The named entities agree to complete the following project deliverables in accordance with the following terms. I. Scope The University of Minnesota is seeking to develop and deliver the technical, data and process infrastructure for an Enterprise Geographic Information System (GIS), and then organize appropriate existing and future departmental GIS within the Enterprise GIS umbrella. The first iterative product – the U of M Interactive Campus Web Map – is designed to deliver a viable and visible business product on top of an architected, scalable and high-performing technical and data infrastructure and governed by an Enterprise GIS Service Center capable of servicing and supporting ongoing GIS operations and new development. Not all of the target architecture, target data or target business processes/policies will be available at the end of this product delivery, but core pieces of the thoughtfully architected solution will be servicing the Interactive Campus Web Map as well as forming the foundation for future GIS products and services. Environmental Systems Research Institute Inc. will be engaged to provide GIS area subject matter expertise as part of the PMO’s Enterprise GIS project team. Environmental Systems Research Institute Inc. roles and responsibilities will revolve around: Providing Enterprise GIS technical and data architecture and infrastructure recommendations and validation directly resulting in a U of M Enterprise GIS Target Architecture, and Providing web development services integrating GIS and web capability directly resulting in a functional and repeatable standard web presence for U of M GIS output starting with the Interactive Campus Web Map. II. Responsibilities The responsibilities under this Statement of Work shall be as follows: University Services PMO (via the Enterprise GIS project team and/or OIT) 1. for the GIS Interactive Campus Web Map Project

II. Responsibilities

University Services PMO (via the Enterprise GIS project team and/or OIT)

1. 4. Facilitate a U of M Technical Architecture review leading to a comprehensive artifact - technical specification or architecture diagram - that is complete, technically feasible and meets the current and future U of M needs within reason.

5. Provide specific and detailed user, business, cartographic and functional requirements as a common vision artifact used to guide the Interactive Campus Web Map web development.

6. Define web development technology to be used for the Interactive Campus Web Map and near future web enabled GIS applications. Currently, the ArcGIS API for JavaScript appears to be the web application framework of choice.

7. Provide all data – GIS, cartographic, logos, icons, graphics, etc. – to be used in the Interactive Campus Web Map as defined in the Business Requirements Document in a reliable and accurate form. Additionally, provide as appropriate any reference materials supporting data, such as the U of M Base Map Standards document and U of M web and communications standards (style, branding, accessibility, etc.).

8. Provide all GIS development work resulting in the published resources used in the website. 9. Facilitate with OIT the set up, configuration, installation of GIS, web and performance monitoring

software and the integration of the web server into OIT’s production support process. 10. Provide QA planning and testing resources, including a master Test Plan for the project, Test

Scripts for testing the Interactive Campus Web Map, issue and defect reporting and tracking, comprehensive usability testing and formal user acceptance testing prior to certifying readiness to release.

11. Provide and configure per Enterprise GIS Target Architecture the web server(s) and hosting platform sufficient to support the Interactive Campus Web Map and forecasted usage.

12. Provide ongoing technical and product support for the Interactive Campus Web Map

Environmental Systems Research Institute Inc.

1. Acknowledge U of M goals and objectives related to the Enterprise GIS and the first iteration – the Interactive Campus Web Map.

2. Provide consulting and guidance on documenting scaleable, high-performance GIS architecture using the U of M DRAFT Enterprise GIS Application Architecture diagram as a starting point. This will include advice on appropriate security and capacity models.

3. Participate in a formal Enterprise GIS architecture review, providing expert analysis and detailed recommendations leading to a documented (per best practices) and approved U of M Enterprise GIS Target Architecture.

4. Provide consulting and guidance for selecting the most appropriate ArcGIS Web Development framework. Currently, the ArcGIS API for JavaScript appears to be the web application framework of choice.

5. Provide web application development services - including reusable web scripts – to integrate enterprise GIS data in a functioning and appealing interactive web map per documented business requirements.

6. Provide unit testing and documentation for all web code delivered. 7. Respond to defects related to the web functionality of the Interactive Campus Web Map (U of M

uses Test Director for defect management). 8. Provide architecture and web services and support as requested – also on a time and materials

basis – during product stabilization (up to client acceptance) of version 1 of the Interactive Campus Web Map.

VI. Critical Success Factors • To have engaged and utilized all appropriate U of M subject matter experts in execution of the

project objectives while efficiently and effectively utilizing Environmental Systems Research Institute Inc. time and expertise.

• To have delivered the functioning Interactive Campus Web Map on top of a fully reviewed and sanctioned target technical and data architecture.

• To have enabled self-sufficiency of U of M staff while establishing a partnership framework between Environmental Systems Research Institute Inc. and the U of M Enterprise GIS for future collaborative successes.

• To have met project and SOW deliverables within the schedule and budget as defined.

VII. Assumptions

1. University Services will provide the baseline business and technical specifications; Environmental Systems Research Institute Inc. will review, make recommendations and/or create deliverables based on these documents.

2. Environmental Systems Research Institute Inc. will promote U of M self-sufficiency through knowledge transfer and information exchange while retaining Environmental Systems Research Institute Inc. proprietary and intellectual property rights.

3. U of M Office of Information Technology (OIT) will be the developers and long-term owners of the Enterprise GIS architecture and infrastructure, including web hosting for the Interactive Campus Web Map (in conjunction with the Enterprise GIS Service Unit); the Enterprise GIS project team is facilitating the design process given OIT resource constraints though 7/1.

4. There will continue to be version releases of the Interactive Campus Web Map over time, each deploying additional features, functionality and interactive ‘layers’; the initial release must be a viable product as well as a visual example of GIS technology to encourage future evolution.

VIII. Agreement

I agree to the services proposed and the terms of this Statement of Work.
