Student Tuition Recovery Authority

The Student Tuition Recovery Authority (“STRA”) came into existence in1991. The purpose of the Authority is to protect students of any schoolregistered by the State Board of Career Colleges and Schools from tuitionloss for the term, whether due to business failure or any other reason forwhich the student is not legally responsible.

The STRA disburses appropriate refunds to students who were enrolled ininstitutions that went out of business and did not return to those studentstheir pre-paid tuition or provide a means of completing their program ofinstruction up to the amount of their pre-paid tuition.

The STRA consists of five members:

1. The Executive Director of the State Board of CareerColleges and Schools;

2. The Executive Director the Ohio Association of CareerColleges and Schools;

3. The Treasurer of the State or his/her designee;

4. The Chairman of the Senate Committee that primarily dealswith education; and

5. The Chairman of the committee of the House ofRepresentatives that primarily deals with education.

Each registered school is required to pay an annual assessment into theFund, based on each school’s prior gross tuition receipts. The StateBoard of Career Colleges and Schools has the responsibility to collectthese funds and may pursue any lawful means of assuring that students ofany school registered by the State Board do not suffer tuition loss as aresult of a business failure or other default of a school. This may includelawsuits against a school or any individual who may reasonably haveliability as a result of default, in which the Attorney General shall adviseand represent the Board.

General Information about the State Board of Career Colleges and Schools

The Board’s general responsibilities include:

1. Maintaining the viability of registered schools throughoversight of their programs and curricula along with theirbusiness practices, including advertising and recruiting.

2. Monitoring schools that provide educational and relatedservices to a population of students who might not be servedin the non-profit or public sector.

3. Protecting reputable schools from unfair competitivepractices of unscrupulous school operators and theirrepresentatives.

4. Protecting the investment of students who have paid foreducation and training services.

5. Protecting the citizens of Ohio from fraudulent andunscrupulous persons who may seek to enter the sector ofhigher education.

In carrying out these responsibilities, the Board’s goals are to offer help,encouragement, and guidance to registered schools so that thoseOhioans who choose them will be assured of quality education andtraining. In that process, the Board strives to uniformly deliver aconsistent, fair, and equitable administration of its responsibilities in orderto encourage maximum performance, which leads to gainful employmentor career enhancement for each graduate of an Ohio proprietary school.

The Board is proud of its role in the regulation of this import post-secondary sector. It feels strongly that, with their continued cooperation,Ohioans can remain assured that their investment in a proprietary schoolis one on which they can depend.

The Ohio Association of Career Colleges and SchoolsMission

The Ohio Association of Career Colleges and Schools is the active voiceof post-secondary career education colleges and schools of Ohio, whichare non-tax supported, privately owned and administered. Membership isstrictly voluntary thus participating colleges and schools consider theAssociation’s mission important to their success.

• Establishing and developing liaison between the private careereducation industry, State Licensing Boards, State Agencies, theGeneral Assembly, State and Regional Professional Agencies,State Commerce and Industry, National Associations, AccreditingCommissions and the United State Department of Education.

• Providing conferences, institute workshops and seminars forprofessional development of member school administrators,instructors, admissions representatives and placement specialists.

• Review current research and suggest new research in such areasas techniques to improve management, instruction, admissions andstudent service functions and outcome.

• Provide monitoring of member and non-member schools activitiesto assure compliance with regulatory requirements, and accreditingstandards. Encourage regular training and updating of personnel.

• Providing the State Legislature up-to-date information regarding theneeds of our schools and the students they serve in order to assureparticipation in all appropriate funding and support. TheAssociation provides the access of information to the Legislature ofour member schools.

General Information about Career Colleges & Schools

It is well documented that the US is experiencing a shortage of skilledworkers. This situation has numerous consequences, one of which is thatthe availability of human resources have become primary factors inindustry locations and expansions. If Ohio is to remain a leader in therace for economic growth and development, it is imperative to have adependable supply of well-trained workers. Fortunately, Ohio has a largepool of young workers; it is one of the state’s major competitive strengths.Unfortunately, the current level of post-high school education and trainingin Ohio does not facilitate maximum benefit from this critical economicresources.

