The Climate Group works with state and regional governments to:

Accelerate the pace of climate policy development and adoption at the sub-national level. States & Regions Alliance governments are leading the way on innovative climate and energy policy, shaping the world’s future policy landscape. Through our Policy Innovation Program, The Climate Group provides a forum for peer-to-peer learning and aims to accelerate the pace of climate policy development and adoption.

Measure and profile the climate commitments and actions made by state and regional governments. States & Regions Alliance governments are setting ambitious climate targets and standards for impactful global climate action. In 2015, over 40 governments have reported over 300 climate commitments and actions to the Compact of States and Regions.

Promote an ambitious global response to climate change in line with science. States & Regions Alliance governments are important stakeholders in the international climate governance processes.Together we are working to bring global attention to the climate leadership of sub-national governments and to encourage greater ambition at national and international levels.

enerGy And renewAbleSfinAnCe And eConoMy TrAnSPorTATion Australian Capital Territory: Leveraging an innovative reverse auction process to award large-scale feed-in tariffs. 90% of electricity will be generated from renewables by 2020; targeting 100% by 2025.

Basque Country: Increasing share of renewables in final energy mix through research in offshore facilities to harness marine energy.

Brittany: Eilañ Publi-Private Fund for renewable energy has target of €100 million.

British Columbia: Over 95% of electricity generated from hydroelectric plants.

California: Location of the world’s three largest solar plants (Solar Star, Desert Sunlight and the Topaz project) with a total capacity of 1,679 MW.

Île-de-France: €20 million in subsidies to install renewable energy devices.

La Réunion: On track to be 100% renewable by 2025-30, with energy mix of biomass, marine energy, photovoltaics and wind.

New york State: The Reforming the Energy Vision and Large Scale Renewables programs will transform the electricity system so that 50% of generation is renewable in 2030.

North Rhine-westphalia: In 10 years wind energy will increase from less than 3% to 15% by 2020.

Ontario: Phased out coal in 2014 and reduced carbon emissions 19% in 10 years.

São Paolo State: Increasing the share of renewable energy in the region-wide energy mix to 69% by 2020.

Scotland: 100% equivalent of gross electricity demand will come from renewables by 2020. Currently Scotland is home to two of Europe’s biggest wind farms.

South Australia: Electricity generation from renewables grew from 1% in 2003 to 41% in 2015.

upper Austria: Renewable energy sources provide 80.7% of total electricity consumption and 44.5% of total heat consumption.

Basque Country, British Columbia, California, Catalonia, Connecticut, Lombardy, Ontario and Scotland: Incentives or subsidies provided toward purchase of new plug-in hybrids, electric vehicles or EV charging stations.

Basque Country: Target of 27% alternative fuel energy sources by 2030 and 100% by 2050.

Bavaria: Planned investment of €64 million to research electro-mobility, working with automotive industry.

California, Connecticut, vermont and Québec: International Zero-Emission Vehicle Alliance accelerates global adoption of ZEVs.

Ontario: Multi-billion-dollar commitment to transform commuter rail network into fully electric Regional Express Rail system.

Manitoba: Diesel fuel sold must contain at least 2% biodiesel on an annual pool average. This results in GHG reductions of over 55,000 tons annually.

New york State: Through ChargeNY initiative, the state aims to accommodate more than 30,000 plug-in electric vehicles by 2018 and 1 million by 2025.

North Rhine-westphalia: Aims to become Europe’s first large-scale model region for electro-mobility, with 250,000 electrical vehicles by 2020.

Rhône-Alpes: Committed to 17% reduction in energy consumption by 2020 in transportation sector (1990 levels).

Baden-württemberg: Increasing energy productivity by 2% annually to 2020.

Brittany: Eco-Energy Plan underway, helping consumers cut energy bills through efficiency and smart metering. EcoWatt scheme advises citizens to reduce consumption in peak hours by SMS.

Catalonia: Catalan Strategy for Energy Renovation of Buildings 2014-20 aims to cut 22% of the CO

2 emissions of existing residential

buildings by reducing energy use by 14.4%.

jalisco: Set to achieve 12% increase across regional government buildings and fleets by 2018 based on 2013 levels.

New york State: Reduced building energy consumption by 23% by 2030 (from 2012 levels), or by 600 trillion Btu.

North Rhine-westphalia: 100 Climate Protection Estates Project aims to reduce heat-related CO

2

emissions in residential estates.

