.

CHAPTER II

7. The Working CommitteeThe Management of the HOME shall, subject to the Rules, bein- charge of the Working Committee constituted in the mannerlaid down hereinafter and responsible to the General Body ofmembers of the HOME. The Working Committee shall meetatleast once in three months.

8. Formation of the Working CommitteeThe Working Committee shall consist of the following:(i) One representative from each of the Universities of West

Bengal.

(ii) One representative from State Council for Engineering andTechnical Education, West Bengal, West Bengal Board ofSecondary Education, West Bengal Council of Higher Sec-ondary Education, West Bengal Madrasa Board & WestBengal Council of Primary Education.

(iii) Representative(s) from the Corporation of Kolkata(iv) Three representatives from the Government of West Ben-

gal, one each from the Department of Health, Educationand Social Welfare.

(v) One representative each from West Bengal College andUniversity Teachers Association, All Bengal Teacher's As-sociation and West Bengal Polytechnic Teachers Federa-tion & All Bengal Primary Teacher's Association.

(vi) One representative each from Indian Medical Association(Bengal State Branch), Association of Health Service Doc-tor & Indian Dental Association (State Branch).

(vii) Two staff representatives - one shall be permanent medicalstaff and one shall be Permanent non-medical staff of theHOME.

(viii) One Student member for every 20 Regional Student's Coun-cil members and at least one but not more than three electedfrom each Regional Centre the formation whereof is pro-vided for.

(ix) At least 10 members elected from and by first 500 associ-ate and life members or part thereof and additional 5 mem-bers for each subsequent 500 such members or part thereofbut not exceeding 25.

(x) One student representative elected from students of Uni-versal Member University.

(xi) Secretaries of alt the Regional Centre.

9. Election to Working Committee(i)· The members of the Working Committee shall be elected

by the respective constituency tri-annually.(ii) The seat of any student member shall be dedared vacant

when he/she ceases to be student. Such vacancy shall befilled in from the same constituency through election.

(iii) The Honorary General Secretary on assumption of his of-fice shall arrange to fill in the nominated seats of the re-spective bodies.

(iv) In case of a vacancy caused by death, resignationorothelwise or removal of any elected member of the Work-ing Committee, the Committee shall arrange bye-electionof that constituency to fill in the vacancy within three months.

10. Powers of the Working CommitteeThe Working Committee shall have the following powers:(i) All arrangement, purchase of apparatus, erection of build-

ings, opening of Clinic and Centres, creation of bed, grant-ing of honorarium and salaries to the employees, fixationof fees for medical services, fixation of all types of mem-bership subscriptions, purchase of necessary requisitesetc. shall be under the guidance, supervision and control ofthe Working Committee.

(ii) The Working Committee shall have the power to elect anyOffice Bearer of the Working Committee in the event of anycasual vacancy caused by the demise or resignation orany other act on the part of any office bearer.

(iii) The Working Committee shall have the power to appointthe Trustees.

(iv) The Working Committee shall have the power to acquire orto dispose of and to deal with properties, movable or im-movable of all description by delivery, purchase, sale, be-queath, gift, settlement, trust, endowment, exchange, lease,surrender, mortage, charges Dr otherwise, provided that incase of properties vested in trustees any dealings as afore-said must be approved by the Board of Trustees.

(v) The Working Committee shall do all acts necessary for theefficient management and improvement of the HOME.

(vi) The Working Committee shall have the power to frame Sub-Rules within the provisions of the Rules and not repugnantthereto.

(vii) The Working Committee may appoint such Committee, Sub-committees and ad-hoc committees as may deem fit andproper for the efficient administration and management ofthe HOME.

(viii) The Working Committee shall formulate the election proce-dures and shall be responsible for conducting the same.

11. Tenure of Working CommitteeThe Working Committee ordinarily constitued for three yearsshall continue in the office until a new Committee is elected oruntil it is otherwise dissolved.

CHAPTER III

12. Office bearer ofthe HomeA. The Office Bearers ofthe HOME shall consist ofthe follow-

ing:(i) One President. .(ii) One Working President.Either President or Working President shall be a medical man.(iii) Three Vice-Presidents.(iv) One Honorary General Secretary.(v) Five Joint Secretaries of whom one shall be a woman ..(vi) One Treasurer.