The state colleges and vocational schools of Ohio are not able presentlyto meet the ongoing demand for trained workers needed by the high-techsector and other industries. A coherent and unified strategy among thelegislature, industry, and educational institutions to address this need isvital to sustaining growth and economic prosperity. Ohio’s one solution isincreased reliance on graduates from private career schools in bridgingthis skills gap. These facilities already make a notable contribution to theworkforce training requirements of the state and, with additional support,could be even more effective.

The Role of Private Career Schools

One element of the solution to the dearth of educated workers in areas ofhigh demand clearly lies with private career colleges and schools; theypay a critical role and are one of the most effective means for rectifyingthe trained labor shortage.

Private, post-secondary career colleges and schools play an importantrole in workforce development; they offer a wide variety of occupationalcurricula that provide students with the skills needed to succeed in theworkforce. There are approximately 200 private, post-secondaryinstitutions in Ohio offering programs in an array of professions. Fromfields as diverse as aviation, welding, computer technology, medicalsupport, and performing arts, the state’s private, post-secondaryinstitutions offer students a focused education with the intent of linking theclassroom with the workplace.

The Ohio Association of Career Colleges and Schools is the statewideassociation for these institutions. Some schools offer courses of shorterduration than traditional two-year institutions, while others have programsthat culminate in a degree. Every school is licensed by the appropriatestate agency. Most institutions are also accredited by a national orregional accrediting agency that is recognized by the US Department ofEducation.

A unique advantage of private career colleges and schools is the closeconnections they maintain with industry leaders and market conditions.

Virtually every private career college and school has program advisorycommittees consisting of employers and graduates who assist theinstitution in staying current with changing needs in the relevant segmentsof the workforce. The result is that students can receive an education thatis tailored to the expectations of employers.

Classes are constantly updated, new equipment is acquired, andemployers are encouraged to assist in the development of the curriculumso that students will be able to provide a high degree of value tobusinesses upon entering the workforce.

Private career colleges and schools offer a substantial opportunity toenhance the labor situation in Ohio. Their continued growth and successis vital to the long-range prospects of the state.

This guide to Career Schools and Colleges profiles 250+ post-secondaryschools and colleges that provide career-specific educational programs.They offer a wide variety of post-secondary education options from short-term certificate and diploma programs to two-year associate and four-yearbaccalaureate degrees. The programs included are defined as instructionand are designed to prepare individuals with a minimum of the entry-levelskills and training required for employment in a specific trade, occupation,or profession. The institutions profiled in this book are all licensed by theState Board of Career Colleges and Schools.

These schools have all contributed or are currently contributing to theStudent Tuition Recovery Fund. It is the Authority’s pleasure to prepareand circulate this Guide to interested Ohioans.

The Guide contains information on accreditation, student financial aid, anda listing of schools by county.

Perhaps the most beneficial use of this Guide will be found on theindividual pages devoted to each institution. Each one-page entryprovides details about the institution, special features, financial aid andscholarship programs available, tuition, and any degrees, diplomas, andcertificates offered.

Accrediting Agencies

Accreditation is a status granted to an institution that meets or exceeds the statedcriteria of educational quality. The purposes of accreditation are to assess andenhance the educational quality of an institution, assure consistency in institutionaloperations, promote institutional improvement, and provide for public accountability.

Accreditation functions specifically to:•Evaluate whether an institution meets or exceeds published minimum standards•Assist students in determining acceptable institutions for enrollment•Assist institutions in determining acceptability of transfer credits•Assist employers in determining validity of programs of study and the acceptability ofgraduate qualifications

•Assist employers in determining eligibility for employee tuition reimbursementprograms

Accreditation is a deliberate and thorough process and is entered into voluntarily forpurposes of quality assessment and institutional enhancement. Accrediting agenciesassess compliance with published administrative and academic standards and seek acontinuous striving for excellence on the part of the institutions they accredit. As such,the accrediting agencies serve students, society, and higher education as well as theiraccredited institutions and entities by striving to ensure academic excellence andethical standards. Providing appropriate accrediting criteria and enhancementservices to its membership are key elements in achieving these goals. Student Financial Aid

There are several types of financial aid offered to help pay for educational expenses:grants, loans, student employment (work), and scholarships. Grants and scholarshipsare “gifts” and do not have to be repaid. Loans are borrowed money that the borrowermust pay back over a period of time, usually after the student leaves school. Studentemployment is normally part-time work arranged for a student during the school year.Wages received by the student are used for college expenses.

