The Legislation in South Australia , Adelaide is called, The Strata Titles Act 1998 and the strata titles regulation 2003 in which the Owners Council must comply.
Each Strata Scheme is called a Community Scheme and has an Administration Fund and a Maintenance Fund (Where Fit) that is reviewed in the Annual General Meeting.

The Administration fund budget covers items such as general maintenance, Insurance Premiums and small recurring expenditure.
The Maintenance budget is used for future and major capital expenses, such as painting, pool or fence replacement that is the responsibility of the body corporate.
Complexes are either self-managed or managed by a Body Corporate or Strata manager.
