GEI is pleased to announce that Stein Buer, a Senior Consultant with GEI's Sacramento office, was
recently presented with the ASCE Sacramento Outstanding Life Member Award at ASCE's Annual
Individual Awards & Installation Banquet held on September 16, 2014 in Sacramento.
The Outstanding Life Member Award is given to an individual who is a Life Member of ASCE (over
the age of 65 and dues paying member to the Society for at least 35 years, including the 10
consecutive years before becoming a Life Member) and must demonstrate a lifetime commitment
to the profession. Member nominations were submitted by individuals who felt the nominee
deserved recognition from the organization. Stein was nominated along with several other equally
deserving members from the Sacramento Section of the American Society of Civil Engineers,
which serves the Civil Engineers of Northern California from Stockton to the Oregon border and
from the Nevada border to the Coast Ranges. An Awards Committee of five Board members,
many of whom are Section Past Presidents, reviewed and voted on all submittals.
"Mr. Buer has dedicated over 40 years to serving the Sacramento area and the civil engineering
profession, remarked Kimberly Brown, P.E., 2013-2014 ACEC Sacramento Section President. "His
contributions to the profession have provided flood protection for thousands of residents in the
Sacramento area. It is the ASCE Sacramento Section's honor to award Mr. Buer the Outstanding
Life Member award for 2014."
With more than four decades of experience in water resources planning and engineering, with an
emphasis on flood management for state and local agencies, Stein has been working on several
projects with the California Department of Water Resources (DWR) since joining GEI in 2011. His
areas of expertise and accomplishment include strategic planning, policy formulation, program
and project management, and report preparation, primarily focused on execution of flood control
projects, flood forecasting and operations, flood emergency response, environmental restoration,
and land acquisition.

Prior to joining GEI in 2011, Stein worked with the California Department of Water Resources
(DWR) in several capacities, including a short stint as Acting Deputy Director for Integrated Water
Resources Management. He served as Executive Director for the Sacramento Area Flood Control
Agency (SAFCA) from 2004 through 2010, directing SAFCA's participation in the planning and
execution of major levee improvements, ecosystem restoration projects, land acquisition, and the
Folsom Dam Joint Federal Project in close cooperation with the U.S. Army Corps of Engineers, U.S.
Bureau of Reclamation, and DWR.
In his nomination form, Jason Fanselau, Program Development Manager from HDR, Inc. wrote:
"Stein has always been candid and realistic about policy and how to affect change. He humbly
and with great personal risk was willing to publically discuss some of the shortcomings of the
existing flood control system, its operations and maintenance and told the truth to help put
visibility on problems that needed to be addressed. That kind of bold leadership is rare in public
service. He has dedicated his career to serving our industry and our region and making the
Sacramento region a safer place for families to call home, much like he has since 1962."
