1. ITB Administrative Information (cont.)

1.1. A non-mandatory pre-proposal conference will be held at the location and time as indicated on page three (3) of this ITB; this will be a conference call only. This will be your opportunity to ask questions of the University staff. All interested parties are invited to participate. Those choosing to participate must pre-register via email with the ITB lead to receive meeting details. This conference call will be used to explain, clarify, or identify areas of concern in the ITB. Those asking questions during the pre-proposal conference call will be REQUIRED to submit those questions to the University in writing by the designated “Deadline to Receive Questions” period as indicated on page three (3) of this ITB. For simplicity’s sake, offerors are strongly encouraged to submit just one, final set of questions, after the pre-proposal conference but prior to the question deadline, rather than multiple sets of questions. Any oral answers given by the University during the pre-proposal conference call are to be considered unofficial and subject to change.

1.2. All questions must be submitted to the ITB Lead by the date and time noted in the timeline on page three (3). Questions must be submitted using Attachment 1 “OFFEROR QUESTIONS” via email to the ITB Lead at the address listed above. Official answers to all questions will be posted on the University’s website as an amendment as indicated in the timeline on page three (3).

Questions regarding Boise State University’s Standard Contract Terms found at: https://vpfa.boisestate.edu/process/procurement/BoiseStateStandardTermsincorporated in this ITB by reference, must be submitted by the question deadline. The University will not negotiate these requirements after the date and time set for receiving questions. Questions regarding these requirements must contain the following:

1.2.1. The term or condition in question; 1.2.2. The rationale for the specific requirement being unacceptable to the offeror

(define the deficiency); 1.2.3 Recommended verbiage for the University’s consideration that is consistent

in content, context, and form with the University’s requirement that is being questioned; and

1.2.4. Explanation of how the University’s acceptance of the recommended verbiage is fair and equitable to both the University and the offeror.

Bids received that qualify the offer based upon the University accepting other terms and conditions not found in the ITB or which take exception to the University’s terms and conditions will be found non-responsive, and no further consideration of the offeror’s bid will be given.

1.3. Bid opening will be held at the location and time as indicated on page three (3) of this ITB. All offerors, authorized representatives and the general public are invited, at their own expense, to be present at the opening of the proposals. During the ITB opening, only the names of the vendors will be provided.

2. INSTRUCTIONS FOR SUBMISSION OF BIDS

2.1. Any qualified vendor may submit a bid. All vendors are qualified unless disqualified. Those offerors presently on the General Service Administration’s (GSA) “list of parties excluded from federal procurement and nonprocurement programs” may be disqualified. Vendor information is available on the Internet at: http://epls.arnet.gov

2.2. Bids must demonstrate that offerors have the ability to complete the described functions of this ITB.

2.3. In order to be considered for award, the sealed bid must be delivered to the place specified, no later than the date and time specified on page three (3) of the ITB.

A bid received at the office designated in this ITB after the ITB closing date and time will not be accepted. No late bids will be accepted.

2.4. Bids must be submitted with the University–supplied signature pages which must contain an ORIGINAL HANDWRITTEN signature executed in BLUE INK and be returned with the relevant Solicitation documents. PHOTOCOPIED SIGNATURES or FACSIMILE SIGNATURES are NOT ACCEPTABLE.

2.4.1. The bid must be addressed to the ITB Lead and clearly marked: “BID – ITB# LF17-089 Marching Band Uniforms”

2.4.2. Each bid must be submitted with one (1) original (containing original handwritten signatures where required) two (2) copies, and one (1) electronic copy.

2.4.3 If desired by the offeror, you may submit on CD or USB device, a redacted copy with all trade secret information removed or blacked out, as described in Paragraph 32, “Public Records,” State of Idaho’s SOLICITATION INSTRUCTIONS TO VENDORS. The electronic file name should contain the word “redacted.” This is the copy of the offeror’s bid which will be released under Idaho’s Public Record Law, if the bid is requested. The redacted copy must be an exact copy of your bid.

