Reviving community life in the heart of the city’shistoric Bras Basah district, the Learning Hub is acomplementary blend of new and old. Centredwithin the borders created by Selegie Road, RochorRoad, Bras Basah Road and Victoria Street, (seemap on page 67) the Learning Hub is already hometo a number of traditional educational institutionsand numerous private education establishmentsand Arts facilities. Accommodation is an important considerationwhile you are living away from home. Youshould arrange for temporary accommodation(refer to Short-term Student Accommodationon page 11) before you leave your homelandunless you have already arranged long-termaccommodation for the duration of yourcourse.

Your institution in Singapore may be able tomake shor t - te rm accommodat ionarrangements for you. Alternatively, you cancall the Student Services Hotline at6831 3764 for assistance or visit the websitewww.singaporeedu.gov.sg Once settledin your temporary lodgings, you will havesufficient time to find the ideal permanentaccommodation to suit your needs andlifestyle.

The type of accommodation you choose willdepend on your personal circumstances andyour budget. There is a wide variety ofaccommodation types in Singapore to suitdifferent budgets and needs.

Accommodation OptionsThere are several accommodation options availableto you. You may find that you qualify foraccommodation provided by your institution ofstudy such as a boarding school, school hostel orHalls of Residence. Depending on your budgetand personal circumstances, you may also considerstaying in a private hostel or renting private housing– landed property, apartments, condominiums andserviced apartments. A more affordable option inthis category is to rent privately from tenants ofHousing Development Board (HDB) flats. Inaccordance with HDB guidelines, you can rent aroom in a HDB flat or the entire flat. For very short-term needs, a room in a hotel may be the preferredoption.

Housing Development Board (HDB)The Housing Development Board (HDB) is thegovernment body providing subsidised, affordablehomes of high quality to 84% of Singapore’spopulation. Integrated into environments that meetmodern lifestyle needs, each estate is a vibranthub of community life and activity, carefullylandscaped to make a better home for all.

Eligibility to Rent HDB FlatsBefore you rent a HDB apartment, you shouldknow the legal limitations on the landlord.

Subletting the whole flat: HDB flat owners mustseek approval from the respective HDB BranchOffice before subletting their whole flat. Ask tosee the approval or in-principle letter before yousign any contract.

Subletting bedrooms: HDB approval is notrequired for subletting of bedroom/s but theflat owners must continue to live in the flatduring the period of subletting. The maximumnumber of bedrooms that can be sublet andthe maximum number of occupiers* allowedin each flat depends on their flat type.

HDB flat owners of one and two-room flatsare not allowed to sublet their bedrooms.

Private Housing – Landed Property,Apartments & CondominiumsAn alternative is to rent a privately ownedapartment or house directly from the owner.This can be an expensive option, so sharingwith fellow students helps to spread the cost.These properties can be found advertised inthe newspapers, online, on supermarketnotice boards, or by hiring a property agent.

Renting Accommodation

Tenancy AgreementImportant points to note

• Your tenancy agreement is an agreementbetween the owner (landlord) and the tenant(you). You must be 21 years old to sign theagreement. You may consult the StudentWelfare Office at your institution or contactthe Student Services Hotline: 6831 3764 ifyou are below 21 years of age.

• Once the contract is signed, the landlord isunder no obligation to provide anything notspecified in the contract. Make sure yourcontract is complete for your requirementsbefore you sign. (See Before You Sign onpage 46).

• If you are the tenant signing the contract,you must inform your landlord if others areliving on the premises with you. Alloccupants’ names must be entered in thetenancy agreement. As the tenant, it is yourresponsibility to obtain all other occupants’legal documentation such as passports,passes and permits for the landlord andkeep him updated on new occupants. Neverallow the landlord to keep the originaldocuments.

• The Immigration Act requires by law thatlandlords renting accommodation toforeigners check and verify passport andStudent’s Pass details before they rent outthe property. The landlord will go to jail ifthe property is rented to illegal immigrants.

• The property is for you to live in only. Youcannot operate a business from yourlandlord’s property.

• Whilst occupying the premises, you mustallow the landlord or agent to bring potentialtenants or buyers to view the premises withreasonable notice given (24-48 hours).

• The agreement may be terminated if themonthly rent is overdue for more than 14days or if you breach any condition of thetenancy agreement.

• Tenant’s Covenants/PromiseThe tenant shall not:

– Remove anything from the property without the landlord’s permission

– Change any part of the premises orcontents without the landlord’s permission

– Assign or sublet the property– Keep any dangerous or illegal items

on the premises– Keep any animals– Be a nuisance to other occupants

of the building– Use the premises for illegal or

improper use

Basic House Inspection Checklist

• If you deal with a housing agent, check that theagent is licensed. Deal only with those that carryproper cards and identity tags and are licensed.(Their number is usually printed on their card).

