The Maine DOT has reviewed this project pursuant to the Maine Programmatic Agreement (PA) and Section 106 of the National Historic Preservation Act of 1966, as amended. The project consists of rehabilitation of the Bernard Lown Peace Bridge No. 3330 carrying Cedar Street over the Androscoggin River. In accordance with 36 CFR Part 800.4, the following identification efforts of historic properties were made:
800.4(a) (1) – The Area of Potential Effect (APE) includes properties/structures adjacent to the bridge and within the project limits. The project limits are defined by the structure and the immediately adjacent area. Properties/structures adjacent to this project limit are considered to be within the APE. The APE is shown as a defined polygon on the attached map.
800.4(a) (2) – Review of existing information consisted of researching the National Register and MHPC survey databases. The Maine Historic Preservation Commission Archaeological staff has reviewed the undertaking.
800.4(a) (3) – The Cities of Lewiston and Auburn were contacted via letter and asked to comment on knowledge of, or concerns with, historic properties in the area, and any issues with the undertaking’s effect on historic properties. The Cities were also requested to provide information regarding local historic societies or groups. The Cities have not replied to date.
800.4(a) (4) – Letters outlining project location and scope were sent to the 4 federally recognized Tribes in Maine. The Tribes have not replied to date.
800.4(c) – The Maine DOT conducted architectural history surveys in the project APE. Maine DOT determined that four properties are listed or eligible for listing in the National Register of Historic Places. Maine Historic Preservation Commission Archaeological staff also reviewed this undertaking and recommended ‘no archaeological properties affected’.
In accordance with 36 CFR Part 800.4(d), the Maine DOT has determined that this undertaking would result in no adverse effect to historic architectural or archaeological properties. In accordance with the PA and 36 CFR Part 800, please reply with your concurrence or objection to this determination of effect within 30 days. This documentation will also be posted for public comment. Any public comments received will be forwarded to the Maine Historic Preservation Commission. Supplemental Supporting Information for a Finding of Effect Project: Auburn-Lewiston, WIN 22599.00 Scope: Rehabilitation of the Bernard Lown Peace Bridge No. 3330 Finding of Effect: No Adverse Effect Purpose and Need The purpose of the action is to provide a safe crossing for vehicles, bicycles, and pedestrians over the Androscoggin River between Auburn and Lewiston that meets current design standards. The need for this project is because the Bernard Lown Peace Bridge is rated functionally obsolete due to its inadequate deck geometry for four lanes of traffic along with inadequate bridge rail transitions and a lack of shoulders. The deck geometry has been rated 2 or intolerable because of its narrow width and the existing traffic rail does not meet current crash standards. The Bernard Lown Peace Bridge (aka South Bridge or Broad Street Bridge) is a three-span Warren truss bridge constructed in 1937. The steel superstructure is in satisfactory condition and the paint is in good condition, though areas in the travel way have moderate rusting. Nearly 15,000 vehicles utilize this bridge daily, and it is a popular route of bicyclists and pedestrians. The bridge received a pier repair in 1995, a deck replacement in 1996, and substructure, superstructure, and wearing surface repairs in 2014. Proposed Action The proposed action (Alternative 2) includes the rehabilitation of the Bernard Lown Peace Bridge No. 3330. The proposed action would require painting the truss, installing a new wearing surface with high performance membrane waterproofing, repairing the deck, installing new joint seals, and repairing abutments and piers 1 and 2. Approach work would be limited to 50’ on either end of the bridge and within the right-of-way. The action would repair minor issues with the steel truss including replacing areas with significant section loss and replacing deteriorated rivets. The bridge travel way would be restriped for two lanes, thus providing for safer conditions for vehicles and bicycles. The lanes would then be 11’ with a 3’ buffer and 5’ shoulders. A standard metal rail with a 9” curb would be installed to meet current crash standards and painted to match the truss.1 The rail would also close existing deck openings for rail posts and be extended to protect the ends of the truss. Additionally, lighting similar to lights proposed in the original 1936 design will be installed. Federal Action Federal funding. Definition of Area of Potential Effect (APE) The proposed project is located in Auburn and Lewiston. The map below shows the APE. 1 The attached plans show a concrete rail instead of a standard metal rail. An illustration of the proposed rail has been provided as an attachment.

Historic Properties The proposed project is located in Auburn and Lewiston. The following descriptions of historic properties found within the project area are based on Maine Historic Preservation Commission (MHPC) survey forms and the National Register of Historic Places. Bernard Lown Peace Bridge, Cedar Street over Androscoggin River (State of Maine) National Register-eligible Criterion C, Engineering The Bernard Lown Peace Bridge (aka South Bridge and Broad Street Bridge) is a three-span riveted Warren truss structure. It boasts cantilevered sidewalks, concrete abutments, and a concrete deck. The bridge was constructed in 1937. The Maine State Highway Commission designed the bridge, which was constructed by the Phoenix Bridge Company of Phoenixville, PA. The bridge is a significant representation of the Warren truss and constructed as a result of the devastating 1936 flood. The bridge retains all seven aspects of integrity. Its period of significance is 1937. Continental Mill, 2-44 Cedar Street (Various Owners) Contributing Resources to National Register-listed Lewiston Mills & Water Power Systems Historic District Criteria A & C, Architecture, Community Planning & Development, Engineering, Ethnic Heritage, Industry The Continental Mill complex is listed in the National Register as part of the expansive Lewiston Mills and Water Power Historic District. The Continental Mill complex consists of 9 buildings and one pedestrian bridge. The mill demonstrates the engaged pilaster style. The mill buildings are composed of brick and have mansard and gabled roofs. The mill was constructed beginning in 1858 with additions made in 1872 and in the twentieth century. Its period of significance is 1850-1950. Grand Trunk Railroad Bridge, over Androscoggin River (City of Auburn) National Register-eligible Criteria A & C, Engineering, Industry The Grand Trunk Railroad Bridge eligible for listing in the National Register. It is a steel Warren truss bridge constructed in 1909. The Pennsylvania Steel Company built the bridge for the Grand Trunk Railroad, replacing an 1873 cast iron structure. The bridge consists of three spans and sits on granite block piers. A metal hand railing has been added for pedestrian safety. The bridge is a significant representation of the Warren truss and the Lewiston-Auburn area’s industrial development. Its period of significance is 1909. Apartment Block, 15 Broad Street (GFDG One LLC) National Register-eligible Criteria A & C, Architecture, Community Planning & Development The apartment block at 15 Broad Street is an excellent example of the 20th Century Revival style. The three-story brick building features a flat roof with slight boxed eaves. The building has paired and singular six-over-six vinyl windows with stone lintels. The most notable feature of the structure is the three-story engaged central porch which is accented with elaborate brickwork. The letters F. O. are found in the frieze above the porch along

