When it comes to document preparation, our Driving Licence
Application Checklist is all you’ll need to get organized. It
details all the documents you must have on hand to complete
an application.
Then, you’ll go right into our Step-by-Step Guide, which covers
the application processes. If you don’t have one already, you’ll
learn exactly how to obtain a Learner’s Licence as easily as
possible. If you already have a Learner’s Licence, you can skip
to the instructions for getting a Driving Licence.

How to Obtain a Learner’s Licence
Before obtaining a Permanent Driving Licence, an applicant
must obtain a Learner’s Licence (LL). This is a provisional
licence valid in all of India, that expires after six months from
the date of issue. It allows applicants to practise
driving and complete the required test.

Steps to Take Online
1. Visit the Sarathi Parivahan website, and select your State.
2. Click on “Apply Online” on the left navigation menu. Then,
select “New Learners Licence.”
3. Fill in your personal details, including personal and
address information.
4. Upload proof of age, proof of address, Form 1 and
parental consent (if applicable).
5. Upload a photo and signature.
6. Book a Learner’s Licence Test slot at a Road Transport
Office (RTO).
7. Submit payment for the applicable fee(s). You can
calculate a specific fee for your State and type of vehicle
by clicking on “Fee/Payments” on the main left menu.
8. Visit the concerned RTO on the scheduled date slot with
the printed Application Form (duly filled and signed) and
the other required documents.
9. Pass the knowledge test.

In Person
If the online application system is not enabled or you simply
don’t know how to use the online application system, you can
also apply for a Learner’s Licence in person.
1. Fill the application form with the necessary photographs,
as well as proof of your age and address.
2. Visit the nearest RTO and submit your application.
3. Request to schedule your Learning Licence test.
4. Visit the office at the scheduled date and time.
5. Pass the written knowledge test.
6. Once you pass the test, you will receive your Learner’s
Licence at the address you provided.
Note:
Learner’s licences are granted without having to take a road test.
You only need to take a knowledge test. This RTO exam will check
your understanding of both road regulations and driving safety
signals.

Types of Driving Licences
Licences for Personal Use
LMV-NT - For light, non-transport motor vehicles
MC 50CC - For motorcycles that have an engine capacity
of 50 cc or less.
MC EX5OCC - For light motor vehicles, motorcycles that
have an engine capacity of more than 50 cc, or
motorcycles with gear
FVG - For motorcycles without gears, regardless of
engine capacity (such as mopeds or scooters)
MCWG or M/CYCL.WG - For any and all motorcycles with
gear
Licences for Commercial Use
LMV-TR - For light motor vehicles that are used for
commercial purposes
LMV-NT — For light vehicles that are used for commercial
purposes, but not transport
MGV — For vehicles that will carry a medium amount of
goods
HGMV - For motor vehicles that carry heavy goods
HPMV — For heavy vehicles that carry passengers

Eligibility Criteria Motorcycle with gear - Applicants must be at least 18
years of age
Motorcycle without gear – Applicants must have at least
16 years old and have his or hers parent’s consent.
Heavy commercial vehicles – Applicants must be at least
18 years old, have cleared the 8th standard and be
trained by a state RTO-authorised training school.
Note:
Foreign applicants will need to provide certificate of address as
well as an attestation of addresses in the country as proof of
address.

How to Change the Address on a Driving
Licence
You must notify your local RTO of an address change no more
than 30 days after moving.
What You Need
1. A valid Permanent Driving Licence (if your licence is
mutilated or if you have to renew your licence)
2. Clearance Certificate (CC) or No Objection Certificate
(NOC)
3. Change of address application
4. Proof of your new address (passport, EPIC, utility bills,
caste and income certificate, life insurance policy)
5. Payment for fees
Steps to Take
Online
1. Visit the Sarathi Parivahan website and select your State.
2. Click “Apply Online” on the left navigation menu. Then,
select “Services on Driving Licence.”
3. Complete the application with your personal information
(name, date of birth, Driving Licence number, etc.), as well

as the state and RTO the licence you wish to request the
change to.
4. Select the service. Then, select the state and RTO you
wish to submit the request to.
5. Select “Change of Address”. Next, choose the address
you wish to change (permanent, present or both) and
enter the new address information.
6. Print the acknowledgement and completed form(s).
7. Upload the documents required.
8. Pay the necessary fees. The address change fee is 200,
but you will also need to pay for the form as well as
additional administrative charges.
In Person
1. Request either a Clearance Certificate (CC) or No
Objection Certificate (NOC) at the RTO the DL was first
issued.
2. Write a change of address request to the local RTO in
plain paper.
3. Visit the nearest RTO and provide the necessary
documentation along with the written request.
4. Pay the fees.
5. Once the documents are verified, the RTO office will
provide an acknowledgement.
6. You will receive your Driving Licence with your new
residential address listed in a few days via Indian Postal
Services. If you have moved from one city or state
to another, then your licence can take
between 30 to 60 days to arrive.

