world are constantly adapting to meet rising power demands. They also discussed how we are
trying to switch from unclean energy sources to clean, renewable sources, and the challenges
involved. SAME is a joint society (Civil and Electrical) that is committed to uniting all
engineers into one. They also encourage Computer Scientists and Mathematicians to join them.
Path to Student Success in Transportation Engineering: April 4-6, 2013
Citadel ASCE student Chapter competed in the 2013 ASCE Carolinas
Conference hosted by Univ. of South Carolina. Citadel students
placed 1st in the transportation competition. Teams of four
undergraduate students were asked to conduct 1.) traffic signal
warrant analysis, 2.) evaluate left turn phasing, 3.) determine
pedestrian and vehicular clearance timing and 4.) develop an overall
signalized intersection layout plan. Students were given two hours to
complete their submittals.
The Citadel transportation team included:
1. OC Michael Wissehr, Capt. (2013 SC ITE Gilbert Rowe Scholarship recipient)
2. Cadet Richard Westheimer, Capt. (2012 Harry Mims Scholarship recipient)
3. Cadet Kyle Smiley

Michael Ridgeway P.E., Head Judge, said “I was extremely impressed with the knowledge
demonstrated by Citadel students, and the way they worked together. After evaluating team
submittals, The Citadel edged Georgia Tech and N.C. State for the best design.”
Key preparations for Citadel students included a highly informative session held with Brian
Webb, Sr., P.E., Transportation Engineer with Davis & Floyd who explained the use of technical
resources, signal design methods, phase conventions, equipment tables, and intersection
drawing format.
Additionally, Roger Bourroughs of Walker Brothers, Inc., and Greg Freel with Trafficware, Inc.,
