Welcome to the November 2016 edition of the

Water and Sanitation News of Port Harcourt

Water Corporation. It is our sincere hope that you

will be informed, enlightened and entertained

with the contents of this newsletter. We hope

that after reading this edition you will be updated

on the activities, projects and overall operations

of Port Harcourt Water Corporation. These

projects, activities as well as the efficient opera-

tion of PHWC would not be possible without

proper strategic direction which is crucial for the

progress of the Corporation; therefore we are

happy to have successfully held our Strategic

Planning Workshop which brought together all the

staff of the Corporation, stakeholders from

partnering ministries and officials from our

mentoring Utility together to collectively map the

way forward for the young Corporation for the

next five years. The event put together by the

Project Management Consultants’ Team of the

on-going 3rd Urban Water Sector Reform and

Port Harcourt Water Supply and Sanitation

Project saw PHWC re-defining its vision, mission

and core values and setting out a five year

strategic plan of action for its operations. A new

slogan emerged out of same meeting. Henceforth

“QUALITY IS OUR GOAL” is the new corporate

slogan of Port Harcourt Water Corporation

The Strategy and Business Planning Workshop

opened on Monday 7th November, 2016 at the

Nwadiba Hall of Le Meridien Ibom Hotel and Golf

Resort Uyo, Akwa Ibom State with a welcome

address by the Managing Director of the

Corporation; Mr. Kenneth Anga setting the

agenda of the five day meeting. Mr. Anga said

that the need for the strategy and business

planning workshop is because the sector is

approaching major crossroads with the

commencement of Port Harcourt Water Supply

and Sanitation Project as well as the Third

National Urban Water Sector Reform Project

funded by African Development Bank, the World

Bank and the Government of Rivers State of

Nigeria: “In order to ensure that these deliver-

ables are accomplished on time and within budget

and to ensure that PHWC has the focus and ca-

pacity to deliver on our mandate, we have called

on our sister African water utility, Swaziland

Water Services Corporation to assist us as we

formulate our strategic direction and transform

our Corporation to achieve and sustain our

Speaking further, Mr. Anga added: “As we formu-

late our strategic plan, we must be mindful of

where we have come from. This should help all of

us decide and define our future. We must also be

aware of the expectations of our stakeholders,

especially as laid out in the Rivers State Water

Policy and the Water Sector Development Law

Number 2 of 2012” he concluded.

Ambassador Spiff M.K Taribo-Amgbara in his key-

note address stated that Rivers State has been

blessed with natural resources of water and that

the State should endeavor to activate strategies

by which it can provide affordable and safe drink-

ing water for its ever increasing population. He

acknowledged the coming together of water re-

sources stakeholders at the workshop and ad-

monished them to provide safe water to homes in

Rivers State. “We are morally and politically

obliged to provide safe, clean and affordable

water to the people of Port Harcourt and Obio Ak-

por Local Government Areas”. Ambassador

Taribo-Amgbara outlined the role and contribution

of Swaziland as a leader in Africa in water utility

management. In his goodwill message Mr. Chris

Obasiolu, the Director General Rivers State Water

Services Regulatory Commission repre-

sented by the Legal Adviser Barrister Senewo

stated that the Workshop is timely because it will

lead to development of workable business model

for the Corporation: “water is a social, economic

and environmental good and people have right to

portable, safe and clean water. Therefore public

water utilities must be managed as an enterprise

and the powers to do so in Port Harcourt have

been given to Port Harcourt Water Corporation”

he noted. Dr. Shehu Tijani of the Federal Ministry

of Finance in his goodwill message emphasized

the need for the success of the Port Harcourt Wa-

ter supply and Sanitation Project and National Ur-

ban Water Sector Reform Project under the

PHWC adding that the Federal Ministry of Finance

is very much interested in the Project:

“from the projections so far and with proper man-

agement, I can safely say that the Project will be

Consultant Team Lead while acknowledging the

timeliness of the Workshop, emphasized the need

for attention to be given to the poor segments of

the population in the designing of framework for

the Projects: “It is our responsibility to ensure

that Pro-poor, renewable energy, youth and

graduate engagement and environment safeguard

are embedded in the implementation of the

Project” . Declaring the Workshop open, Rivers

State Commissioner for Water Resources and

Rural Development Chief Walter Ibibia

represented by the Permanent Secretary Dr.

Paulinus Nwankwoala said that the Project is part

of sector wide reform by the Rivers State

Government. He praised the initiative of having a

strategy and business planning workshop adding

that it is aimed at sharpening the skills and

competence of all stakeholders for effective

delivery: “I am happy with the effort of the

Managing Director of PHWC in ensuring that the

Corporation and the Project is on course. I also

salute the Swaziland Water Services Corporation

for partnering with us to develop our utility

WATER CORPORATION: A HANDSHAKE ACROSS AFRICA

Port Harcourt Water Corporation in its quest to

position itself to deliver on its mandate to the

people of Rivers State has continued to seek

partnership and cooperation to increase its

capacity for the great task ahead. Latest in the

moves was the study tour of Swaziland Water

Services Corporation by the selected senior

management team of PHWC. The key learning

areas that the visit sought to address were

concerns on infrastructural development and

financial sustainability. The outcome of the

under study tour is the signing of an MOU

between the two Utilities for mentorship and

exchanges. The Strategy and Business Planning

Workshop of Port Harcourt Water Corporation

were facilitated by key resource persons from

Swaziland Water Services Corporation led by

the Managing Director Engr. Peter Bhembe. The

participants to the Strategy and Business

Planning Workshop expressed their satisfaction

at the success. The outcome include

development of new vision, mission and core

values for Port Harcourt Water Corporation.

COUNTRIES AT COP22 2016 CALL FOR MORE ATTENTION TO WATER-Nick Michell

Countries have identified water as a key to

adaptation in 93 percent of their national climate

action plans. The Action Day for Water, organized

for the first time in the history of UN Climate

Change Conferences, has led to calls for more

attention to water as a way of providing solutions

to help implement the Paris Climate Change

Agreement. Countries at COP22 in Marrakech have

identified water as a key to adaptation in 93

percent of their national climate action plans. As

water is fundamental for food security, human

health, energy production, industrial productivity,

biodiversity, in addition to basic human needs and

its availability, ensuring water security means

ensuring security in all these domains. “Now, we

need to realize what is at stake, since water

insecurity leads to increased conflicts, tension

between populations, and also provokes migration

that threatens overall stability,” said Charafat

AFAILAL, Minister Delegate in Charge of Energy,

Mining, Water and Environment of Morocco.

Water is critical for successful climate change

mitigation, as many efforts to reduce

greenhouse gas emissions depend on reliable

access to water resources. Systematically

addressing these challenges is, therefore, key to

adapting to climate change and reducing the

negative impacts of water-related disasters. The

Action Day for Water also saw the launch of the

Blue Book on Water and Climate by the

Moroccan Government and its partners, as a

concrete outcome of its interim International

Conference on Water and Climate, hosted in

Rabat in July 2016, in cooperation with the

Government of France and the World Water

Council. The publication collects the orientations

and recommendations brought forth by the

international water community to support the

implementation of climate commitments and

proposes a variety of concrete and applicable

solutions related to adaptation and resilience

through water management.
