I. APPROVAL OF AGENDA – MSC – Change requests to the agenda include; Move Comprehensive Committee Plan

report to Old Business, and add BLS Transport Issues to New Business. (Moon/Greenstein) move to approve as

modified, and this carried.

II. PUBLIC PARTICIPATION – None.

IV. REVIEW AND APPROVAL OF MINUTES

A. EMS COUNCIL – October 17, 2018 – Jim Cooper asked Chief Wright to make the following noted for the

Comprehensive Plan Committee Report discussion in the October meeting minutes: “At the meeting,

Councilmember Cooper noted that he was concerned that the process was not being led by a neutral

facilitator, and that the EMS Council had not had substantive discussions before the work group began. He was

concerned that the planning team work group would invest significant time and energy into a product that did

not meet the council’s intent.” (Greenstein/Oliva) move to approve the minutes as amended, and this carried.

Hambly abstained.

B. OPERATIONS COMMITTEE – November 1, 2018 & December 6, 2018 (informational only)

V. COMMITTEE REPORTS

A. OPERATIONS COMMITTEE: Wright reported: 1) ESO System – As of the December Ops meeting, 93% of

providers have been trained on the new system. The process has been successful and there will be a post installation review.

2) OTEP – There has been a significant amount of review performed by the Medic One staff and the Training Advisory

Committee (TAC) of the Ongoing Training and Evaluation Program for BLS responders.

B. WEST REGION: Anne Benoist reported: 1) WREMS council continues to work on their strategic plan. EMSC members

are welcome to provide input on this. 2) Conference is planned for March 22 – 24, 2019. 3) The Steve Romines Memorial

Scholarship has been established and funds will be used for WREMS conference fees. 4) Min/Max update was approved at

the November Ops meeting.

C. STAFF REPORT: Staff report is included in the packet. Hardin highlighted on a couple of items; 1) There will be 4

additional trainings in January on the ESO platform. ALL providers MUST go through training. 2) The Fire Fighter Recruit

Academy and Medic One EMT class graduation was December 12th. The graduation was held at the SPSCC Lacey facility on

6th Ave, and it was estimated that maximum capacity was met.

D. COMPREHENSIVE PLAN: See Old Business, Item B.

VI. OLD BUSINESS

A. BLS Contracts – As of today, 3 agencies have signed and returned their contracts to Medic One. The BoCChas authorized the Emergency Services Director to sign on behalf of Thurston County.

B. Comprehensive Plan – The Comprehensive Planning Committee has completed its initial review of concepts of what the plan should look like, and what the goals and objectives are. Included in the EMSC meeting

packet is a Comprehensive Planning Committee update, dated December 19, 2018; the TRPC System Study Recommendations Implementations dated November 15, 2017; the Comprehensive Planning Committee schedule of work; a discussion of the scope; and the Mission/Vision statement with goals and objectives dated

December 12, 2018. Kirkbride encouraged EMSC members to ask questions and/or comment on the plan.

Hambly asked for clarification on a portion of the Vision Statement (….emergency medical service needs of

Thurston County as an outgrowth of the existing systems). Kirkbride explained that the committee does not want to reinvent the system, but rather the committee wants to make sure the system we have continues and works with the expected population growth. In addition, Hambly suggested the Mission and Vision statement should encapsulate the goals and objectives. McPhee suggested adding someone from Providence St. Peter’s

hospital to the Comprehensive Planning Committee.

VII. NEW BUSINESS

A. BLS Transport Issues – A letter dated December 18, 2018 from Seattle Fire Fighters Union, Local 27, as well as an email from Chief Steve North dated December 17, 2018 was handed out, discussing the issue of AMR in Seattle going on strike December 21st. At this time Seattle is not asking for mutual aid. Discussion on this

issue will be added to the January 3, 2019 Ops meeting agenda.

VIII. PUBLIC PARTICIPATION – None

IX. GOOD OF THE ORDER – 1) Next Ops & EMSC meeting will be at the Pacific Ave ESC building. 2) Thurston

County Central Services completed an IT infrastructure vulnerability assessment and found two servers managed by

Medic One to have minor vulnerabilities. Medic One is working with Central Services to bring these servers back into compliance over the coming month. There should be no interruption in service to our providers, since the vulnerabilities exist in the SafetyPad servers.

