Statement of Capacity, Marine Services Industry in the Northern Territory
Industry in the Northern Territory has strong capabilities to service the maintenance and supply requirements of defence and offshore oil and gas platform support vessels.
The Northern Territory Government commissioned the Industry Capability Network of the Northern Territory (ICN NT) to undertake an industry capability mapping and gap analysis study. The study assessed and matched the capabilities of local businesses in the greater Darwin region against identified likely scopes of work in the maritime industry. The study identified 120 capable businesses, having proven experience and holding relevant accreditations against 74 discrete scopes.
Demand for marine services in Darwin is increasing with the commencement of platform supply vessels servicing the INPEX Ichthys LNG and Shell Prelude FLNG projects in 2017/18 and the replacement of the Royal Australian Navy’s existing fleet of Armidale Class Patrol Boats with twelve Offshore Patrol Vessels in 2022.
In recognition of the growing demand the NT Government has committed $100 million to the development of a new ship lift facility. In addition, the Land Development Corporation is developing a 150 hectare Marine Industry Park to support the defence, oil and gas, coastal barging and logistics sectors.
Industry in the greater Darwin region is currently meeting the service and supply requirements of a variety of vessels consisting of the Armidale Class Patrol Boats, Australian Border Force’s Cape Class Vessel, Platform Supply Vessels servicing the offshore oil and gas industry, fishing, cruise liners, cargo ships, and visiting international naval vessels.

ABOUT THE STUDYThe information compiled in the industry capability mapping and gap analysis study provided an evaluation of the resources and skills necessary to compete, obtain and carry out work in the marine service and supply sector in the Northern Territory.
The Industry Capability Network of the Northern Territory (ICN NT) reviewed businesses that were located within the greater Darwin region and are active in the sector with proven experience working within the Defence, offshore oil and gas, or broader maritime industries. These businesses carry a low risk profile for marine industry work and hold industry recognised accreditations. The information captured was specific to the supply and service of Offshore Patrol Vessels, Armidale-class Patrol Boats and the offshore oil and gas Platform Supply Vessels.
ICN NT engaged with industry experts to ascertain requirements industry must meet to be involved in the sector and any barriers to entry. The industry experts engaged included retired Defence personnel, tier one and two businesses already engaged in the marine service and supply sector and relevant industry bodies.
The study found that of the 505 businesses identified with capacity to service the 74 scope of work analysed, 120 of these had full capability with relevant accreditation and proven experience, 207 were capable but lacked experience or relevant accreditation and a further 178 were identified as having the capability to provide supplies directly to the marine industry or the businesses serving it. This report summarises the size, scale and experience of the fully capable businesses.
KEY REQUIREMENTS FOR INDUSTRYThe Australian Maritime Safety Authority oversees the National Standard for Commercial Vessels (NSCV). The NSCV details stringent requirements regarding the construction of vessels that industry operators are required to abide by. These include requirements such as watertight and weather tight integrity, construction, fire safety, electrical, stability and navigation equipment. These requirements mention that operators are to be suitably qualified, with relevant standards referenced.

Ship owners and operators use certification bodies such as Det Norske Veritas and Germanischer Lloyd (DNV GL), American Bureau of Shipping (ABS), Bureau Veritas (BV), and others as a way of ensuring an international standard to which their assets must be maintained, thus maximising their efficiency and value.
Holding compliance from these bodies requires on-going auditing of third party standards and the systems from which they are achieved. These include but are not limited to standards such as ISO 9001 (quality management system) and ISO 14001 (environmental management systems). These accreditations ensure the business is following a regulatory guidance and undergoing third-party inspections of their performance, business, systems, people and supply chains through management system certification, verification, assessment and training.
Working on vessels in the marine industry requires marine occupational health and safety training, ticketing and related insurances. Recognition as an Original Equipment Manufacturers (OEM’s) certified agent can play a key part in a company’s ability to service certain components on board a vessel.