B. Office Bearers shall be elected from and by the life/associateelected Working Committee members in a meeting speciallyconvened for the purpose by the President of the out-going Work-ing Committee.

13. The powers and duties of the Office BearersThe President shall have the folloWihg powers and dutes:(i) The President shall preside over all the meetings of the

HOME.

(ii) In absence of the president Working President shall havethe powers and duties of the president.In absence of President Working President shall preside. Inthe absence of PresidentIWorking President, one of the Vice-President shall preside.

(iii) In absence of PresidentIWorking PresidenWice-Presidentone of the members present in the meeting shall preside.

(iv) The President orWorking President orVice-President or anymember who presides over the rneetinq shall have a cast-ing vote in addition to his ordinary vote and shall be compe-tent to give his ruling and decision on the interpretation ofthe rules of the HOME and such decision shall be final.

14. Honorary General Secretary(i) The Honorary General Secretary shall attend all meetings

of the HOME and its committees.(ii) Be an ex-officio member of Sub-committee and commit-

tees.(iii) be responsible for recording correctly the names of the

members of the Working Committee, or Trustees that arepresent and the minutes Of the proceedings which he shalltranslate into a book to be authenticated by the signatureof the Chairman, as the proceedings of the meeting.

(iv) keep documents and papers of the HOME in such manneras the Working Committee may direct.

(v) shall be the Executive Head and transact all business onbehalf of the HOME unless, otherwise provided hereinafterand directed by the Working Committee.

(vi) shall have power subject to the rules of the HOME and/orto the direction of the Working Committee to delegate anyor allot the powers provided hereinunder or given by theWorking Committee to his Joint Secretaries who will workunder his general direction.

(vii) shall take admi,nistrative decision subject to the subse-quent ratification in the next Secretariat Meeting.

(viii) submit to the Working Committee a report of activ,ities regu-larly.

(ix) allot duties and responsbilities to the employees/staff ofthe HOME.

(x) shall have power to suspend the right of a student memberto get medical aid from the HOME and shall be ratified inthe next secretariat meeting.

(xi) make all expenditure in consultation with the Treasurer.

15. Join SecretariesA. Joint Secretaries shall look after the following affairs besides

assisting the Honorary General Secretary in discharge of hisduties. •.

(i) Medical relief, Hospital and Polyclinic.(ii) Development.

(iii) Administratives affairs(iv) Regional Centre's affairs.(v) Cultural, Sports. Social Welfare & Journal.(vi) Health Awarness & preventions.(vii) Project affairs.(viii Students' Affairs.(ix) any other affairs if necessary.

B. During the absence of the Honorary General Secretary one ofthe Secretaries when so authorised by the Working Committeeshall function as the Honorary General Secretary and shall havethe powers and duties under the rules povided.

16. The Treasurer(i). shall be responsible for the due collection of subscription.(ii) shall keep proper financial account of all receipts and dis-

bursement of the HOME.(iii) shall place statement of account of the HOME before the

Working Committee which shall be considered in its meet-ings.

(iv) shall be primarily responsible for financial propriety of each. expenditure.

(v) shall frame the estimate for annual receipts and paymentsin consultation with the Honorary General Secretary andplace it before the Working Committee of the HOME forapproval.

17. SecretariatThere shall be a secretariat consisting of all the office bearersand and not more than five and not less than three other per-

sons elected by the Working Committee (who may not be mem-bers of the Working Committee for looking after day to day af-fairs of the HOME in accordance with the policy outlined by theWorking Committee. The Secretariat shall normally meet thricein a month.

18. AuditorAuditor/Auditors shall be appointed annually at the GeneralMeeting to scrutinise and audit the accounts of the HOME an-nually and shall be entitled to such remuneration as may befixed by the Working Committee.

CHAPTER IV19. Board of Trustees

(i) There shall be a Board of Trustees consisting of five mem-bers- of whom one shall act as Secretary. Trustees shall beappointed by the Working Committee. Members shall con-tinue to be so till death, resignation or until otherwise re-moved. The vacancy among Trustees shall be filled in withinthree months of such vacancy.