• Is the place comfortable? Is it the right size? Isit within your budget? (Do not be tempted toaccept something you cannot afford). Does ithave air conditioning or fans?

• Is the house in good condition? Check for leaks,cracks, breakages, poor water flow, insecurewindow or door locks. Test the appliances thatcome with the apartment to make sure theywork.

• Ask the landlord how quickly damaged items /property can be repaired when a report is made.

• What bills are included in the rent? What billsare you expected to pay – water, gas, electrical,phone (and connection charges)?

Before You Sign

• Check your tenancy agreement. Make sure both you and the landlord agree on the details.How much will you pay and when? Howlong is the contract? Can you leave beforethe contract ends? What is the notice period?Does the contract state all these details?

• If the landlord says he will be fixingsomething before you move in, get him toconfirm this in writing. Once you havesigned the contract the landlord does nothave to agree to provide anything extra, somake sure you request all you need beforethe contract is signed.

• Get the landlord’s contact details in casesomething goes wrong. Take note of as manydetails as possible, including who you shouldphone if he goes away on holiday. Give himyour contact details in case of emergency.

• Establish whether utility bills are included in the rental rate. If not, what percentagemust you pay? Will bills be in your name? If so, you are legally responsible for fullpayment. Will your landlord inform therelevant authorities on billing instructionsor will you have to do it? Were outstandingbills settled by the last occupants? Ask to see the paid receipts, or get writtenconfirmation that the landlord will pay anyoutstanding bills on the apartment.

• If you are moving into shared premises,find out how bills are shared and settled.

• Check whether you can use the housetelephone. If you make local calls, will yoube required to pay the telephone charges,and if so, how much? If you install yourown telephone line, you will need to payS$500 as a deposit to SingTel. This depositwill be returned to you when you cancelthe telephone line, upon payment of anyoutstanding charges.

• As the tenant, you will be expected to replaceand pay for light bulbs, as and when needed.

Signing the Tenancy Agreement

• Do not feel pressured into renting a place untilyou are comfortable with it, as you are under noobligation to the landlord or the agent, shouldyou use one. You should be very clear beforesigning any documents whether you will besharing the room with any other person(s) forthe entire duration of the rental period.

• Once you have decided to rent a property, youwill sign a legal document known as a tenancy(rental) agreement and retain a copy for yourreference. Refer to Tenancy Agreement: Important points to note and make sure yourcontract complies. Double check that the personyou are dealing with is the rightful owner/landlord.Ask for his identity card and proof of propertyownership if necessary.

• It is common practice for the tenant to pay stampduty on the tenancy agreement and a securitydeposit equivalent to one month’s rental, togetherwith the first month's rental before you movein. If you are using an agent, one month’s rentis also payable in commission to the agent’scompany. Thereafter, payment is usually madeon a monthly basis to the landlord. The securitydeposit is refundable at the end of the contractperiod, provided there is no damage to theproperty. Any damages or breakages causedduring your stay will be deducted from thesecurity deposit at the end of your contract. Insome cases, the security deposit may also notbe refunded if the tenant does not give sufficientnotice to the landlord when moving out beforeexpiry of the contract.

• Go through the inventory list (a list of items inthe apartment for the tenant’s use that belong tothe landlord) and make sure everything is presentand in working order before signing theagreement. If the landlord is residing in theapartment, check whether use of commonhousehold facilities like the kitchen, TV, etc. isallowed.

• Make sure you have fully understood the termsand conditions/contents of the lease and havesettled any uncertain terms with the landlord beforesigning the tenancy agreement. If you do notunderstand, seek advice from the Student WelfareOfficer at your institution/school or contact theStudent Services Hotline: 6831 3764 if you needhelp. Do not feel pressured by the landlord to signthe agreement if you feel uncomfortable with it.

• If your student agent is not trained in tenancyissues, seek the assistance of a licensed housingagent.

• Hand the rental fees directly to the landlord/owner,to avoid possible misunderstandings ormishandling. It is best that you make chequespayable to the landlord/owner’s name. Ensurethat you receive a receipt from the landlordshowing the full amount of rental paid for theaccommodation.

• Keep a copy of the tenancy agreement for yourown records. Obtain receipts for all paymentsmade, for example security deposit, monthlyrentals, etc.

• Your possessions are not covered in the landlord’shome contents insurance. It may be advisable totake up personal home contents insurance tocover your valuable belongings.

Your Relationship with Your LandlordRemember to be polite and co-operate with yourlandlord. Treat your landlord the way you wish tobe treated. Show respect for him and his propertyand you should receive the same treatment.

