"We are discussing the play that occurred with 17 seconds remaining in the 2nd quarter,two plays preceding the foul situation wherein we called unnecessary roughness on No. 93for Pittsburgh."

"On third down, which was a running play, enough yardage was made to be a first down. Nowthe team was in the hurry up offense—they ran a play without a huddle. In this situation,anytime it's less than fourth down, we cooperate with them in our mechanics by making theball ready for play as quickly as we possibly can and they just go. this occurred. Fourthdown was an Incomplete pass, following which occurred the scuffle which led to the personalfoul and 15-yard penalty against No. 93. Admittedly, our mechanics were clumsy, but onthe third down play, they actually made enough yardage for a first down. The box man movedat the beckoning of the head linesman. He flipped from third to fourth down and It wouldappear from the press box that this was a fourth—down play. Actually, the position of theball will indicate when the films that this was actually a first—down situation."

"Because of the hurry-up offense situation, then the scuffle the next play, admittedly, nDtformally, indicates that first down. I think the position of the ball will indlcatewhatI have just said regarding the down which just occurred."

"Yes, it was what we call a dead—ball foul — a foul that occurred between downs. That downactually counts, we go the 15 yards from the succeeding spot which was the dead-ball spotand go from there first—down. The box man had not flipped it to first down and admittedlyin our hurry and to break up the scuffle, and all that went with It, we did not formallyindicate. I think you'll find the position of the ball following the third down play wassufficient to assure the first down. Therein lies the ruling."
