Statistics on Water Resources, Water Use and Wastewater

Treatment – Use of Data from Non-statistical Sources

Eligibility period:

from 01.05.2011 to 31.10.2012

Aims of the project:

elaboration of a list of data available from national non-statistical sources

on water statistics,

reconnaissance of the availability of data from the above mentioned field

on the level of river basin areas.

REALIZATION OF THE PROJECT

Stages of the project

first – from 1 May 2011 to 30 April 2012: works of a diagnostic and

analytic character,

second – from 1 May 2012 to 31 October 2012: works of a conceptual and

analytic character.


Results of works:

list of data in the field of water resources, water use and wastewater

treatment, originating from non-statistical sources,

information on data originating from non-statistical sources, taking into

account existing additional sources of statistical data available on the level

of river basins,

report containing a detailed documentation.


Cooperation with national experts

Specialists in the field of water management, water monitoring, systems of

hydrological and hydrogeological data processing:

National Water Management Authority,

Chief Inspectorate of Environmental Protection,

Institute of Meteorology and Water Management - National Research Institute,

Polish Geological Institute - National Research Institute.


Analysis of administrative sources in order to determine their

usefulness in water statistics

review of the JQ-IW taking into account data availability and identification

of gaps and items to be filled in,

review of national non-statistical sources of data in the field of water

resources and water use,



usefulness in water statistics (cont.)

presentation of tasks performed by each of the institution and the range of

performed surveys, databases and systems for data gathering, forms of

publications and availability of collected information,

analysis of the obtained from experts structures of databases and systems

of data gathering led according to obligatory legislative rules,




choice and compilation of a list of data – made by employees of the

statistics - which can be used to supplement information transferred to the

Eurostat,

presentation (to the experts) of information concerning separate variables

originating from non-statistical sources,




The opinion of experts included:

methodological concordance of data identified in administrative databases

and systems with data required in the JQ-IW,

evaluation of the possibility of permanent acquisition of variables by the

statistics for reporting needs,

evaluation of the possibility of presenting these data (their aggregation)

by catchments/river basins,

defining barriers and perspectives in the field of constant use of data

from non-statistical sources to enrich the water statistics.


Reconnaissance and determining the availability of useful for

the Eurostat data in the arrangement of the obligatory

hydrographical division of Poland

analysis of non-statistical sources taking into account additional statistical

sources,

preparation of a list of information from the JQ-IW available on the level of

river basins,

verification of information concerning the availability of useful data in the

arrangement by the obligatory hydrographical division of the country.

Actions recommended after finalizing the project

on the level of national statistics

elaboration of a document containing information on the realized project,

adjustment of the methodology of collecting statistical data on water

supply and sewage disposal economy as well as templates of reporting

forms to the Eurostat’s methodology,

adjustment of statistical IT systems to the possibility of presenting data

in the obligatory hydrographical arrangement of Poland,

enwidening the cooperation with institutions conducting databases and

systems in the field of water supply and sewage disposal economy,

presentation of data on water statistics by river basins,

undertaking works aiming at elaboration of adequate contents of

definitions and proposals connected with placing them in glossaries

(dictionaries),

proposal connected with introduction of adequate formal and legal

entries,

determination of detailed competences of separate institutions and

services in the field of gathering data on water supply and sewage

disposal economy,

introduction of changes and supplements in Polish legislation in the field

of application and use of unique identifiers/codes of water intakes and

wastewater discharge points in institutions connected with water supply

and sewage disposal economy,

acquisition of information on geographical coordinates and codes of

uniform parts of waters.

discussion on OECD and Eurostat Working Groups concerning:

- elaboration of guidelines and selected definitions concerning the quality of waters in tables 8 and 9 of the JQ-IW,

- limiting the range of transferred data in the contex of rational use of financial means of the EU and Member States.


Influence of results of the project on the increase of the

availability and quality of information in the field of water

statistics transferred on the JQ-IW

the set of data in the division by river basins shall contribute to the

increase of the number, quality and compatibility of data transferred to the

Eurostat,

after implementation of separate recommended actions it shall be possible

to transfer a wider set of data to the JQ-IW.