2.4.4 Amendment Confirmation: If the ITB is amended, the offeror must acknowledge each amendment with a signature on the acknowledgement form provided with each amendment. Failure to return a signed copy of each amendment acknowledgement form with the proposal may result in the bid being found non-responsive.

2.4.5 All correspondence will be in writing. In the event that it becomes necessary to

2.5 No verbal bids or verbal modifications will be considered. An offeror may modify its bid in writing prior to the RFP closing time. A written modification must include the date and signature of the offeror or its authorized representative.

2.6 All costs incurred in the preparation and submission of a proposal in response to this ITB, including, but not limited to, offeror’s travel expenses to attend the pre-proposal conference, proposal opening and presentation or negotiation sessions, must be the sole responsibility of offerors and will not be reimbursed by the University.

2.7. An appeal by a vendor of a bid specification, a non-responsiveness determination, or the award of a bid is governed by the Boise State University Purchasing Appeals Process, and must be filed in accordance with that process, which can be found on the Internet at http://www.boisestate.edu/finad/purchasing/docs/purchasingappealsprocess.pdf

3. INSURANCE

3.1 The Contractor and its subcontractors are required to carry the types and limits of insurance shown in this Request, and to provide Boise State University (“Certificate Holder”) with a Certificate of Insurance within ten (10) days of the signing of this Contract.

3.1.1 Certificate Holder shall read:

State of Idaho and Boise State University Attn: Risk Management 1910 University Drive Boise, Idaho 83725-1245

3.1.2 All certificates shall provide for thirty (30) days’ written notice to Certificate Holder prior to cancellation or material change of any insurance referred to in the certificate.

3.1.3 All insurers shall have a Best’s rating of A- or better and be licensed and admitted in Idaho.

3.1.4 All policies required shall be written as primary policies and not contributing to nor in excess of any coverage Certificate Holder may choose to maintain.

3.1.5 All policies (except Workers Compensation and Professional Liability) shall name the following as Additional Insured: State of Idaho and Boise State University.

3.1.6 Failure of Certificate Holder to demand a certificate or other evidence of full compliance with these insurance requirements or failure of Certificate Holder to identify a deficiency from evidence that is provided shall not be construed as a waiver of Contractor’s obligation to maintain such insurance.

3.1.7 Failure to maintain the required insurance may result in termination of this contract at the Certificate Holder’s option.

3.1.8 By requiring this insurance, Certificate Holder does not represent that coverage and limits will necessarily be adequate to protect Contractor, and such coverage and limits shall not be deemed as a limitation on Contractor’s liability under the terms of the grant or contract.

3.2 Required Insurance Coverage. Contractor shall obtain insurance of the types and in the amounts described below.

3.2.1 Commercial General and Umbrella Liability Insurance. Contractor shall maintain commercial general liability (CGL) and, if necessary, commercial umbrella insurance with a limit of not less than $1,000,000 each occurrence and $2,000,000 in the aggregate. If such CGL insurance contains a general aggregate limit, it shall apply separately by location and shall not be less than $2,000,000. CGL insurance shall be written on standard ISO occurrence form (or a substitute form providing

equivalent coverage) and shall cover liability arising from premises, operations, independent contractors, products-completed operations, personal injury and advertising injury, and liability assumed under an insured contract including the tort liability of another assumed in a business contract. Waiver of subrogation language shall be included. If necessary to provide the required limits, the Commercial General Liability policy’s limits may be layered with a Commercial Umbrella or Excess Liability policy. All insurers shall have a Best’s rating of A- or better and be licensed and admitted in Idaho.

3.2.2 Commercial Auto Insurance. Contractor shall maintain a Commercial Automobile Policy with a Combined Single Limit of not less than $1,000,000; Underinsured and Uninsured Motorists limit of not less than $1,000,000; Comprehensive; Collision; and a Medical Payments limit of not less than $5,000. Coverage shall include Non-Owned and Hired Car coverage. Waiver of subrogation language shall be included. All insurers shall have a Best’s rating of A- or better and be licensed and admitted in Idaho.

3.2.3 Business Personal Property and/or Personal Property. Contractor shall purchase insurance to cover Insured's personal property. In no event shall Certificate Holder be liable for any damage to or loss of personal property sustained by Insured, whether or not insured, even if such loss is caused by the negligence of Certificate Holder, its employees, officers or agents.

