By 2020, it is estimated that railway
network will be over 120,000 km, with
the electrified rate over 60% and rate of
double lines over 50%. The length of
passenger dedicated railways will be
over 16,000 km.

The highway network will reach 3 million
km, not including the roads within
villages, while the expressway length
will be 100,000 km. City rail length will
be 2,500 km. The inland high level water

By the end of 2008, construction of 30,000 km
new railway has been approved by the central
government with an investment of 2000 billion
RMB. It is hoped that construction of 20,000 km
more new railways will be approved in 2009
and 2010.

The investment of railway construction
in 2008 was 330 billion RMB. 1,719
kilometers newly built railways have
been put into operation, 1935 kilometers
newly doubled railway lines and 1955
kilometers newly electrified railways
have been in operation.

There are 154 new berths in seaports, among
which 89 are capable for the ships of ten
thousand tons, and the throughput capacity
has been increased by 280 million tons. 282
new berths have been built for the inland ports,
among which 21 are capable for the ships of
ten thousand tons. 943 km of inland water
route has been improved.

In 2009, Chinese Government will speed up the
construction of missing links of inter province
expressway, capacity enlarged intercity
highway, port connecting highway, rural
highway, important trunk course for ports,
inland water course and the reconstruction of
transport infrastructure in post earthquake
areas. The estimated investment will reach 850
billion RMB.

In 2008, the investment in civil aviation
infrastructure reached 60 billion RMB.

In 2009, the airport construction, especially the
construction and capacity enlargement of trunk
line airports in Chinese western part as well as
the branch line airports in the middle part of
China, will be the focus of aviation investment,
which is about 100 billion RMB.
Song as China and all APEC economies hold strong confidence, strengthen cooperation and fulfill our commitment, we will overcome the current difficulties and transform this crisis to an opportunity for cooperation and joint development, since this crisis has brought more investment in transport infrastructure of APEC region.

Chinese Government has just declared the establishment of 10 billion USD ASEAN-China Investment Cooperation Fund to support the regional infrastructure construction. Furthermore, to promote the integration of ASEAN and regional cooperation, within the coming 3 to 5 years, China will provide ASEAN countries with 15 billion USD credit, including 1.7 billion USD favourable credit.