20. Power & function of the Trustees(ii) The immovable properties including the fixtures of the HOME

and such other properties and funds as the Working Com-mittee may from time to time decide shall be vested in theTrustees. The Trustees shall work in consultation with theWorking Committee except in the matter of the disposal ofimmovable properties and such other properties as may beprescribed by the General Body. In such a matter the deci-sion of the General Body by 2/3rd majority of memberspresent in a meeting shall be necessary. Till the Registra-tion of the Trust Deeds all properties of the HOME shall bevested in the Working Committee

CHAPTER V21. Annual General MeetingA. Annual General Meeting shall be called by the Honorary Gen-

eral Secretary or the President to transact the following:

(i) Adoption of Annual report;(ii) Adoption ofthe annual statement of account;(iii) Appointment of Auditors;(iv) Revisions and/or amendments of rules if any;(v) Such other matters as may come up and of which a fortnight's

notice is given :(vi) Declaration of election results, every third year.

B. Extra-ordinary General Meeting:(i) may be convened by the President or the Honary General

Secretary when directed by the Working Committee whomay decide on its own to consider some urgent and impor-tant matters in the interest ofthe HOME or who may act incompliance with the requistion in writing of at least 200members.

(ii) Two hundered members may give in writing a requisition tothe Working Committee through the Honorary General Sec-retary for convening an Extra-Ordinary General Meeting toconsider some specific matter and if the Working Commit-tee within six weeks from the date of the receipt of suchrequistion does not decide to convene the meeting, therequisitionists themselves may convene such extraordinaryGeneral Meeting after giving notice hereafter provided.

22. Working Committee Meeting(i) The ordinary meeting of the Working Committee shall be

convened by the President or the Honorary General Secre-tary after giving due notices as provided hereinafter.

(ii) An emergency meeting of the Working Committee may becalled by the President or the Honorary General Secretary.

(iii) The requisition meeting may be called pursuant to the requi-sition of at least ten members of which not more than fiveshall be office bearers.

(iv) any member failing to attend three consecutive meeting ofthe Working Committee without intimation shall cease to bethe member of the Working Committee and such vacancyshall be filled in through a bye-election of that constituency.In, however, the vacancy is not filled in within reasonabletime as determined by the Working Committee such va-cancy shall be filled in by the working Committee by a nomi-nation.

23. Notice(i) Notice of the Annual General Meeting shall contain the

agenda, place and time of the meeting and shall be servedthrough respective Principal, Head of the Institution andGeneral Secretary of the Students Union and individually.to other members and or by putting in the Notice Boaid ofthe HOME at least 30days before in case of Annual Gen-eral Meeting and 7 days before in case of Extra-ordinaryGeneral Meeting.

(ii) Notice of meeting of the Working Committee shall containthe agenda, place, date and the meeting time and shall beserved personally or posted individually under certificate ofposting at least 7 days before in case of the ordinary andthree days before in case of the emergency meeting.

(iii) The Secretariat in its first meeting shall decide the methodof serving the Notice of the meeting of the Secretariat.

24. Quorum(i) Quorum for the Annual General Meeting and Extra-ordinary

General Meeting shall be 100 members; for Working Com-mittee meeting 20 members, for Secretariat meeting 7 mem-bers.

(ii) If the quorum of any meeting is not obtained within a rea-sonable period of the scheduled time, the meeting shall beadjourned.

(iii) Adjourned meeting will be ordinary held at the same timeand day next week. Such adjourned meeting needs no quo-rum.

25. Method of votingSubject to the rules made hereafter, all questions brought be-fore the meeting shall be settled by the majority of votes of themembers personally present at the meeting each member hav-ing one vote save and except the President who shall have thecasting vote in case of a tie. :

CHAPTER-VI

26. Regional CentreThe Students Health Home has set up and may set up Regional

Centres within the spirit and framework of this constitution. Re-gional Gentre(s) shall be setup with the Universal member Insti-tutions of Districts including Universal member Institutions withinCalcutta Municipal Corporation area. Individual Student mem-bers. Universal student members referred from Regional Cen-tres and Universal Student members of those areas where thereis no Regional Centres shall get medical benifits from CentralPolyclinic. Working of these Regional Centres shall be managedas under:

(i) Regional Committee:Management and control of a Regional Centre shall subjectto this rules, be in charge of a Regional Committee andManaging Committee constituted in the manner laid downhereinafter and responsible to the Secretariat of the HOME.The Regional Committee shall meet atleast once in 90 days.

