Fellow Appraisers: A joint meeting was held this October between Regions 1, 2 and 7 in Lake Tahoe. Our chapter was represented by Mr. Howard Fram, Ms. Deanne Recht, and myself. This meeting was particularly important because the Governance Structure Project Team recommendations were a topic of discussion. These recommendations were openly discussed during the general meeting, and Mr. Scott Robinson and Mr. Rodman Schley expertly fielded an array of questions and comments. Some of the important takeaways include: These ideas are recommendations NOT policy; The purpose of the recommendations is to initiate a productive dialogue; There is no particular agenda beyond establishing the long-term viability of our organization; The AI leadership welcomes, nay, implores input from everyone; and There is no set timeline. With the goal of transparency, AI dedicated a portion of the website to the Project Team recommendations (found HERE ). Once logged in, you can review the recommendations, frequently asked questions, and submit your personal comments (privately or publicly). Your involvement is critical for this process to succeed. Change is a necessary, natural, and wonderful thing for a professional organization. Although mistakes are unavoidable, they can be mitigated with your help. The only unforgivable mistake would be to do nothing. From time to time, you may receive correspondence from rogue groups whom are intent on impeding necessary change. These factions presume to speak on behalf of their entire constituency without earning their requisite consent. Reasonable minds can differ, and the appropriate place to voice your opinion is through the AI website. I challenge everyone to develop solutions, not just blast the ideas of others. General Chapter Meeting and Installation

The next General Chapter Lunch Meeting will be held on Friday, December 8, 2017, from 12:00

pm to 2:00 pm. Check in begins at 11:30 am.

The luncheon will be held at Stone Brewing World Bistro & Gardens in Liberty Station, 2816

Historic Decatur Road, San Diego, CA 92106. For venue information, see Stone Brewing.

The meeting will feature the installation of 2018 Chapter officers, directors, and regional

representatives.

The Installing Officer will be Michael J. Thiel, MAI.

Meal choices are Crispy-skin Atlantic salmon with pesto risotto and Meyer lemon buerre blanc, or

Grilled petite New York, with roasted fingerling potatoes, broccolini, and pink peppercorn demi.

The cost is $25 for San Diego Chapter members, or $52 for non-San Diego Chapter members.

NOTICE OF ELECTION: At the May 11, 2017 general chapter meeting, Chapter members elected

Robert James, Jr., MAI, SRA, to serve as a regional representative in 2018/2019. Mr. James

recently informed the Chapter that he will be relocating to Fresno, CA before the end of this year,

thereby creating a vacancy in the regional representative position. The Chapter Nominating

Committee has nominated Jeremy Darner, MAI, SRA, to serve in the position. At the December

meeting, Chapter members present will elect Mr. Darner to serve as a regional representative in

2018/2019.

Appraiser Mentors Wanted

The Corky McMillin Center for Real Estate at San Diego State University is developing a new

Real Estate Mentoring Program. Industry professionals would target their efforts and share their

expertise in new construction, 1031 exchange, and investment properties. The collective efforts

of all industry professionals, including appraisers, would highlight a 360° start-to-finish

process.

The Center believes the program would allow all mentors the opportunity to give back in a

meaningful way without the burden of an excessive time process, and will help mitigate gaps

that often form in a traditional mentorship program. They foresee a one to two hour

engagement each month.

feedback is welcome, and the Center is looking to all mentors to help perfect the program and

mold the next generation of industry professionals.

Highlights from November 14 Seminar and Meeting

AI Seeks Proposals for Sessions at 2018 Annual Conference

The Appraisal Institute is seeking proposals by December 1 for presentations at the Appraisal

Institute 2018 Annual Conference which will be held on July 30 and August 1 in Nashville,

Tennessee. The conference theme is “Setting the State for Success”.

Attendees of previous AI Annual Conferences said they were particularly interested in these

topics: Business best practices; New technology and resources; Sustainability in real estate;

Capital markets issues; Market analysis; International valuation; Property rights issues;

Litigation support; and Residential issues and practices.

October 21 Joint Regional Meeting

On the shores of Lake Tahoe, Regions I, II, and VII met on October 21, 2017 to discuss Appraisal

Institute matters. Attending were Chapter President Trevor Hubbard, MAI, SRA, AI-GRS, and

Regional Representatives Deanne Recht, MAI, and Howard Fram, MAI. Also attending from San

Diego was Roger Bush, MAI, SRA, who is the Region VII chair and sits on the National board. The

joint regional meeting gave San Diego Chapter representatives an opportunity to exchange ideas

with professionals in both Region VII and outside the region.

The following are some of the items that were discussed at the all-day meeting:

New national educational offerings for 2018 and a lively discussion of what individual chapters

are doing to create new and interesting education, and attract members to events. (San Diego

has always been a leader in creative education, but some innovative ideas were presented.)

Government relations, including the status of legislation and lobbying on behalf of appraisers.

Of note, FIRREA is exempting appraisals in the recent national disaster areas in Florida,

Georgia, Puerto Rico, Texas and the US Virgin Islands. These types of legislation changes are

often implemented without appraiser input, which continues to be frustrating.