I. CALL TO ORDER/ROLL CALL – Chair Wright began discussion of Operations Committee business at 2:17

PM, quorum was met at 2:35. Staff recorded roll.

II. APPROVAL OF AGENDA –MSC – A modified agenda was proposed by the chair to include Old Business item

C and New Business item A and C as the other informational only items had been reviewed prior to the assembly

of a quarom. The following items were also added to the agenda: Old Business, item E, ESO AAR; New Business,

item E, ESO Subcommittee; New Business, item F, WREMS application for District 5 & 9 merger. (Brooks/LaVielle)

move to approve as modified and this carried.

IV. REVIEW AND APPROVAL OF MINUTES

1. Operations Committee – December 6, 2018 – MSC (LaVielle/Brooks) moved to approve, and this carried.

2. EMS Council – December 19, 2018 (informational only)

V. COMMITTEE REPORTS

A. WEST REGION – There will be a meeting a week from yesterday to vote on the strategic plan to make the

deadline established by DOH. Also, March 2019 conference registration is open.

B. SUBCOMMITTES

1. Equipment Committee (EqC) – None.

2. Mass Casualty Incident (MCI) Committee – There will be a meeting January 9th at 2:00, at Tumwater Fire

Department. The meeting will focus on training, i.e. getting out to the smaller departments for active

shooter training. Also, the MCI Committee will be hosting a rescue task force training at the Mark Noble

center.

3. Training Advisory Committee (TAC) – The next meeting will most likely be January 24th. TAC will

research training platforms throughout the year for something more permanent. There will be an MCI

component and TAC will work with the MCI committee on this. February 19th will be the first roll-out of

OTEP online classes. Also, there will be 2 adult and 2 pediatric cardiac arrest reviews required for 2019.

Anna Lee will provide a report at the March 7th Ops meeting on what steps TAC took in 2018 for the

OTEP training platform evaluation.

4. Transportation Resource Utilization Committee (TRU) – The committee may resume in March; however,

Brooks will update the Ops committee in February with a definite date.

5. Staff Report – Staff report is included in the packet.

VI. OLD BUSINESS

A. EMS Council Action Report – The comprehensive plan is moving forward. Chief Wright will ask the Chair of

the Comprehensive Planning Committee (Frank Kirkbride) if he would like to bring a report to the Ops

Committee.

C. Ambulance Ordinance – Medic One’s attorney with the County prosecutor’s office has been trying to get a

determination from CMS regarding fees. Staff will reach out to CMS and ask for something in writing that they

do not consider a reduced fee to Medic One a kick-back or a gift from the private ambulance companies. Chief

Brooks had a couple of questions/recommendations regarding the ordinance; 1) Under 6.16.010 (Definitions),

item C, why was “emergency medical technician, first responder, or advanced first aider” removed from this

sentence? Hardin will report back to Ops in February. 2) Under 6.16.055 (Ambulance color scheme

restrictions), item B, it is recommended to make the following change, “A change in the color scheme or

company identifying features will require relicensure notification to the Operations Committee.” Staff will

continue to modify the document and then bring back to Operations Committee for action.

D. BLS Contracts – The Thurston County BoCC has approved for the Emergency Services Director to sign the

BLS contracts on behalf of the County.

E. AAR for ESO – Training will be finished up February 1st and there are 8 more training classes between now and

then to get the last 30 providers through. The classes will be held every Wednesday, one class is 9 – noon,

second class is 6 – 9 pm. The first set of training on the 9th will be at Medic One, the remaining sets will be at

Station 4. A list of providers who have not been trained will be emailed to Fire Chiefs and Chiefs are asked to

validate that the providers listed are their providers. A doodle poll is going out late January to Fire Chiefs and

Ops members for an AAR meeting, anticipated to be held mid to late February.

VII. NEW BUSINESS

A. 2019 Ambulance Applications – An application from AMR and Olympic Ambulance were received. It was

recommended that staff verify provider credentials. A rate sheet was not included with AMR’s application,

however Tony Kuzma will send this over later today. (Brooks/LaVielle) move to approve the applications once

the rate sheet is obtained. The Chair signed the applications and Medic One will forward them on to EMSC

for their recommendation to the BoCC.

