RSDPs

In the year 2003 GoAP has proposed to convert STD/PCOBooths into ICT Kiosks in rural and Semi Urban Areas in theRural Service Delivery Points (RSDP)

The unit cost of conversion of STD/PCO booth to RSDP isfixed at Rs.50,000/-

Only 15% of the unit cost subject to a maximum ofRs.7,500/- per unit shall be met by government in form ofsubsidy

The STD/PCO booth owner shall meet Rs.7,500/- towardsmargin money from his/her own sources and the balanceshall be provided through a Commercial Bank

Service provider for RSDPs is APOnline APOnline and RSDPs are sharing the transaction revenues

on 30:70 ratio

APOnline

APOnline is the Joint Venture Company betweenGovernment of Andhra Pradesh and TataConsultancy Services with an equity participationof 89:11

APOnline is the service provider for RSDPs andalso rolled-out approximately 1224 otherfranchisee centers in Andhra Pradesh mostly inUrban areas

APOnline is providing G2C services to one of theSCA (M/s CMS Computers Ltd.) for CSCs

RAJiv

Rajiv Internet Village (RAJiv) project waslaunched in the year 2005 for establishing 11000ICT kiosks in rural parts of the State excludingRSDP villages

BEL and TIMES are selected to for implementingthe project

Both TIMES and BEL implemented the project infranchisee mode

TIMES has joined the CSC project in one Zone

Govt. Support to VLE

In Andhra Pradesh VLEs are working on franchisee model with theSCAs. VLEs have established the Centers and SCAs are providing theservices through their Data Centers.

CMS is sharing transaction charges revenue with VLEs in an ratio of35:65 depending on service

TIMES is sharing transaction charges revenue with VLEs 0.5% ontransaction value as commission for VLEs for electricity bill paymentand 0.25% on transaction value as commission for VLEs for LICPremium collections

The SCAs, CMS and TIMES are working with Zero Revenue Support.Due to this, SCAs are not providing any revenue support to the VLEseven when they are not sustainable


To attract more VLEs to the CSC fold, GoAP is proposing for revenuesupport for period of one year and maximum of Rs.2000 to the VLEsdirectly on monthly basis depending on their performance. To qualify forthis criteria the VLE shall perform for a minimum period of 3 monthsconsistently. Criteria for revenue support are listed as below:

Criteria-1: Maximum of Rs.500 as Revenue Support for better up-timeperformance on Online Monitoring Tool.

VLE who has an up-time performance of 90% on Online Monitoringtool will be getting Rs.500 per month



VLE who has an uptime performance less than 70% on OnlineMonitoring tool will not get any revenue support under this category


Criteria-2: Maximum of Rs.1500 as Revenue Support based on thenumber of transactions done by each VLE as per the below:

M/s KPMG Advisory Service Private Limited has been appointed as consultant to assist the department

SPC reviewed the scope and gave feed back on the RFP prepared by KPMG

Field study was completed in two districts namely Nalgonda & East Godavari.

RFP made by KPMG has been approved. Gazette notification is under issue, after which the RFP will be sent to identified implementation agencies

E-DISTRICT

Status of e-district

M/s Institute of Electronic Governance (IEG) is identified as Nodal agency for implementation of Pilot in Nalgonda district

M/s Wipro is selected as consultant for the project and submitted the RFP for rollout through out the State. It is under scrutiny and after approval will be sent to DIT for final approval by end of Sep-2010