Many problems arise when tenants expect animmediate response to requests for change. Bereasonable with your expectations. Do not expectthe landlord to act immediately if your request isnot an emergency.

Common Courtesies When SharingAccommodationLiving in Singapore, you may find customsand religions different from those in yourcountry. Respect them and observe thesecommon courtesies:

Household practices

• It is a common custom in Singapore toremove your shoes before you enter a houseand leave them at the door

• Keep the accommodation clean and tidy• Keep the kitchen clean and wash up cutlery

and crockery daily• Keep the bathroom clean by washing it

regularly. Flush the toilet after use.• Organise a timetable for use of the washing

machine• Take in your laundry when it is dry to allow

others in the house to do their washing• The washing machine is meant for washing

your clothes and linen. Do not washfootwear in the washing machine

Religious practices

You may be sharing your accommodationwith people of different faiths. It is importantto respect their beliefs and not impose yourbeliefs on others.

Storing food: The consumption or handlingof certain food is prohibited in some religions.Please respect your housemates religiousdietary restrictions. For example, Muslims donot eat pork or cook with alcohol or pork fat(lard). Hindus and Buddhists do not eat beefand some may be vegetarian. Ensure thatyou store and cook these products separatelyif your housemate observes these religiouspractices.

Religious rituals: Your housemates will respectyour need to pray, but to show mutual respect,keep your religious practices private. Conduct yourprayers in your own room. Do not disturb yourhousemates in the common room with the burningof incense and other religious rituals.

Care of pets

Depending on your tenancy agreement, you willprobably not be allowed to keep a pet. If you areallowed, remember that it is a lifelong commitment.As most animals have a lifespan longer than yourstay in Singapore, it is advisable to postponeowning a pet until you return to your own country.If you do decide to have a pet, keep its living areaclean and odour free, out of respect for yourhousemates and for the health and well-being ofthe animal. Keep in mind that you will not be ableto bring a dog within the proximity of a Muslim.

Household etiquette

Although you may feel you have gained a degreeof freedom by living away from home, you shouldstill observe some basic rules of householdetiquette:

• Obtain permission from your landlord if you arebringing guests to stay

• Observe curfew hours by not returning hometoo late and be careful not to disturb thehousehold upon your return

• Do not smoke in your room• For the protection of your possessions and for

your personal safety, keep your room locked atall times

Equipping Your Home

How you go about equipping your new homewill depend on what has already beenprovided, how long you intend to stay, yourpersonal preferences and your budget.

When renting, most accommodation comessemi or fully furnished, meaning that mostfurniture you need is already provided. Youneed to check before you sign the tenancyagreement for what is included so you canmake a decision about what you need to buyand if you can afford to do so.

Second-hand ItemsIt is possible to buy second-hand furnitureand utensils, which will save you somemoney.

Salvation Army Family Stores and theclassified section of the newspapers are goodplaces to look for second-hand items.Singapore has a large community ofexpatriates and as such, many people leaveSingapore wanting to sell furniture they donot wish to take home. Look foradvertisements on notice boards insupermarkets such as Cold Storage for somegood bargains. You may also be able to buypersonal and household items from fellowstudents leaving Singapore.

New FurnitureIf you wish to buy brand new furniture, manyfurniture stores offer interest-free creditarrangements. Some stores offer hirepurchase facilities for which you will need aguarantor – a Singaporean citizen who willagree to take on the debt if you fail tocomplete payment.

Buying SmartBefore you make your purchase, shop around tofind the cheapest price. You will often find thatprices are lower in HDB estates than in morecentralised shopping areas.

Public Utilities

Electricity, mainline gas supply, water and wastedisposal services are billed by Singapore Power.If you are renting a whole apartment or flat, acombined bill for all these services will be sent toyour residence, and is payable on a monthly basis.

If you are renting a single room in a property, findout if the utility bill is included in the rental fee. Ifnot, find out what percentage of the bill you willhave to pay.

Payment can be made at any Post Office via cashor NETS, by cheque through the post or via Internetbanking once you have set up a bank account. Ifit is necessary to register for power services atSingapore Power, a one-time refundable depositis payable.

In most properties, cookers are powered byportable gas tanks supplied by private companiesoperating locally. A deposit is payable for the firsttank and replacements are delivered on demand,usually within 15 minutes of your phone call.

To keep your power bills down, always switch offlights, fans, air-conditioning and other electricalitems when not in use.

Amenities in and around HDBand Private Estates

HDBHDB apartments are centred in residentialdistricts, sometimes known as the Heartlands.They are serviced by local shopping amenities,and shopping centres in larger estates. Thelocal shops provide all the basic products andservices you will need.

