Petroleum Legislation Structure

Guidelines

Regulations stipulated by NPD

Regulations stipulated as

Royal Decrees or by Ministry

Acts

Diskos - Status and Future NDR7 12

The Petroleum Act 29 November 1996

The Legislation:

§10-4 Material and information concerning the petroleum activities Outlines the framework for reporting material and

information to the authorities

Legislation applies to anyone generating information regarding petroleum activity.

The operator assumes responsibility for information when a production licence is surrendered.

Material and information shall be submitted to the Ministry or to anyone designated by the Ministry.

i.e. In the case of Diskos – The Diskos Database Operator (SINAS)

Diskos - Status and Future NDR7 13

Data Reporting to the NPD

NPD is entitled to all information the oil companies have regarding their activity in Norway.

The Petroleum Act allows NPD to formulate detailed routines for reporting.

NPD holds a seat in all licence committees as an observer.

 NPD gives drilling permission.

NPD gives permission to perform all seismic surveys. If received information is not sufficient, additional reporting can be

requested by NPD.

Well Data

Diskos - Status and Future NDR7 15

Ownership of data - A key issue

Data is owned by the company that pays for its initial acquisition

and thus has the “copyright” or intellectual property rights to

that data

oil company (private or state owned)

 licence group

 spec company

 NPD

Data may be purchased – User Rights or Owner Rights

In the Diskos Database, the entitlements to the data will be updated thus giving

access to the “purchaser/buyer”

User Rights may be purchased or Owner Rights

Data may be traded – User Rights only

Data may by traded and in the Diskos Database entitlements to ”Traded Data” will

be updated by the Trade Operator (for most licences – OLF-Trade)

Diskos - Status and Future NDR7 16

Release of data

§ 73 Regulations to Act relating to petroleum activities

 Release of seismic data/well data

Licence data is confidential for 2 years

Data not owned by a licence group is confidential for 5

years

Market available data (spec) is confidential for 10 years.

Sensitive information (interpretations etc) is confidential

for 20 years

Data from a licence area which is relinquished or

surrendered, is no longer confidential

Reporting and dissemination of data

Areas of focus:

Reporting requirements for main data types

Data ownership

owner rights

user rights

Release of data

Practical implications E&P Data and Knowledge Management - Bahrain May 2006 23

The Petroleum Act 29 November 1996

(revision of previous legislation)

The Legislation:

§10-4 Material and information concerning the petroleum activities Outlines the framework for reporting to the

authorities

Legislation applies to anyone generating information regarding petroleum activity

Licence operators have a special responsibility for information management

Material and information shall be submitted to the Ministry or to anyone designated by the Ministry.

i.e. In the case of Diskos – The Diskos Database Operator (SINAS)

Diskos - Status and Future NDR7 40

NPD Work Group

– Legislation relating to geodata

Background and Aims To clarify various issues raised by the industry relating to

the use of geodata.

The aim is to draft proposals for changes in the legislation and to clarify guidelines applicable to the industry

 Examples

If there is an obligation to acquire seismic data as part of a work programme, what is the situation relating to collection of own data or spec data?

This has consequences for existing data release mechanisms

Today there is no specific legislation (i.e. guidelines) relating to:

Field data, reprocessed seismic data...

SEISMIC DATA

Diskos - Status and Future NDR7 44

Increase the scope of seismic data

Field data

Pre-stack data

Post-stack data

Diskos - Status and Future NDR7 45

Current NPD Reporting Requirements

Processed seismic data (SEG-Y) : Raw Stack

 Raw Migration

 Filtered Migration

 Velocity Data

 Navigation data

The aim will be to encompass other versions in the mandatory reporting requirements including pre-stack data

Diskos - Status and Future NDR7 46

Field data

Access to field data

Where is the data?

Can you get access?

At what cost?

What is the quality?

Diskos - Status and Future NDR7 47

Field data - Two main issues

1.Establish specific reporting

requirements for field data

from point in time

2.Decide what to do with legacy

field data

Diskos - Status and Future NDR7 48

Diskos - Status and Future NDR7 49

Challenges with Field Data

Many vintages each with their own particular problems

QC of navigation data is a big issue Possible pilot projects to see extent of problems?