with the date “1935.” The F. O. stands for original owner Florian Ouellette, a French-Canadian immigrant to Auburn in the 1890s. He built the apartment block soon after the 1933 fire that decimated this part of Auburn. Its period of significance is 1935. Archeological Resources There are no archaeological resources in the project area. Impacts to Property The following addresses potential impacts to properties as a result of the proposed action. Bernard Lown Peace Bridge, Cedar Street over Androscoggin River (State of Maine) National Register-eligible Criterion C, Engineering The proposed action would result in No Adverse Effect to the Bernard Lown Peace Bridge. The rehabilitation of the bridge does not alter the original truss configuration or its abutments or piers. All work would be completed with similar materials currently found in the bridge’s construction. The proposed installation of a new rail retains a standard metal rail that is sensitive to the bridge’s materials, design, setting, and workmanship. The installation of new lighting is also sensitive to the bridge’s materials and workmanship, as the light fixtures would be similar to those proposed in the 1936 bridge plans. Thus, the proposed action does not significantly diminish the bridge’s seven aspects of integrity. Continental Mill, 2-44 Cedar Street (Various Owners) Contributing Resources to National Register-listed Lewiston Mills & Water Power Systems Historic District Criteria A & C, Architecture, Community Planning & Development, Engineering, Ethnic Heritage, Industry The proposed action would result in No Effect to the Continental Mill and Lewiston Mills and Water Power Systems Historic District. The rehabilitation of the Bernard Lown Peace Bridge would not diminish any of the seven aspects of integrity, particularly setting, feeling, or association, related to the mill or the historic district. The original truss is remaining intact with all repairs made with sensitive materials. The proposed action would not require any takes or acquisitions of the mill’s property. Grand Trunk Railroad Bridge, over Androscoggin River (City of Auburn) National Register-eligible Criteria A & C, Engineering, Industry The proposed action would result in No Effect to the Grand Trunk Railroad Bridge. The rehabilitation of the Bernard Lown Peace Bridge would not diminish any of the seven aspects of integrity, particularly setting, feeling, or association, related to railroad bridge. The original truss is remaining intact with all repairs made with sensitive materials. The proposed action would result in No Effect to the Apartment Block. The rehabilitation of the Bernard Lown Peace Bridge would not diminish any of the seven aspects of integrity, particularly setting, feeling, or association, related to the building. The original truss is remaining intact with all repairs made with sensitive materials. The proposed action would not require any takes or acquisitions of the property. Archaeological Resources The proposed action would result in No Archaeological Properties Affected. Avoidance and Minimization Efforts The proposed action avoids any takes or acquisitions of National Register-listed or -eligible resources. The proposed action would rehabilitate a National Register-eligible truss bridge in a manner that does not diminish its seven aspects of integrity. Furthermore, the proposed action avoids any permanent or temporary takes to other National Register-listed or- eligible resources within the project area. Dismissed Alternatives No Build The No Build alternative does not meet the purpose and need of the
project and was therefore removed from further consideration. Alternative 3 Alternative 3 (Bridge Replacement with a Parallel Structure) would
include the construction of a new steel girder bridge immediately downstream of the existing bridge. The replacement bridge would be a 155’-200’-200’155- steel girder bridge with a composite concrete deck. It would have two 11’ travel lanes with 5’ shoulders and two 5’ sidewalks. Three concrete shaft piers would be constructed on steel H-pile foundations. The bridge would be raised 2.5’ higher than the existing bridge to accommodate flood elevations. Tie-ins to Cedar Road would require acquisition of a business property on the Auburn side and takes in the Lionel Potvin Park on the Lewiston side. This alternative would also require the removal of the National Register-eligible Bernard Lown Peace Bridge and significant in-water work. Construction would require three seasons to complete. Project costs would be 99% more than the proposed action. Life cycle costs would be over $2.4 million more than the proposed action. For these reasons, this alternative was dismissed.
Alternative 4 Alternative 4 (Bridge Replacement with a Downstream Structure)
would include the construction of a new steel girder bridge further downstream. This alignment would tie into approximately the same location as the existing bridge in Lewiston, but in Auburn it would be near the intersection of Mill Street and Riverside Drive. Although this would improve the connectivity of Auburn’s roads in the area, it would require right-of-way takes from numerous business and houses, as well as the acquisition of two properties. This alternative

would also require larger takes to the Lionel Potvin Park in Lewiston. The alternative would also require the removal of the National Register-eligible Bernard Lown Peace Bridge. Project costs for this alternative are 150% more than for the proposed action.