The primary source of aid for students attending a career college and school is thefederal government. The federal government offers both grant and loan financial aidprograms.

In addition, Ohio has many types of student financial aids in the form of grants toassist students to finance their degree programs.

Other sources that award aid to students are private foundations, such as those ofcorporations, civic associations, unions, fraternal organizations, and religious groups.Most of these awards are not based solely on the student’s need, although theamount the award may vary depending on financial need.

In addition, many companies offer tuition reimbursement to their employees and/ortheir employees’ dependents. The personnel department at either your or yourparent’s place of employment can tell you whether or not the company offers thisbenefit and who may be eligible. Lastly, there are some colleges that offer wards fromtheir own funds or from money received from various organizations. This type of aid isoften referred to as “institutional aid.”

A. Federal Student Financial Aid

GRANTSFederal Pell Grant: Funded by the federal government, this need-based grant isavailable for undergraduate students who have financial need. Award amounts varyaccording to an eligibility index. The maximum award amount for the 2007-2008 willbe $4,310 per year.

Federal Supplement Educational Opportunity Grant (FSEOG): Funded by thefederal government, this need-based grant is available for undergraduate studentswho have exceptional financial need. Although the maximum award per year can be$4,000, few career colleges and schools have an abundance of FSEOG funds, andtherefore award amounts usually range from $100 to $400 per year.

LOANSFederal Perkins Loan: The Federal Perkins Loan is awarded on the basis ofdemonstrated financial need. The interest rate is 5% and the first payment is due ninemonths after you leave school. The maximum award is $4,000 but, like the FSEOGfunds, most career colleges and schools have limited Perkins funding and will awardwhat they can to the neediest students.

Direct and FFEL Stafford Loans: Stafford Loans are the major resource of self-helpfor students. Depending on the school you attend, your Stafford Loan may be madeeither through the Federal Direct Student Loan Program (Direct Loan) or through theFederal Family Education Loan Program (FFELP). Some schools participate in theDirect Loan Program and others in the FFEL Program. Direct Loans and FFELPLoans have identical loan limits, identical interest rates (variable; will not exceed8.25%), and identical deferment and cancellation provisions. The major source ofdifference between the two is the source of the loan funds. The Direct Loan fundscome from the U.S. government and the FFELP Loan funds come from privatelenders (banks, credit unions, etc.). There are also small differences in repaymentoptions within the two programs.

There are Subsidized and Unsubsidized Federal Stafford Loans in the Direct LoanProgram and the FFEL Program. You can have either loan or a combination of bothloans, depending on your financial need, as long as you do not exceed the annualloan limit.

Subsidized Stafford Loan: You may qualify for a Subsidized Federal StaffordLoan if you have demonstrated financial need, as determined by your financialaid office. The interest on the loan is paid by the federal government while youare in school, during the six-month grace period after leaving school and duringany authorized deferment periods.

Unsubsidized Stafford Loan: If you do not qualify for a Subsidized FederalStafford Loan, you may be eligible for an Unsubsidized Federal Stafford Loan.With the unsubsidized loan, you are responsible for paying the interest whileyou are attending school, during the six-month grace period after leavingschool, and during any authorized deferment periods. You have the option ofdeferring the interest until repayment. The deferred interest is capitalized(added to principal) at the start of repayment.

Federal Parent Loans for Undergraduate Students (PLUS): The Federal PLUSLoan Program enables parents of dependent students to obtain loans to pay for theirchild’s educational costs. The interest rate for loan is set once each year, and themaximum rate is 9%. Parents may borrow up to the cost of attendance minus anyother financial aid received by the student.

WORKFederal Work-Study (FWS): The Federal Work-Study Program provides jobs forstudents with financial aid eligibility. It gives students a chance to earn money to helppay for educational expenses while providing valuable work experience. Eligiblestudents are also afforded the opportunity to perform community service work. Manycareer colleges and schools offer FWS, but the number of jobs available tend to belimited.

