The Vision

To build a core capability to manage details of all Education Providers which allows

us to deliver a single, central, flexible and controlled service to these providers that

supports:

• A single repository of provider and course data

• Timely and accurate provision of course information

• Designation, security & anti-fraud measures

• Flexibility to build other supporting provider services and implement/

operationalise future policy change

Background Drivers for Change

• Legacy systems are old, often unreliable and live on soon to be unsupported

platforms

• Detection of fraud across these systems is inhibited and leads to corrective

actions being manually implemented (increased operating costs)

• Current constraints in the provision of timely and accurate business critical data

has an impact on service launch success and in full ‘right first time’ automation of

assessments

• Little or no business intelligence exists to accurately measure performance or

identity trends

• Sector growth and diversification require us to establish firmer controls to protect

public monies

• Other government led key drivers for change include:

Supporting/enabling current policy changes for Part Time ELQ and

Designation which are high on the political agenda

Scope

• Business processes – changes to course submission from 15/16 onwards

• Systems – the Courses System and interfaces to other SLC systems

• Support – procedures, guidance and channels for help

• Review the progress of the changes to the service

• Identify external factors that might influence the value of the service

• Review guidance notes and identify any changes / clarifications

Each thing that emerges from observation is analysed and communicated

directly to the team.

Usability Testing – feedback

• Everything important is acted upon.

• Decisions are made by the product

owner. There are no committee

meetings.

• A new version of CMS is released

every week. Important ideas and

features are added quickly.

We have made six major changes due to

user feedback, including course searching,

the export function, the addition of course

attributes and phasing out.

We have made over nineteen smaller

modifications due to users, including

improvements to adding courses, better

search filters and refinements to exporting.

CMS & Impacts on SIS

• Students who can not be Uniquely Identified

Replacing the UCAS code with SIS Import/Export files with the SLC course

code.

Anticipated Key Outcomes –

• Reduction in volume of failed records within Attendance reporting due to no

unique identifier between the Course name, location and UCAS code

• Reduce administrative burden on HEP on manipulating SIS files .

• Ensure that Attendance confirmations are received in a timely manner to

ensure funding is correctly scheduled

• CMS long description name on all SIS screens

Anticipated Key Outcomes –

• Create consistency between HE Portal Services

• Ensure that the course is clearly identifiable at the point Attendance is

confirmed

• Alternative Providers (AP’s) subject to specific course designation by domicile

• HEFCE funded AP’s subject to annual monitoring prior to 15/16 courses being

captured

• SLC will collect & populate 15/16 courses on behalf of AP’s

• Providers & courses designated by domicile