(ii) Formation of Regional Committee:The Regional Committee shall consist of the following (sub-ject to availability)1. Head of Universal Member Institutions. .2. One Teacher representative from each Universal Mem-

ber Institution.3. General Secretaries of Students Union.4. Student members elected to Working Committee by

Regional Students' Council.5. President, Two Vice-PresldentSecretary &'Two Asstt-

Secretaries of Regional Students' Council.6. Sabhadhipati of Local Zilla Parisad or his/her nominee.7. Chairman of Local Municipality and/or Sabhapati

Panchayet Samity.8. District Magistrate/S.D.O. or his/her representative.9. District Inspector of Schools (S.E.)/representative &

District Inspector of School (P. E.)/representative.10. Secretary of LocaII.M.A., A.H.S.D. & I.DA11. Two Local Medical Practioners.12. Social Workers not less than two and not more than

five who shall be Associate member of Home of theRegion.

13. CMOH or his/her representative.14. Local M. L. A./M.P.

15. General Secretary of the Home or his nominee shall beEx-officio member.

President, Working President and Secretary of Regional Com-mittee shall be President, Working President and Secretary ofManaging Committee.

(iii) Function of Regional Committee:(a) To advise & Guide the Managing Committee of the Re-

gional Centre.(b) To elect the President, Working President, Secretary &

members of the Managing Committee of the RegionalCentre.

(c) To help the Managing Committee to motivate the Stu-dents, Social Workers and others to participate in vari-ous affairs of the Home.

(d) To mobilise Local "resources for development and im-provement of the Regional Centre.

(e) To help the Managing Committee in the emerging fundraising programmes.

(f) To take positive measures for regular and timely elec-tion of subscriptions from the Universal Member Insti-tutions.

(g) To try to bring more Institutions under the scheme ofUniversal Membership.

(h) To popularise the Health movement among the StudentCommunity.

(i) To develop the conciousness of the younger generationtowards health, environment & Social work.

(iv) Managing Committee:Number of members of the Managing Committee shall be15 including the President, Working President & the Secre-tary of the Regional Centre. Out of which 10 members shallbe elected by the Regional Committee from amongst itsmembers. Out of these 10 members 1 must be a Medicalpractitioner, 2 student members and 2 women. 5 membersshall be nominated by the Secretariat (who may not be mem-bers of Regional Committee). General Secretary or his nomi-

nee shall be Ex-officio member of the Managing Commit-tee.

(v) Office Bearers:The Managing Committee of the Regional Centre shall electthe following office-bearer from amongst themselves.1. Three Vice-presidents.2. Three Asstt. Secretaries. One must be Student.3. One Fund Incharge

(vi) Functions of the Managing Committee:The funcitons of the Managing Committee shall be to imple-ment the objectives of the HOME:(i) To render Medical aid to the students.(ii) To impart to the students up-to-date knowledge about

the preventive and social aspects of medicine and todevelop in them idea of civic and health responsibili-ties towards themselves and the community.

(iii) To make arrangements with the authorities concernedfor sick and convalescent students (a) to continue theiracademic career and (b) to appear at their respectiveexaminations.

(iv) To establish Clinics for rendering aid to the students.(v) To keep liaison with the District Co-ordination team of

Regional Centres of the District.(vi) To comply with the directives issued by the Secre-

tariat of the HOME.(vii) To manage the Clinic in accorance with the policy laid

down by the Secretariat of the HOME.(viii) To motivate the students, Social Workers and other to

participate actively in various affairs of the HOME.(ix) To mobilise local resources for development and im-

provement of the Centre and inform the HOME of allsuch aspects regularly.

(x) To organise and offer courses like First Aid, BloodDonation & Health Survey, Health Education etc. withthe approval of the Secretariat of the HOME.

(xi) To implement fund raising programmes as may bedecided from time to time by the HOME

(xii) To ensure that all properties and assets of the Re-

gional are pledged with the Students Health Home andno encumbrance is created on any asset of the Cen-tre.

