The California Department of Education (COE) is looking forward to working with you and Marin County. The following guidance and enclosed checklist are being provided for your convenience in preparing your pilot plan for submission. In order to expedite the approval process of your Pilot plan consider: Sending a pilot participation agreement to all contractors within your county to solicit participation in the Pilot program prior to the submission of the Pilot Plan to the COE. Each contractor that wishes to participate must sign a Memorandum of Understanding (MOU). The MOU should include an acknowledgment the COE will share participating contract information with the pilot administrator(s). Once the MOU is received by the COE, various contract terms can be discussed wi th the county representative. If the Pilot plan will include a proposal to adjust reimbursement rates, please communicate this information to your Child Development and Nutritional Fiscal Services analyst. Include in your Pilot plan: 1. Cover letter on agency letterhead. 2. A two to four-page executive summary that encompasses the proposed terms the COE is asked to approve. The California Department of Education (COE) is looking forward to working with you and Marin County. The following guidance and enclosed checklist are being provided for your convenience in preparing your pilot plan for submission.

3. As described in EC, Section 8333.2, the Pilot plan shall include:

a. An assessment to identify the county's goals for its subsidized child care system.

b. Identification of the local policies to eliminate state-imposed regulatory barriers to the county's achievement of its desired outcomes for subsidized child care. Local policies may supersede state law concerning child care subsidy programs with regard only to the following factors:

1. Eligibility criteria

11. Fees

iii . Reimbursement rates

iv. Methods of maximizing the efficient use of subsidy funds

c. Identification of contract types and funding sources utilized by contractors that provide child care and development services in the county participating in the county's plan .

d. Include measurable outcomes that will be used to evaluate the success of the Pi lot plan to achieve the county's child care goals, and to overcome any barriers identified in the state's child care subsidy system.

4. An appendix listing all participating contractors including signatures acknowledging agreement of participation of authorized agency representatives.

5. The County Board of Supervisors' (CBS) meeting agenda and transcript showing CBS approval of the Pilot plan .
