The State of Open Access

Heather JosephExecutive Director, SPARC

OpenCon 2015 WebcastNovember 9, 2015

Page 2: State of Open Access Pre-OpenCon Webcast

SPARC is a global organization empowering people to solve big

problems and make new discoveries through the

adoption of Open Access, Open Education and Open Data.

Page 3: State of Open Access Pre-OpenCon Webcast

Our mission is to set the default

to “open” for sharing information in the research and education

environments.

Page 4: State of Open Access Pre-OpenCon Webcast

Why do we need to do this?

Page 5: State of Open Access Pre-OpenCon Webcast

Despite the promise of the Internet, the materials we most need the freedom to work with remain largely under restrictive

access, pricing and reuse policies.

Page 6: State of Open Access Pre-OpenCon Webcast

We have 20th century policies and practices governing use of 21st

century information.

Page 7: State of Open Access Pre-OpenCon Webcast

Need to optimize the system of sharing research and education to better suit the needs of scholars, students, researchers – and also

for members of the general public.

Open Access = Free Immediate Access

+ Full Digital Reuse

Page 10: State of Open Access Pre-OpenCon Webcast

Great idea...

Page 11: State of Open Access Pre-OpenCon Webcast

So How’s it Working Out?

Page 12: State of Open Access Pre-OpenCon Webcast

More than 10,000 Open Access journals now available…

Page 13: State of Open Access Pre-OpenCon Webcast
Page 14: State of Open Access Pre-OpenCon Webcast
Page 15: State of Open Access Pre-OpenCon Webcast

More than 3,000 Open Access repositories now available…

OA Policy Adoption Rising ….

Page 20: State of Open Access Pre-OpenCon Webcast
Page 21: State of Open Access Pre-OpenCon Webcast

Not only growth in National Policies, but some Big new

Foundation players entering the game….

Page 23: State of Open Access Pre-OpenCon Webcast
Page 24: State of Open Access Pre-OpenCon Webcast
Page 25: State of Open Access Pre-OpenCon Webcast

…and they are saying exactly the right things…

Page 26: State of Open Access Pre-OpenCon Webcast
Page 27: State of Open Access Pre-OpenCon Webcast

S’all good. Very Good. But still….

Page 28: State of Open Access Pre-OpenCon Webcast
Page 29: State of Open Access Pre-OpenCon Webcast
Page 30: State of Open Access Pre-OpenCon Webcast

No matter how you slice it, OA has a long way to go to attract critical

mass of participants.

Page 31: State of Open Access Pre-OpenCon Webcast

These are very real barriers, yes…but also…

Page 38: State of Open Access Pre-OpenCon Webcast

Strategic Opportunities.

Page 39: State of Open Access Pre-OpenCon Webcast

How do we overcome these barriers and convince more

authors to select OA options?

Page 40: State of Open Access Pre-OpenCon Webcast

Some are easier to counter than others…

Page 41: State of Open Access Pre-OpenCon Webcast

OA Journal Article Citations

Range = 36%-200%(Data: Stevan Harnad and co-workers)

Page 43: State of Open Access Pre-OpenCon Webcast
Page 44: State of Open Access Pre-OpenCon Webcast
Page 45: State of Open Access Pre-OpenCon Webcast

While others will require more large-scale efforts…

Page 46: State of Open Access Pre-OpenCon Webcast

…such as dealing with meaningful changes in assessment.

Page 47: State of Open Access Pre-OpenCon Webcast

Creation and adoption of new/additional metrics may be

underway underway…

Page 48: State of Open Access Pre-OpenCon Webcast
Page 49: State of Open Access Pre-OpenCon Webcast
Page 50: State of Open Access Pre-OpenCon Webcast

…these alone won’t break logjam. Need to encourage large-scale

culture change.

Page 51: State of Open Access Pre-OpenCon Webcast

Consider possible new campaigns – like:

“Change the Form”

Page 52: State of Open Access Pre-OpenCon Webcast
Page 53: State of Open Access Pre-OpenCon Webcast
Page 54: State of Open Access Pre-OpenCon Webcast

Or campaigns to encourage other journal editors to flip to OA

models…

Page 55: State of Open Access Pre-OpenCon Webcast
Page 56: State of Open Access Pre-OpenCon Webcast

Or perhaps consider bypassing traditional journals altogether..

Page 57: State of Open Access Pre-OpenCon Webcast
Page 58: State of Open Access Pre-OpenCon Webcast

Or other ideas….let’s use OpenCon as lever for developing new large

scale collective actions!

Thank You.