(xiv) To ensure safe custody of the medicine stock and allother properties of the Centre.

(xv) To deal with complains and suggestions in respect ofthe working of the Centre.

(xvi) To fix up working hours of the Clinic with approval ofthe Secretariat of the HOME.

(xvii) To adopt measures for enlisting willing support andco-operation of local Medical Practioners.

(xviii) To take positive masures for enlisting regular and timelycollection of subscriptions from the Universal MemberInstitutions.

(xix) To ensure maintenance of the Centre premises and itsenvironment clean, tidy and hygenic.

(xx) To try to bring more Institution under the scheme ofUniversal Membership.

(vii) Tenure:Tenure of the Regional Committee and Managing Commit-tee will be for three Calender years. The Working Commit-tee of the HOME will have exclusive right to approve and todissolve any Regional Committee.

(viii)Meetings:Meetings of the Regional Committee shall be convened bythe Secretary of the Managing Committee. Regional Com-mittee shall meet once in 90 days. Quorum shall atleast 1/5th of the members. Meetings shall be convened with 7(Seven) days clear notice. Meetings of Managing Commit-tee with seven days clear notice atleast once in three cal-ender months. Quorum shall be one third of the members.General Secretary of the Home reserves the right to con-vene the meeting of the Regional Committee/ ManagingCommittee.

Emergent MeetingOn some urgent issue Emergent meeting of Managing Com-mittee may be convened by the Secretary to discuss asingle agenda with clear 3 days' notice.

Requistion MeetingRequistion meeting may be convened if requistioned by morethan 50% of the members of the Regional Committee/Man-aging Committee.Any Member of the Managing Committee failing to attendthree consecutive meeting of the Managing Committee with-out intimation cease to be the member of the ManagingCommittee and such vacancy to be filled in by the RegionalCommittee from amongst its members.

(ix) Assets ofthe Regional Centre (Movable & Immovable):All assets, donations, grants, gifts, charities, all collectionsreceived by Regional Centres should vest with the HOMEand no part of the assets and or elections should be dis-posed of mortgaged, pledged, hypothecated, leased, rented,sublet, spent and/or otherwise encumbered.Legal documents of conveyance of all the immovable as-sets and statements of all movable assets already acquiredand/or to be acquired in future will be executed by the Gen-eral Secretary ofthe HOME and shall vest absolutely withthe HOME.

The Regional Committee/Managing Committee may takeinti alive to arise donation of land, grant etc. from Govern-ment, Staturary Bodies, related Foreign organisationsor any other organisation with prior permission of the Secre-tariat in accordance with the provisions of this Rule.

(x) Collections/Donations:All collections of the Regional Centre shall be deposited toan account opened by the authorities of the HOME with alocal branch Nationalised Bank. The Secretary of a RegionalCentre will have the deposit fund to that account not towithdraw from it. The withdrawal of the fund will be accord-ing to the Consutituonal provisions of the HOM E. For Localdeveiopment!construction of Building with prior permissionof the Secretariat, one seperate Bank Nc may be openedand will be operated joinly by President! Secretary and FundIncharge of the Mangaing Committee. All income of thisaccount will be utilised forthe specific plupose.

(xi) Maintenance of Records & Accounts:The Secretary of the Regional Centre should take appropri-

ate measures to ensure maintenance of records and docu-rnents of the Centre, accounts and stock position of theRegional Centre which shall be periodically checked by thepersons deputed by the Secretariat.

(xii) Supervision:The Secretariat of the HOME will supervise over the func-tioning ofthe regional Centre as and when required .•.

27. District Co-ordination Team(i) To Coordinate among the Regional Centres of the District

and for better functioning there shall be a District Co-ordina-tion Team to be constituted with the following persons:1. Secretaries of all Regional Centres of the District.2. One member of the Managing Committee of all Regional

Centre of the District who will be nominated by respec-tive Managing Committee.

3. President, Vice-President & Secretary of each RegionalStudents' Councils of the District.

4. General Secretary or his nominee from amongst afore-said members of the District Co-ordination Team, OneConvenor will be nominated by Secretariat of the Home.

Working Committee of the Home reserves the right to dis-solve any District co-ordination team.