Scott Robinson, MAI, SRA, AI-GRS, the immediate past president, was on hand to deliver an

update from the National perspective.

Financially, National is the healthiest it’s been in some time, with over seven months of

unrestricted reserves. Year to date in 2017, revenues are 1.4% below projections of about

$12.2M, but expenses are 3.5% lower than budget, so the budget is balanced and continuing to

improve.

There are 15,536 dues-paying AI professionals in 2017, but attrition is about 3.6% annually

(through August 2017), as the average age of appraisers continues to trend upward. AI’s share

of all appraisers remains about 25%, with 45% of the commercial/general appraisers and 10%

of residential appraisers.

While Capstone has been a success in assisting the overall number of MAIs, there is some

decline in the attendance numbers as most have already now moved through the process.

A search is currently in progress for a new CEO after the resignation of Fred Grubbe in August.

The search is anticipated to extend into 2018, as the role is defined, and candidates apply. In

the meantime, current AI President Jim Amorin, MAI, SRA, AI-GRS is serving as interim CEO.

Finally, the biggest topic of discussion was the Governance Structure Project Team

recommendations, which most AI professionals have already heard about. If for some reason

you’ve been living in a cave, this is the biggest recommendation to reinvent the structure of AI in

some time. While the topics are lengthy, and cannot all be covered in this article (more information

can be found on the AI website), Scott Robinson provided thoughtful information on the reasoning

behind the recommendations. The GSPT team has been meeting since 2015 to discuss the future

of AI. Much of the data for the initial recommendations came from surveys of AI professionals, as

well as statistical data that shows that the very future of AI is threatened by the changing

demographics, which includes the aging of appraisers and the idea of how to attract new, younger

appraisers to the industry, and specifically to AI. Scott noted that the team began with an idea

analogous to Highest and Best Use, i.e. “what would the ideal structure of a national appraisal

organization look like? Would it include local chapters and regions? Or would a centralized

organization be more efficient?” Obviously, the issues are complex, and no formal proposal has yet

been made.

His biggest point about GSPT was this: you need to participate in the process. Nothing has yet been

set in stone. This is your organization. Of the 15,000+ AI professionals, only about 250 have

offered comments so far, less than 2%! These are only recommendations right now, but the

committee needs your feedback. Rather than complain to colleagues, participate and offer your

thoughts on the AI website. Previously, all comments were confidential, but you can now choose to

post your comments publicly. The thought is that transparency will lead to better discussion, but

the choice is yours. The GSPT and the AI board will likely look to implement changes toward the

latter end of 2018 and/or 2019. The time is now to submit your thoughts at Submit Your

Comments.

BE SURE TO UPDATE YOUR “FIND AN APPRAISER” PROFILE

One of the biggest member benefits available to AI professionals is the Find an Appraiser function.

Find an Appraiser was accessed nearly 28,000 times in the past month.

Find an Appraiser has been updated in recent years to include new areas of professional focus,

property types, resumes, photos, and geocoding so users of appraisal services can identify AI

professionals geographically.

AI PROFESSIONALS CAN ACCESS GOVERNANCE STRUCTURE COMMENTS

Comments made by Appraisal Institute professionals regarding the Governance Structure Project

Team’s recommendations can now be viewed by other AI professionals, not just the national Board

of Directors, if commenters requested that their input be made public. View the feedback about the

GSPT’s recommendations (AI log-in required).

2018 INSTRUCTOR QUALIFYING CONFERENCE

The Appraisal Institute has scheduled an Instructor Qualifying Conference to be held on September

21 and 22, 2018. Mark your calendar and watch for more information if you are interested in

National USPAP 7-Hour Update

** NEW 2018/2019 VERSION **

COURSE CONTENT:

This one-day update course, copyrighted by The Appraisal Foundation, focuses on recent changes to USPAP requirements for ethical behavior and competent performance by appraisers. The course, which clarifies several commonly misunderstood aspects of USPAP, will aid appraisers in all areas of appraisal practice seeking updated competency in USPAP, including those subject to state licensing or certification and continuing education requirements imposed by professional organizations, client groups, or

employers.

NOTE: The Appraiser Qualifications Board (AQB) of The Appraisal Foundation has issued a statement that indicates effective 01/01/2005 an appraiser must successfully complete the 7-hour USPAP Update course every two years to meet the USPAP continuing education requirement. The appraiser can take the 15-Hour USPAP, bit it will only count for hours toward his state’s continuing education requirement; the 15-Hour program will not meet the

USPAP continuing education requirement.

COURSE PRICE DOES NOT INCLUDE A COPY OF THE 2018-2019 USPAP DOCUMENT, WHICH IS REQUIRED FOR COURSE CREDIT. Attendees must bring their own copy of the 2018-2019 USPAP document to class, which can

be purchased from The Appraisal Foundation at 2018-2019 USPAP.

EDUCATION CREDIT:

This course is approved for 35 points of Appraisal Institute education credit, and for 7 hours of BREA continuing education credit (BREA Approval No. TBD). This course is also approved in most other states for basic and/or continuing education credit. For more information about approval in other
