berths in major ports was 48 times of

that in 1978. The waterway carried 240

million passengers, with a passenger

turnover of 7.48 billion passenger.km

The total turnover of scheduled flight ranked No. 2 in the world in 2005, while in 1978 it only ranked 37.

Objectives of Transport Development



“Middle and Long Term Railway Network Plan” “National Expressway Network Plan” “Construction Plan of Highway in Rural Area” “National Seaports Distribution Plan” “National Distribution Plan of Inland Water Courses and Ports” “National Civil Airports Distribution Plan”“Middle and Long Term Integrated Transport Network Plan”.







By 2020, it is estimated that railway

network will be over 120,000 km, with

the electrified rate over 60% and rate of

double lines over 50%. The length of

passenger dedicated railways will be

over 16,000 km.




The highway network will reach 3 million

km, not including the roads within

villages, while the expressway length

will be 100,000 km. City rail length will

be 2,500 km. The inland high level water

course will be 19,000 km long.




There will be 244 civil airports in

operation. the throughput capacity of

seaports will be over 6.5 billion tons.

Measures to Address Financial Crisis






Since 2003, many major rail projects were started Beijing-Shanghai high-speed railway Zhengzhou-Xi’an passenger dedicated line(PDL) Beijing-Shijiazhuang PDL Shijiazhuang-Wuhan PDL Wuhan-Guangzhou PDL Wuhan-Hefei-Nanjing PDL Ningbo-Wenzhou-Xiamen PDL Harbin-Dalian PDL




By the end of 2008, construction of 30,000 km

new railway has been approved by the central

government with an investment of 2000 billion

RMB. It is hoped that construction of 20,000 km

more new railways will be approved in 2009

and 2010.




The investment of railway construction

in 2008 was 330 billion RMB. 1,719

kilometers newly built railways have

been put into operation, 1935 kilometers

newly doubled railway lines and 1955

kilometers newly electrified railways

have been in operation.




Have been put into operation Beijing-Tianjin intercity railways,350 km/h Jinan-Qingdao PDL,250 km/h Hefei-Nanjing PDL, Shijiazhuang-Taiyuan PDL




In 2009, 700.7 billion RMB will be

invested in railway fixed asset, including

600 billion in infrastructure construction.




Will be put into operation Zhengzhou to Xi’an PDL,350 km/h Wuhan to Guangzhou PDL,250 km/h Ningbo to Wenzhou to Wenzhou coastal passenger traffic corridor




Will be started Shanghai-Kunming PDL Hefei-Fuzhou PDL Beijing-Shenyang PDL Xi’an-Lanzhou PDL ……




The 600 billion RMB railway investment

in 2009 will create 6 million jobs, a

consumption of 20 million tons of steel

and 120 million tons of concrete.




The investment of 100 billion RMB in

purchase of locomotives and rolling

stocks will provide jobs for 800,000

people and consume 5 million tons of

steel.




In 2008, the investment in Chinese

highway and waterway infrastructure is

about 793 billion RMB.




100,000 km of highways have been

newly built, and 6433 kilometers of

them are expressways.




There are 154 new berths in seaports, among

which 89 are capable for the ships of ten

thousand tons, and the throughput capacity

has been increased by 280 million tons. 282

new berths have been built for the inland ports,

among which 21 are capable for the ships of

ten thousand tons. 943 km of inland water

route has been improved.




In 2009, Chinese Government will speed up the

construction of missing links of inter province

expressway, capacity enlarged intercity

highway, port connecting highway, rural

highway, important trunk course for ports,

inland water course and the reconstruction of

transport infrastructure in post earthquake

areas. The estimated investment will reach 850

billion RMB.




In 2008, the investment in civil aviation

infrastructure reached 60 billion RMB.




In 2009, the airport construction, especially the

construction and capacity enlargement of trunk

line airports in Chinese western part as well as

the branch line airports in the middle part of

China, will be the focus of aviation investment,

which is about 100 billion RMB.

Song as China and all APEC economies hold strong confidence, strengthen cooperation and fulfill our commitment, we will overcome the current difficulties and transform this crisis to an opportunity for cooperation and joint development, since this crisis has brought more investment in transport infrastructure of APEC region.



Chinese Government has just declared the establishment of 10 billion USD ASEAN-China Investment Cooperation Fund to support the regional infrastructure construction. Furthermore, to promote the integration of ASEAN and regional cooperation, within the coming 3 to 5 years, China will provide ASEAN countries with 15 billion USD credit, including 1.7 billion USD favourable credit.



We would like to take APEC as a platform to work closely in transport sectors with all member economies, and make our effort for the establishment of an efficient and environmental-friendly transport system, and for the sustainable development of APEC region and the world by better cooperation and coordination on key transport issues.