B. State Student Financial Aid Grants (Degree Students Only)

Ohio Instructional GrantFull-Time Ohio Instructional Grant: The Ohio Instructional Grant Program (OIG)provides need-based tuition assistance to full-time undergraduate students from lowand moderate income families. Recipients must be Ohio residents. This program isintended to expand access to higher education by bringing the cost of college withinreach of more Ohio families. Awards are based on family income with considerationgiven to the number of dependents in the family. Benefits are restricted to thestudent’s instructional and general fee charges. Proposed awards for the 2007-2008academic year may range from $372 to $4,632. Students apply for OIG by completingthe Free Application for Federal Student Aid (FAFSA). This application is availablefrom a high school guidance counselor or a College Financial Aid Office.

Part-Time Student Instructional Grant: This program provides financial assistanceto Ohio residents who are enrolled for part-time undergraduate study at eligible Ohiopublic and private colleges and universities. Eligibility is based on financial need.Participating schools select the recipients of these benefits and determine the amountof each award within guidelines established by the Ohio Board of Regents. Interestedstudents should contact a College Financial Aid Administrator.

Ohio Workforce Development Grant: In 1999, the Ohio General Assembly created aWorkforce Development Grant for Ohio students attending Ohio’s career colleges andschools. House Bill 282 established a new line items within the Ohio Board ofRegents Budget. The grant has made money available to first year Ohio studentsattending career colleges and schools who are enrolled in a degree program(approximately $300 per student, per year).

Scholarships: Many schools and colleges have individual scholarships available forstudents. Check with the particular school, if interested, to determine how to apply.

Ohio Association of Career Colleges and Schools Scholarship: The OhioAssociation of Career Colleges and Schools annually makes available to graduatinghigh school seniors 35 to 40 scholarships to attend one of its member schools. Thesescholarships are valued from $2,000 to $13,000 per academic year. Contact yourhigh school counselor for more information.

Ohio War Orphans Scholarship Program: The Ohio Ware Orphans ScholarshipProgram awards tuition assistance to the children of deceased or severely disabledOhio veterans who served in the armed forces during a period of declared war orconflict. To receive War Orphans Scholarship benefits, a student must be enrolled forfull-time undergraduate study at an eligible Ohio college or university. Ohio residencyis required. Applicants must be under the age of 21. Scholarship benefits cover allinstructional and general fee charges at two- and four-year public colleges anduniversities and a portion of these charges are eligible at private colleges anduniversities. Application is made to the Ohio Board of Regents/State Grants andScholarships Department. Applications are available form the Ohio Board ofRegents/State Grants and Scholarships Department, high school guidance offices,veterans service offices, and college financial aid offices. The application deadline isJuly 1 of each year.st

Ohio Academic Scholarship Program: The Ohio Academic Scholarship Programprovides competitive, merit-based financial assistance to the state’s mostacademically outstanding high school graduates who enroll for full-time undergraduatestudy in Ohio institutions of higher education. This program provides an incentive forstudents to remain in Ohio. Each year, at least one Ohio Academic Scholarship isawarded to a student from each participating chartered high school in the state.Eligibility for these awards is determined by a selection formula that considers astudent’s high school grade-point average and scores from the ACT Assessment.Scholarships provide $2,000 each year for up to four years of study. Application ismade through the student’s high school guidance office.

Veterans Education Benefits: Educational benefit are available for eligible veterans,members of the selected reserves, and eligible survivors and dependents. TheMontgomery GI Bill – Active Duty provides up to 36 months of education benefits toeligible veterans. The Montgomery GI Bill – Selected Reserves may be available ifyou are a member of the Selected Reserves which includes the Army, Navy, AirForce, Marine Corps, Coast Guard Reserves, the Army National Guard, and the AirNational Guard. Eligibility for this program is determined by the Selective Reservecomponents. The Veterans Education Assistance Program (VEAP) can be used by aveteran who first entered active military service between January 1, 1977 and June30, 1985 and elected to make contributions to participate in this education benefitprogram. Survivors and dependents educational assistance provides educationalbenefits to eligible dependents of veterans who are permanently and totally disabledue to a service-related condition, or who died while on active duty or as a result of aservice related condition.