Shopping Amenities

Each district is serviced by supermarkets,convenience stores, household, shoe &clothing shops, hardware stores, hairdressers,opticians, banks and post offices. Prices inthe heartlands are usually cheaper than incentralised shopping centres.

Wet Markets

These provide the cheapest solution to buyingfresh meat, fruit and vegetables. It is best togo early in the morning before things sell out.Most stalls in the market are closed onMondays.

Food Options

When you do not feel like cooking, eating outin Singapore is an affordable option. In yourlocal area you will find coffee shops, and foodcentres/courts selling a wide range of cookedfood. A meal will cost around S$3 to S$5dollars. Most outlets operate between 7 amand 11 pm with some open 24 hours a day.

You may also find more international restaurants,cafes and fast food outlets in and around shoppingcentres. You can expect to pay more for a meal atthese places.

Polyclinics

These are medical service providers whose feesare cheaper than private clinics. You can expect topay about S$15 per visit. This includes medication,which you can pick up at the polyclinic on the samevisit. Foreign students can see the doctor at anypolyclinic, but must produce their Student’s Pass.

Police Post

There is a police station or post in every district.Make sure you know where your nearest one is.The police are there to help you, so do not be afraidto ask for help if you need it. Take note of the toll-free Police Hotline for non-emergency calls:1800 255 0000.

Here in Singapore, the religions of different ethniccommunities are practised harmoniously alongsideone another. There are over 100 Community Clubs or CCs inSingapore serving the local residential districts.These are mostly offered free of charge butthere will be fees for individual activities. You will find abasketball court at most centres and these arefree of charge. Going to your local CC is anexcellent way to involve yourself in local activities,improve your English and develop friendships.

Transport

All HDB estates are served well by bus servicesand MRT lines. LRT lines operate to offer aneasy connection between suburban towns. Youcan buy an EZlink card at any MRT station. Its

value can be increased or ‘topped up’ with cashor a NETS card at machines located at MRT stationsand bus interchanges. The same card can be usedon all MRT, LRT and bus services. Using the EZlinkcard is not only convenient but it saves you money.If you need to change services during your journey,for example you have to take an MRT then a busto get to your destination, the bus fare will beautomatically reduced. You will not get this benefitif you pay for your travel in cash.

Private EstatesAmenities differ depending on the location. Thosenear HDB estates wil l enjoy the sameconveniences. However, some private estatestend to be more secluded and less accessible topublic transport. Private condominiums andapartments offer security services and may includea supermarket, swimming pools, tennis courts,gyms and other sporting facilities within theirboundaries.

What kind of accommodation is available tome?This depends on your budget, length of stay andwhether you are alone or with family. You can sharean apartment with other students, rent a wholeapartment or stay in hostels. Some private tenancyagreements will require a minimum term stay, sothis would not be an option if you were in Singaporefor only a few months.

Can I change accommodation during my stay?As long as you honour any contract you sign, youcan change accommodation.

Do I have to sign a tenancy agreement?Yes. Your landlord will prepare a tenancy agreementfor you to sign. Make sure you understand it fullybefore you sign. If in doubt ask your Student WelfareOfficer to help or contact the Student ServicesHotline: 6831 3764.

How much money do I have to pay when I move in?Normally, the landlord will ask for one month’s rentas a deposit in addition to the first month’s rent.This deposit will be returned to you when yourcontract ends (less any deduction for damage tothe property caused during your tenancy). If youhire a housing agent to help you find theaccommodation, you will have to pay the housing

agent the equivalent of one month’s rent as well.If you stay in a hostel, you may have to pay asmuch as 6 months’ rent in advance.

What if I want to move out in the middle of mytenancy term?You must follow the procedures agreed upon inthe contract and give your landlord the requirednotice. If this is not possible, speak to your landlordto find a suitable solution.

What if my living conditions are terrible andthe landlord won’t change anything?It is important that you are sure about your choiceof accommodation. Check your accommodationcarefully before signing the tenancy agreement.The landlord is under no obligation to improve itonce you have signed the contract. However, thelandlord does have an obligation by law to providesafe, sanitary accommodation. If you think youraccommodation is below the acceptable standard,ask your Student Welfare Officer to help or contactthe Student Services Hotline: 6831 3764.

The other students I share the apartment withare too noisy at night. What can I do?It is important that you are happy in the place youlive. If there is no change in behaviour after youhave calmly discussed the matter with yourflatmates, you will need to decide if you shouldmove out. If you have not signed the tenancyagreement and are listed as an occupant, thiswould be the easier option. If you have signed thetenancy agreement, you can refer the matter tothe landlord.
