Dear Resident/Business I am writing to inform you of the Council’s proposal to improve road safety in Armfield Crescent and St Marks Road. Recently residents of Armfield Crescent were informally consulted on a proposal to introduce a northbound ‘one-way working’ for vehicular traffic in their road. The proposal was supported by 88.6% of respondents and therefore the Cabinet Member for Environmental Sustainability and Regeneration has agreed that the Council should now proceed with a Statutory Consultation. As a result of some feedback received during the informal consultation stage, the council intends to introduce further measures within the vicinity of St Marks Primary School in order to further improve safety. SCHEME PROPOSAL The proposals are shown in the drawing overleaf and briefly described below: The implementation of a one-way system northbound in Armfield Crescent between its junction with St Marks Road and the entrance to Mitcham library car park. The reduction in length of existing yellow lines at 4 locations within Armfield Crescent. The introduction of a Zebra Crossing on St Marks Road at the entrance to St Marks Primary School. Upgrading of the existing loading and waiting restrictions to ‘At any time’ at the junction of the north- south and east-west section of St Marks Road. Adjustment of the existing kerbline at the bend outside number 47 St Marks Road so as to create a visual effect of a narrowed junction at entry resulting in slower vehicular entry speeds. The proposals 1,2, 3, and 4 are subject to a statutory consultation. Street scene improvement will also form part of the proposed work. A recent site survey identified some signs and posts which will become redundant as a result of the new road layout. All redundant posts and signs will be removed as part of the Council’s decluttering exercise. WHAT HAPPENS NEXT A Notice of the Council’s intentions to introduce the above changes will be published in the local newspaper, and posted on lamp columns in the vicinity. Representations for and against any element of the proposals described in the various Notices must be made in writing to the Head of Street Scene and Waste, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX or email traffi[email protected] by no later than 16 December 2011, quoting reference ES/SGE/ ARMFIELD-STMARKS. Objections must relate only to the element of the scheme that are subject to this statutory consultation. All representations along with Officers’ comments and recommendations will be reported to the Cabinet Member for Environmental Sustainability and Regeneration for consideration and a decision.
