Appendix B – Flower Bed Services Currently there are 300 SF of seasonal flower beds on Ellis Island and 300 SF on Liberty Island. Additionally, there is 1200 SF of existing perennial/ day lily beds on Ellis Island requiring maintenance indicated below. The above specified beds on Ellis Island that total 300 SF are planted twice per year. Starting in the spring and after any danger of frost the beds are planted with pre-started cannas in 2 gallon containers or larger and in the fall the beds are re-planted with top size spring flowering bulbs (tulips or daffodils). Flowerbed Planting/ Removal Plant Material: Plants shall be free from diseases, insects, insect damage and any other condition that would compromise the vigorous growth of the plant. Plants shall not be planted until they have been inspected and approved by the horticulturalist. While plants are in the park in an unplanted condition it shall be the responsibility of the staff to water them and otherwise keep them in a healthy state. Beds shall be prepared for planting in spring when soil is not excessively wet or in a condition such that it cannot be worked properly. Planting of Cannas shall take place at the earliest opportunity in May when the danger of frost is past. In preparation for planting, planting areas shall receive a top dressing of 3 inches of well-rotted manure, compost or peat moss and an application of highly organic fertilizer such as Electra or approved equal. The application rate of fertilizer shall be recommended by the manufacturer as indicated on the product packaging. The organic matter and fertilizer shall be incorporated into the top 4 inches of the soil. Special attention must be given to avoid disturbing irrigation lines and sprinkler heads in the beds.

Planting beds shall be graded to provide adequate run-off of excess water thereby preventing any standing pools of water.

Plants shall be removed from containers with root system intact and planted in the planting bed in a triangular spacing pattern spaced by container size.

The soil shall be worked firmly around each plant.

The plants shall be watered after planting so the root ball is wet.

The plants shall be mulched with 2 inches of non-compacting cedar bark mulch as part of the planting process. As part of the planting operation, at the end of the summer growing season, approximately late September to early October; beds shall be cleared of all annuals and debris. Annuals/ debris shall be disposed of by carting away and placing in park compost or trash areas.

Flowerbed Maintenance Flowerbeds shall be hand weeded and cleared of debris/ leaves as necessary throughout the growing season. Debris shall be either composted or disposed of by carting away to park trash collection areas. Flowerbed Maintenance: Fertilization Annual beds shall be fertilized throughout the growing season by broadcast method or foliar feed method. Fertilization operations shall be performed once per month during the growing season. Flowerbed Maintenance: Deadheading The summer annual bed (300 SF) and the existing daylily bed (300 SF) shall be routinely dead-headed using sharp pruners to remove faded or split blooms to promote better flowering and extend the blooming season. Spring Flowering Bulb Planting: 300 SF – Ellis Island Plant materials: Spring flowering bulbs (tulips, daffodils) planted in the park flower beds shall be replaced annually with top size bulbs. The types and varieties shall be directed by the horticulturalist (see Figure 3 – Bulb Planting Detail Section).

At the appropriate time during the planting season all existing bulbs (planted in the previous year) shall be removed from the planting beds and discarded by carting away and placing them in park trash dumpsters.

During the fall after removal of seasonal plants, bulbs shall be planted at the proper depth required for indicated species and spread as recommended for the type and size of bulb in order to create a full display.

Backfill soil shall be worked firmly around each bulb with special attention to insure that bulb remains situated correctly (root side down, pointed side up) after the soil placement.

Planted beds shall be graded to allow excess water to drain off beds. Figure 3: Bulb Planting Detail Section

Appendix C - Machine Inspection & Maintenance

Every power machine to be used shall be inspected for safety and maintenance prior to turning it on to operate. A log book of maintenance shall be kept with each devise(s) indicating a use period, name, signature and date of inspection to include these following minimum check list items:

1. Oil check for level and clarity 2. Fuel check for sufficient level 3. Spark plug and electric contact check for adequate power 4. Air, oil and fuel filter check for age and function 5. Leak check to verify there are no loss of internal fluids 6. Tire pressure check where applicable 7. Grease check all points as per manufacturer recommended amounts and frequency where applicable 8. Blade or twine check for length and sharpness 9. Protective shielding check for all safety features 10. Visual inspection for damage or dysfunctional components

Plowing Blades & Attachments

1. Adjust trip spring – adjust eye bolts until trip spring coils just begin to separate. Then tighten the adjustment bolt with additional turns. 2. Grease pivot pins/ king bolt – grease all zerk fittings used on pivot pins and king bolts. 3. Check mounting bolts - for the cutting edge and check that the cutting edge is 4” – 6” in height. Replace if it is less than 4 “ and check the

cutting edge mounting bolts for tightness routinely. 4. Adjust runner – heights to allow the cutting edge to be ½” above the ground 5. Inspect mounting and rubber plow edge (cracks and tightness) - inspect for cracks in material welds and check mounting bolts for

tightness routinely for each time operated. 6. Check for leaks (couplers, hoses, lift & angle rams) 7. Hydraulic unit – flush out complete hydraulic system (unit, angle rams and hoses) using the manufacturer recommended flush fluid and

refill it with the manufacturer recommended hydraulic fluid as per the specified frequency. 8. Inspect & clean electrical connections – at the battery, all plugs and lights. Add dielectric grease to all connections. 9. Check the operation of all plow lights. 10. Check plow operation or hydraulic system – up, down, left, right and mount or dismount if applicable. 11. Check drop speed – adjust the drop speed of the plow to the user preference if applicable. 12. After disconnecting the plow from vehicle, extend the lift cylinder to the end of the stroke and coat the lift rod with light grease.