3.2.4 Workers’ Compensation. Where required by law, Contractor shall maintain all statutorily required Workers Compensation coverages. Coverage shall include Employer’s Liability, at minimum limits of $100,000 / $500,000 / $100,000. All insurers shall have a Best’s rating of A- or better and be licensed and admitted in Idaho.

3.2.5 Professional Liability. If professional services are supplied to the University, Contractor shall maintain Professional Liability (Errors & Omissions) insurance on a claims made basis, covering claims made during the policy period and reported within three years of the date of occurrence. Limits of liability shall be not less than one million dollars ($1,000,000). All insurers shall have a Best’s rating of A- or better and be licensed and admitted in Idaho.

3.2.6. Insurance is required to help protect the Offeror and University in the case of any claims of damages or defects related to collegiate branded apparel (even if the apparel is only for use internally). The following is required in addition to the coverages listed in the sections above:Personal & Advertising Injury ($1,000,000) d. $1,000,000 of coverage for Each Occurrence (Claims made policies are not accepted).

4. TERMS OF PROCUREMENT PROCESS

The material and construction specifications listed in this bid are intended to represent the quality level and appearance of the uniforms desired by the University. In setting forth these specifications, it is the intention of the University to offer equal opportunity to all bidders. Styles referred to by number and/or company name are for descriptive purposes only AND ARE NOT RESTRICTIVE. The University believes those specified styles, materials, linings and sundry items are equally available to all reputable manufacturers. Acceptance of alternate materials or methods of construction are at the sole discretion of the University.

4.1. To be considered responsive, offerors should adhere to all requirements of this ITB. The determination of whether a bid is responsive is a determination made solely by the University. The University reserves the right to waive any nonmaterial variation that does not violate the overall purpose of the ITB, frustrate the competitive bidding process, or afford any offeror an advantage not otherwise available to all offerors.

4.2. Bids should be submitted on the most favorable terms from both a price and technical standpoint which offerors can propose. The University reserves the right to accept any part of a bid, or reject all or any part of any bid received, without financial obligation, if the University determines it to be in the best interest of the University to do so.

4.3 EVALUATION CRITERIA:

Ability to deliver in the desired time frame may be a factor of the award. Preference may be given to a vendor who is able to deliver in the desired time frame, or the soonest possible, as outlined in ATTACHMENT 3, PRICING AND DELIVERY.

4.4 All data provided by the University in relation to this ITB represents the best and most accurate information available at the time of ITB preparation. Should any data later be discovered to be inaccurate, such inaccuracy will not constitute a basis for contract rejection by an offeror or contract amendment.

4.5 All bid materials submitted, including samples become the property of the University and will not be returned to offeror. Bids and supporting documentation may be available for public inspection upon written request following the announcement of a contract award, except for information specifically labeled on each separate page as a “trade secret” or other exemption from disclosure under the Idaho Public Records Act, Section 9-340D(1), Idaho Code.

4.6 The bid submitted by the successful offeror will be incorporated into and become part of the resulting contract. The University will have the right to use all concepts contained in any bid and this right will not affect the solicitation or rejection of the bid.

4.7 Payment terms shall be NET 30. Payment shall be made 30 days after Delivery & Acceptance of all items.

4.8 Licensing: If the Offeror is not licensed with CLC and/or a member of the Fair Labor Association (FLA), the University will require the Offeror to provide information on how its sourcing of materials and manufacturing processes comply with labor practices acceptable to the University with regard to licensed apparel and the University will make a determination of acceptability or not, based on the information provided.Compliance with certain Labor Codes of Conduct, as apply to workers in factories manufacturing products bearing the marks of University, may apply to this purchase. (see ATTCHMENT 5 LICENSING STATEMENT)

5. GENERAL TERMS AND CONDITIONS

5.1. The ITB, all attachments and amendments, the successful offeror’s bid submitted in response to the ITB, any negotiated changes to the same, and the purchase order, will become the contract.

