Summary of Experience: Shelley Spencer is the CEO and a founder of Strategic Impact Advisors – a company built to advance the use of digital technology for financial inclusion. She began her career in law working in the private sector as a telecommunications lawyer representing clients before the FCC and U.S. Congress. She also served as in-house counsel of several mobile network operators. Her career grew to include 25 years of work in the mobile telecommunications that included work negotiating contracts and services agreements. Olayinka directed the IT affairs of LBS between 2012 and 2014. Olayinka is particularly engaged in IT deployments in the financial services industry. The Research & Development Unit of Tara Systems spearheaded new technology initiatives by developing proof-of-concept (PoC) solutions using Oracle technologies to demonstrate the technology features and benefits. We took an early interest in the development of the World Wide Web (WWW) and introduced the advantages of dynamic web applications using Oracle Designer. We successfully promoted the following initiatives:
§ Web-based Remote Banking System § Data mart using live data from an Oil & Gas Company § Data warehouse data from a telecomm provider to facilitate business intelligence
such as subscriber habits, review peak traffic periods, etc. § Conversion of TARA’s own banking application AUTOBANK from character mode
to full GUI application § Design of various web applications for use on the Internet/Intranet

Programmer/Interface Designer After the conversion of TARA’s banking application from character-based forms to GUI forms, I was on the project team to “Americanise” the new GUI application. The project involved forms development using Oracle CASE specifications. Personal Statement
Nathanael Sirili is a Medical Doctor and a health systems and policy specialist working as a Lecturer at the school of Public Health and Social Sciences of the Muhimbili University, Tanzania and AfyaBora fellow. He received his PhD in Public Health (Health Systems and policy) from Umeå University, Sweden in 2018. Nathanael has seven years’ experience in coordinating capacity building programs in health systems, maternal health and HIV/AIDS. He is recipient of the African Doctoral Dissertation Fellowship (2015-2017) by the African Population and Health Research Centre and IDRC-Canada. Nathanael currently coordinates a five-year Fogarty Grant for transforming Health Professions Education in Tanzania (TEHT). Nathanael is a recipient of the AfyaBora fellowship for Global Health Leadership 2018/2019. His research interests are on health systems and maternal health. Nathanael is teaching both undergraduate and postgraduate in qualitative research methods, health systems, social determinants of health, human resources for health, evaluation of public health interventions, quality of maternal health and health policy and policy analysis.

Personal Statement
Nathanael Sirili is a Medical Doctor and a health systems and policy specialist working as a Lecturer at the
school of Public Health and Social Sciences of the Muhimbili University, Tanzania and AfyaBora fellow. He
received his PhD in Public Health (Health Systems and policy) from Umeå University, Sweden in 2018.
Nathanael has seven years’ experience in coordinating capacity building programs in health systems, maternal
health and HIV/AIDS. He is recipient of the African Doctoral Dissertation Fellowship (2015-2017) by the
African Population and Health Research Centre and IDRC-Canada. Nathanael currently coordinates a five-
year Fogarty Grant for transforming Health Professions Education in Tanzania (TEHT). Nathanael is a recipient
of the AfyaBora fellowship for Global Health Leadership 2018/2019. His research interests are on health
systems and maternal health. Nathanael is teaching both undergraduate and postgraduate in qualitative research
methods, health systems, social determinants of health, human resources for health, evaluation of public health
interventions, quality of maternal health and health policy and policy analysis.

While her goal remains to optimise the effective use of ICTs, her experiences span multiple domains including, but not limited to software selection practices, change management, strategic planning, IT Governance, and IT competency assessment across various industry sectors. With contextual knowledge of the Nigerian IT environment, she has developed approaches to plan, design, implement, manage, measure, and sustain changes in business processes and work
practices as a result of IT systems deployments.
Olayinka directed the IT affairs of LBS between 2012 and 2014. Under her leadership, the School deployed IT management and governance policies, implemented talent management systems using the skills framework for the information age (SFIA) and increased the bandwidth capacity by over 1000% through private sector assistance.
Olayinka is particularly engaged in IT deployments in the financial services industry. She was recently awarded a research grant by the Bill and Melinda Gates Foundation (BMGF) to lead a project titled “Sustainable business models for delivering digital financial services to lower income unbanked citizens of Nigeria”. • Hewlett Packard (HP): establishment of the micro-enterprise acceleration program (MAP) Centre in Lagos to support SMEs in the acquisition of digital knowledge.
Olayinka has diverse research and consulting interests on the use and impact of information and communication technologies in organisations. In addition, she leads Community of Practice (CoP) sessions for Nigerian participants of Certificate in Digital Money (collaboration with Digital Frontiers Institute). Her doctoral research involved an investigation of the phenomenon of electronic business initiatives in the banking sector. She has authored case studies on behalf of the IFC and United Nations Development Programme (UNDP) Growing Inclusive Markets (GIM) initiative.