Manitoba: Power Smart Program by Manitoba Hydro saves consumers over CAD$36 million annual energy bills and over 700,000 tons of GHG emissions.

New South wales: Market-based Energy Saving Scheme helps households and businesses save energy, with legislated target for electricity retailers to purchase energy savings certificates.

South Australia: Improving energy efficiency of government buildings by 30% by 2020 (2001 levels), and of residential dwellings by 15% by 2020 (on 2003 levels).

victoria: The Victorian Energy Efficiency Target scheme has saved over 29 million tons of CO

2

equivalent emissions since it started in 2009.

wales: Target to reduce energy consumption by 18% by 2020 (on 2007 levels).

Catalonia: Co-created the Pyrenees Climate Change Observatory to monitor and study climate change in the Pyrenees.

Baden-württemberg, North Rhine-westphalia, Ontario and wales: Comprehensive regionwide stakeholder consultations for the development of climate strategies.

Gujarat: Department for Climate Change, established in 2009, now has 39 clean energy initiatives.

kwaZulu-Natal: First provincial South African government to establish a Climate Change and Sustainable Development Council.

wales: Well-being of Future Generations Act 2015 requires all climate risks to be fully considered by all public bodies for future policies.

washington, California, British Columbia and Oregon: Formed the Pacific Coast Collaborative, a framework for cooperative action on regional development and sustainable prosperity.

At Climate Leaders Summit, States & Regions commit to develop low carbon policies and regular reporting.

Over 50 sub-national government leaders sign the Clean Revolution Statement at the Rio+ 20 Earth Summit.

New South wales: Online portal nsw.gov.au provides adaptation solutions to citizens.

Ontario: Great Lakes and St. Lawrence Cities Initiative supports local action through the Municipal Adaptation and Resiliency Service.

Québec: Under the 2013-2020 Climate Action Plan, CAN$200 million is dedicated for adaptation actions in order to make society more resilient.

South Australia: Framework model for adaptation planning reflects local needs and leverages decision-making bodies.

Queensland: Supporting adaptation action through AUS$15 million for the Climate Adaptation Strategy and Climate Change (Coastal Hazards) Adaptation Program.

Connecticut: Emissions dropped 10.5% between 1990 and 2012 at the same time as population grew 9% and economy increased 41%.

Île-de-France: Absolute emissions reduction target of 75% by 2050 (below 1990 levels).

Québec: GHG emission reduction target of 20% by 2020 (under 1990 levels).

Scotland: Target to reduce GHG emissions by 56% by 2027 (below 1990 levels) and a 2030 decarbonization target for energy sector of 50gCO

2/kWh.

South Australia: Net emissions dropped 9% between 1990 and 2013 at the same time as gross state product grew by over 60%.

wales: Will reduce GHG emissions by 40% by 2020 (below 1990 levels) and by 3% annually.

Alberta: Phasing in a carbon price of CAN $30 per tonne and phasing out all coal emissions by 2030.

Connecticut, New york State and vermont: Among 9 state governments who formed The Regional Greenhouse Gas Initiative, the first market-based GHG regulatory program in the US.

North Rhine-westphalia: Green-Tec start-up initiative, KUER, incentivizes innovation and entrepreneurship.

Ontario: First province in Canada to develop green bond program.

Québec: Clean Tech cluster, Ecotech Québec, reported an 8% increase in private sector investment from 2012 to 2014 and established Plan Nord, a CAN$80 billion, 25-year plan for sustainable development.

Rio de janeiro State: Energy and Development Green Fund established in 2012 for energy projects and sustainable infrastructure.

Scotland: £2 billion invested from 2013 to 2016 to help deliver emissions cuts.

South Australia: Investment target of AUS$10 billion in low carbon generation by 2025.

victoria: AUS$200 million for the Future Industries Fund, including AUS$20 million New Energy and Jobs Fund.

More than two thirds of States & Regions members have adaptation plans in place, and 13 governments share innovative policy approaches through the Adaptation Peer Forum.

Led by the Government of Brittany, 12 governments have joined our Clean Tech Innovation Peer Forum to accelerate global learning and innovative climate policy. States & Regions promotes clean-tech clusters to connect SMEs with inventors, investors, manufacturers, suppliers and universities.

States & Regions Alliance members are a driving force behind the Compact of States and Regions and the under2MOu, setting ambitious GhG reduction targets and committing to report against these targets on an annual basis.

The Climate Group has conducted in-depth research on the powers and actions of global states and regions to support collaboration between members of the Alliance.