 Propose solutions

Discuss with the industry what the next steps should be

Getting the industry to agree on a common way forward! Different strategies in different companies

A challenge to gain consensus

Can we get a good business model in place? Legacy data

 New data

Diskos - Status and Future NDR7 50

Seismic Field Data - SEG-D Revision

 SEG-D rev 2.1 (2006)

 SEG-D rev 3 (2006-2007)

Smooth transition from old to new tape

technology

 Reduced costs (better ROI)

Faster i/o (Acquisition & Data Processing)

Total cost of ownership will decrease significantly if

multiple vessel lines can be recorded per cartridge

Diskos - Status and Future NDR7 51

The way forward

Discuss specific issues in t Diskos the Seismic Data Work Group

Possible NPD pilot project to reprocess older data sets and reformat tapes SEG-D 2.1

 Document problems

Form the basis for revised NPD guideline

Cost recovery by making data available to industry

Discuss and collaborate with major players Statoil, Hydro, Shell

Address issue with the Norwegian Oil Industry Association (OLF)

Diskos - Status and Future NDR7 52

Pre-Stack and Post-Stack Data

Discuss and agree with the industry on suitable

guidelines for reporting and storing pre-stack data sets

(final products/significant versions)

Expand the reporting requirements for post stack data

to encompass final products/significant versions

The NPD/Diskos have a number of challenges relating

to reporting, release and subsequent use of spec data

 Mainly legal issues

Diskos - Status and Future NDR7 53

Life of Field Seismic Data

Continuous collection of data for reservoir depletion

monitoring No guidelines in place for reporting data sets

There are significant volumes of data to be managed

Survey size – typically 4-7 TB of data

BP are with a big focus on this in the Valhall Field development of XML standard for data transfer?

Grav-Mag Data – Status and Future

 Currently reported to NPD

Not handled at all well – Lack of policing Obligation to report all such data – is all the data reported?

 Increasing interest for this data

Especially if there is no seismic coverage, but also of use along with

the seismic data

Lack of formats for grav mag data ASCII files, but no agreed standards

What is the coverage of grav mag data on NCS?

Norway can learn from experience on UKCS

WELL DATA

Diskos - Status and Future NDR7 57

NPD Revision of the reporting requirements for

well data - 2000

Objectives To build a National Digital Library for well data

To serve the needs of the NPD and oil companies

 Revised Reporting Procedures

Reported data should be structured and named to be

compatible with the National Database

The activity of reporting should be aligned as closely as

possible with the oil companies’ normal business

 Reporting Standards

These are set by the database structure.

Set HIGHER than previous industry practice

Load more data types “Live”i.e. access through Recall

Streamline procedures for receipt and loading of well data

Improve indexing of data for improved access

Diskos - Status and Future NDR7 61

Some well data issues

Final well reports are confidential for 20 years Contain a lot of data that is defined as raw data with a 2 year release

period

Possible solution is to ask for submission of a two part reportRaw data + Interpreted data – ref. Western Australia

Should Norway adopt the UK system of using data release agents for well data? Aim to allow 3rd party access to Diskos database

Allow for version control of well data, i.e. deviation survey Basis for decisions? SOX compliance

No deletion of reported data from the database

Production data is handled by other organisational

units

 Establish good working relationships within

companies

Complex processes to get data out of internal systems

into a central database

What do we do with changes to historical data sets that

need to be revised?

Diskos - Status and Future NDR7 69

Real Time Data

What will we do with all this data?

The industry is collecting increasing amounts of data

What do we do with long term storage?

What do we need to store?

Can we begin to collect only data that deviates from the “norm”, i.e.

indicating that something special or wrong is happening

How do we reconcile the handling of real time well

data with our current reporting requirements for well

data? An issue for the industry and the authorities

Diskos - Status and Future NDR7 70

Increased Focus on data quality

Improved QC of data at all stages in work processes

Validation routines (automated) “Smarter data acquisition”

Data Management is a key element in integrated

operations (Field of the Future)

Ref Wall-Mart – AAQT (ask any question at any time)

The aim must be to give all data sets a “Quality

Stamp” according to predefined criteria
