“The informal sector has gained prominence in developing countries during the past two decades, mainly as a result of the formal sector’s inability to absorb growing populations and an increasing number of individuals hoping to secure an income through self-employment in the informal sector.” – (Anele Horn 2011)

BACKGROUND
• Studied past street trading management experience in the inner city from 1940 until 2014 and noted the Success – Failures – Challenges. Key strategic planning documents of City of Johannesburg (CoJ) were also studied.
• Spoke to all stakeholders directly and indirectly. Stakeholders include:a) Tradersb) CoJc) Property Ownersd) Residents / Tenantse) NGOs
• Agglomerated - ideas, suggestions, comments and contributions of stakeholders.
• Studied the most recent Central Johannesburg Partnership (CJP) model within the City Improvement Districts (CIDs) – facilitated by the CJP and currently implemented by Urban Genesis Management (UGM). Noted Success – Failures – Challenges.
• Developed a Draft Street Trading Pilot Management Model. 3

The main goal is to achieve sustainable and regulated street trader management. This includes planned, designed and managed spaces.
The framework used to develop the model is based on:

3. Roles and Responsibilities of all Stakeholders (Street Traders, CoJ, Property Owners, MOE’s, JMPD, SAPS and other relevant stakeholders).
4. Standard Rules and Regulations – (With time - ideally applicable across the whole Metropolitan).