How to Change Your Name on a Driving
Licence
What You Need

4. Select the service. Then, select the state and RTO you
wish to submit the request to.
5. Fill in your personal details, including DL number,
personal details and address information.

If you prefer to request the change of name in person, then
simply visit the nearest RTO with the documents and request
letter.
Note:
Applicants from another states will need a NOC issued by the RTO
where the original DL was issued.

How to Renew Your Driving Licence
Permanent Driving Licences are granted for 20 years or until
the holder turns 50 years of age. Applicants can renew their
driving licence up to 30 days after its date of expiry. Any
licence renewed after such time will have an additional 30 fee.

Driving without a valid licence is a punishable offence and can
lead to a 500 and as much as three months of Imprisonment.

Steps to Take
Online
1. Access the Sarathi Parivahan website and select your
State.
2. Click on “Apply Online” on the left navigation menu.
Subsequently, select “Services on Driving Licence.”
3. Complete the application with your personal information
(name, date of birth, driving licence number, etc.), as well
as the state and RTO of the licence you wish to request
the change to.
4. Select “Renewal of D L.” Then, select the state and RTO
you wish to submit the request to.
5. Place a tick on the sworn statement on the left and enter
the captcha. If you wish to update your address, you can
do so here as well.
6. Print the acknowledgement, forms 1 and 1A.
7. Upload the documents.
8. Visit the RTO you requested the renewal at and bring the
documents. Remember Form 1 needs to be filled out by
your physician.
9. Once verified, you will receive your renewed DL at home in
no more than 15 days.

In person 1. Visit the nearest RTO to get the forms or download them
from the Parivahan Sewa website.
2. Fill the forms out and visit the RTO that issued your
expired Driving Licence. Bring all your documentation
with you.
3. Once the office verifies the documentation, you will
receive an acknowledgement.
4. Pay the fee.
5. Your Driving Licence will be sent to your residential
address in no more than 15 days.

How to Replace Your Driving Licence Duplicate Driving Licences can be requested in case the
original document is lost, stolen or damaged, or if the
photograph needs to be changed.

Online
Access the Sarathi Parivahan website and select your
State.
Select “Apply Online” on the left navigation menu. Then,
select “Services on Driving Licence.”
Provide your personal information, including your DL
number, your name, date of birth, the state and the RTO
that issued your document.
Verify your personal information.
Select the state and RTO you wish to request your
duplicate Driving Licence to.Then accept the Terms and
Conditions on the left navigation menu.
Select “Replacement of DL”. Next, print the
acknowledgement.
Upload the necessary documents.
Upload your photo and signature (only available for some
states)
Pay fees.
Once payment is approved, print the receipt.
After the verification process is completed, you will be
issued a duplicate.
To print the duplicate licence, visit the Sarathi Parivahan
portal, select “Print Licence Details,” then select “Print Driving
Licence” on the left navigation menu. Provide your application
number and date of birth, and print the document.

How to Check Your Application Status 1. Visit the Ministry of Road Transport and Highways
website and select your State.
2. Click on “Apply Online” on the left navigation menu. Then,
scroll down and select “Application Status.”
3. Fill in the Application Number and date of birth. Then,
select the web portal used to submit the application, if
necessary.
Note:
If you cannot find the Application Number, return to the main left
menu, click on “Apply Online,” and scroll down to select “Find
Application Number.” By providing information about the State,
RTO and applicant in question, you can obtain the Application
Number.

Frequently Asked Questions
1. When will I get my Driver’s Licence?
Learner’s Licences are issued and ready to collect within
7 days of passing the written test. Driving Licences are
sent to your address within 30 days. However, if you go
through the process via a driving school, it can take up to
2 weeks to be delivered. If after a month you have not yet
received your licence, check the status online or visit the
issuing RTO.
2. When can I request the Permanent Driving Licence?
You can begin the application process 30 days after
receiving your Learner’s Licence. You must request the
Permanent Licence within 180 days, since the LL is only
valid for 6 months.
3. How do I book a slot for my driver’s test?
Appointments can be scheduled in person at the local
RTO where you requested your licence or through the
Sarathi Parivahan website. Select “Appointments (Slot
Booking)” in the navigation menu on the left and then
click “Driving Skill test”. You can also book a slot for the
written
Learners Licence there as well.
4. Can I apply from a state which is different from my actual
residential address? If you have not yet applied for a
Learner’s Licence and are moving to the state you are

applying from, and then start the process in that state,
either online or in person.
If you have already obtained your Learner’s Licence from
the state you currently live in but want to apply for the
Permanent Licence in the state you are moving to, then
you will need to request a No Objection Certificate (NOC)
from the RTO that issued the LL.
If you already have a Permanent Licence and want to
renew it in another state, then you can request a NOC
from the issuing RTO.
5. Can I use my Driving Licence to drive outside India?
Yes. Indian Driving Licences can be used in certain
countries such as the UK but for limited periods of time.
Make sure you check whether the country you are
travelling to considers Indian Driving Licences are valid.
Otherwise, you will need to request an International
Driving Permit.
