This list is sorted alphabetically by Planning Organization. Below is a sample of the State Transportation Commission Public Hearing Testimony list. CURRENT TYP PERIOD/ PE, FD, UTL, ROW, CON – Columns representing the following: PE= Preliminary Engineering, FD= Final Design, UTL= Utilities, ROW= Right-of-Way, CON= Construction phases of the project displayed in which period 1st , 2nd or 3rd four years of the currently approved Twelve Year Program the phase is scheduled (if applicable).