B. BLS Transport Issues – This is no longer an issue.

C. Appoint Nominations Committee – Kathy Pace, Mark Gregory, and Scott LaVielle offered to be on the

committee. Wright said he will not be running for the chair position; however, Brian VanCamp has shown

interest in either the chair or vice-chair position. Wright asked the committee to bring a slate of candidates to

the February Ops meeting.

D. District 6 Memorial Service for Captain John Ostergard – The service will be held Saturday, January 5th at 1:00,

at Mountain View church on Israel Rd in Tumwater. An email has gone out to agencies asking if they would

like to be a part of the procession. The procession will go from Station 61 up Rich Rd, down Yelm Hwy to

Henderson, and then ultimately to the church.

E. ESO Subcommittee - Staff is asking for Ops approval on a subcommittee, with its own body (under committee

reports). (LaVielle/Brooks) move to approve a subcommittee called Electronic Patient Care Reporting

subcommittee and empower them to bring items to Ops that need decisions. This carried unanimously. Staff

would like the group comprised of MSO’s and possible super users. Brooks asked if Medic One will be

compensating for agency staff time. Medic One staff will follow the rule of what is done with TAC committee,

etc.

F. District 5 & 9 merger application for WREMS – Anne Benoist reported: Anne received an amended application

for McLane Black Lake, District 9, in an attempt to remove any District 5 license and just use District 9 license;

however, Anne said Fire District 5 is not on the State’s list of Thurston County Agencies. Furthermore, it

appears that District 9 is listed as having 2 licenses. Anne has a call in to the Department of Licensing and

Chief North. (Brooks/LaVielle) move to approve moving the consolidation of any District 5 licenses into one

(1) District 9 license. Based on Anne being able to unravel the issue with the state and Chief North,

Operations will forward the unanimous approval of the concept of a single (combined) licensce to the EMSC,

for their recommendation of the same to West region EMS.

VIII. GOOD OF THE ORDER – 1) Miller-Todd will be asking agencies via email for a list of what they believe they need

in additional ESO tablets. 2) A new position was approved in the 2019/2020 Medic One budget. This is an

Information & Quality Coordinator position and will be advertised within the next couple of days. 3) On January 17 th

there will be a meeting at Medic One to discuss paramedic hiring, and stakeholders are encouraged to attend.

EMS COUNCIL STAFF REPORT FOR 01/16/2019

ALS Update:

Go Live was a success!! Thank you all for your help and diligence.

We will complete the remaining trainings every Wednesday in January from

0900-1200 and 1800-2100. These trainings will be held at OFD Station 4 except

on January 9th. The January 9th trainings will be held at TCMO. If your providers

do not complete the training by February 1st, 2019, they will no longer be an

affiliated provider in Thurston County. This is a mandatory training and they will

have had 40+ opportunities to train by the end of January. Those that are on

extended leaves of absences will need to train on ESO upon their return to work.

A list of providers that have completed the course are with Anna Lee, Amy, and

Ben. There have been multiple emails sent out over the past 2 months spelling

out the provider list that Medic One is validating against for your agency. Medic

One appreciates your assistance in validating the list that we are using, as well

as, encouraging your providers to attend a training in January. Thanks!

If passwords are forgotten, please have your providers reset their passwords

with the “Forgot My Password” link at www.esosuite.net. Usernames are first

initial, last name (Scott Brownell = sbrownell). Emails have been defaulted to

your providers’ work emails.

We sincerely appreciate all the work that has been done by everyone in order to

make this a successful transition! We sincerely appreciate it here at Medic One!

BLS Update:

Applications for the Spring 2019 EMT Class were sent to all Departments for

student enrollment. The first day of class will begin February 20th, at station 95.

The CPR and orientation pre-requisite class with be held on February 9th.

The new online training platform for 2019, 24/7, will be a used for one year as

the TAC investigates more options to find the most sustainable online training

platform. The online training will go live for all personnel by February 19th.

Monthly BLS MSO Group will be meeting monthly beginning February 2019. Our

next meeting will be held February 28th.

The EMS Instructor/Evaluator Workshop will be held January 26th, 27th and 31st

to accommodate all shifts for participants.

CPR Update:

As of December 4th 2018, there have been a total of 3570 citizens trained in

Hands Only CPR in Thurston County to date. Thank you for a job well done to all

of our CPR Instructors and staff!