(ii) Function of District Co-ordination team:1. To Coordinate the functions of Regional Centres of the

District.2. To prepare plans and programmes for health conscious-

ness and to spread the Health Home's movementthroughtout the District.

3. To discharge the responsibilities delegated by the Sec-retariat.

4. To help Regional Centres of the District for better func-tioning.

TenuresDistrict Co-ordination team will be reconstituted every ttireeyear after reconstitution of Regional Centre Committees asper election schedule prepared by Working Committee.

OfficeOne of the Regional Centres of the District preferably Re-gional Centre at the Head quarter of the District will be of-fice of District Co-ordination Tearrn .

MeetingDistrict Co-ordination Team shall meet atleast once in everytwo months. Meeting will be convened by the Convenor asper normal rules and laid down for the meeting of the Man-aging Committee of Regional Centres.

28. Students CouncilA. Central Students CouncilCentral Students Council shall be formed with elected StudentWorking Committee members trlannually.(i) The seat of any student member shall be declared vacantwhen he/she ceases to be student. Such vacancy shall be filledin from the same constituency through election.(ii) Members of the Central Students Council shall elect oneamong themselves as a Secretary & two Assistant Secretariesto Central Students Council. By virtue of his/her post the Secre-tary elected to Central Students Council shall be Secretariatmember of the Working Committee.

B. Regional Students' Council:There shall be a Regional Students' Council for each Council foreach ReqionalCentre for popularising the activities of the Homeamong the Student members within the preview of respectiveRegionf31Centre. The Regional Students' Council shall be formedbefore Constitution/Re-Constitution of Regional Centre Commit-tee and shall consist of the folloiwng:(i) One Student member for every. 1000 Students or part thereof

from Institution having Universal Membership elected bythe respective units and atleast one member from everyunit.

(ii) The Regional Students Council shall elect the following of-fice bearers from amongst themselves -(a) One President,(b) Two Vice-Presidents,(c) One Secretary,(d) Two Asstt. Secretaries

(iii) The Regional Students Council shall elect one per 20 Stu-dents' Council members & atleast one but not more thanthree to the Working Committee. Working Committee mem-bers will be elected from Student members preferably fromhigher classes only.

(iv) Office Bearers of the Students Councilor members to Work-ing Committee will remain in their respective Committee solong as they shall be bonafide students. As and when anymember ceases to be a student, his/her seat shall be va-cant and shall be filled up by new one.

(v) Regional Students' Council shall meet atleast thrice in ayear.

(vi) The Secretary of Regional Committee shall be Ex-officiomember Regional Student Council and may also convenethe meeting of the Regional Students Council as and whenrequired.

(vii) The Regional Students Council have to be reconstitutedbefore constitution/reconstitution of the Regional Commit-tee.

CHAPTER VII

29. Money and Bank AccountAll money belonging to the HOME shall be deposited in thename of the HOME in Banks to be selected by the WorkingCommittee, who shall authorise President, Working President,Honorary General Secretary & Treasurer to operate such Bank-ing account or accounts. The signatories for operating such ac-count or accounts shall be any two of the above mentionedauthorised persons jointly of which either the General Secretaryor the Treasurer must be one.

30. AccountsAll accounts of the HOME shall be kept by the Treasurer and beaudited every year by auditor(s) to be appointed at the AnnualGeneral Meeting.

31. Maintenance & inspection of Membership Register, Book ofAccounts, Minutes of Proceedings of General Meeting etc.The HOME shall maintain a Register of members. Books of

Accounts, and Minutes of proceedings of Annual General meet-ing and any member shall have the right to inspect the same ata time and place fixed by the Honorary General Secretary byprevious appointment. Extracts from the same may be obtainedon payment of a fee to be fixed by the Working Committee fromtime to time. .

32. Suits & ProceedingsThe HOME may sue or be sued ih the name of the HonoraryGeneral Secretary.

33. Election Procedures(i) The Election Procedures shall be formulated bythe Working

Committee according to the provision of the rules of theHOME and the Working Committee shall be responsible forconducting the election.

(ii) The Working Committee shall have the powers to act inspiteof vacancy in any consitutency for any reason.

34. DissolutionThe HOME shall not be dissolved except in accordance withthe provisions of Society's Registration Act (XXVI of-1961).