5.2. The contract, in its incorporated composite form, represents the entire agreement between the Contractor and University and supersedes all prior negotiations, representations, understandings or agreements, either written or oral.

5.3 From the date of release of this solicitation until Intent to Award Letter is issued, all contact and requests for information shall be directed to the University’s Buyer, only. Regarding this solicitation, all contact with other personnel employed by or under contract with the University is restricted. During the same period, no prospective vendor shall approach personnel employed by, or under contract to the University, on any other related matters. An exception to this restriction will be made for vendors who, in the normal course of work under a current and valid contract with the University, may need to discuss legitimate business matters concerning their work with the contracting agency. Violation of these conditions may be considered sufficient cause by the University to reject a vendor’s bid or proposal, irrespective of any other consideration.

5.4 Boise State Univeristy’s Standard Contract Terms and Conditions and Solicitation Instructions to Vendors are incorporated by reference into this solicitation as if set forth herein in their entirety. The Terms and Conditions and Instructions to Vendors are located on the Internet at https://vpfa.boisestate.edu/process/procurement/BoiseStateStandardTerms.pdfBoise State University Standard Contract Terms and Conditions and Instructions to Vendors shall apply to this solicitation and any contract resulting from this solicitation. Failure by any submitting vendor to obtain copies of these documents shall in no way constitute or be deemed a waiver by the University of either document, or any part of them. No liability will be assumed by the University for a submitting vendor's failure to consider the Terms and Conditions in its response to the solicitation.

6. SCOPE AND SPECIFICATIONS

Summary: New uniforms for the Boise State University Blue Thunder Marching Band, as specified in this ITB, will have minimal changes from our current design.  A majority of the uniform will remain the same.  There is a change in color and design of the stripe on the pants, now orange and white.  The logo on the back of the jacket is updated to meeting university branding standards.  The “B” on the shako is slightly modified, again to meet university branding and is slightly larger than the current “B” on our shako.  The enlarged logo becomes feasible with the elimination of the extra overlap of the material around the top perimeter of the shako.  Also, a metallic material is used at the top of the brim vs. a chain. The lines on the sleeve cuffs have been changed to match the angles of the chevron on the front of the jacket. The remainder of the uniform will be the same as our current inventory.

6.1 GENERALCoats, trousers and all major parts of the uniform shall fit the nearest stock size from the information supplied by the company representative. This provides a better year-to-year fitting program and allows fitting flexibility. Exceptions on unusual sizes wherein the garment is cut and produced to the measurements taken by the company representative shall be made.

6.2 SHIPPINGUniforms are to be shipped on wishbone style hangers. Hangers are to be hard plastic, not wood. Wooden hangers tend to pick and pull the basic fabric, and they are not acceptable. The hangers must be bent and rounded at the top to allow the shoulder area of the garment to be spread and hung properly. Each uniform is to be delivered in its own clear polyethylene bag to prevent soiling. Uniforms must be delivered in 200 lb. Test cardboard wardrobe containers, opening from the front, and having a metal bar reinforcement at the top with clasp to prevent hangers from disengaging from the metal structure. Each carton will be properly marked on the outside with the identification numbers of the uniforms contained in that specific carton.

6.3 IDENTIFICATIONEach major garment item is to have identification numbers sewn into the individual pieces to allow for quick and easy issuing. Coats, trousers, and blouses are to have woven numerals. Trousers are to include inseam and waist information for future reference; coats shall have chest size and length indicated on a linen ticket. The original order is to include a bound booklet with the numbers of each uniform corresponding to the size of uniform, arranged from the smallest to the largest. Size information shall include chest size, height, weight, and inseam for each uniform. Bound in the identification record shall be a size chart for use as reference for purchase of future uniforms.

UNIFORM MANAGEMENT SYSTEMAdditionally, bidder is to supply a computerized Uniform Management System customized with the school’s uniform inventory and the initial group of students fitted by the company’s representative. A sample software disk must be included with the bid response. Please indicate the cost for the uniform management system in ATTACHMENT 3, PRICING AND DELIVERY. If there are any on-going costs associate with this system, after the initial purchase, you must indicate those costs as part of your response to ATTACHMENT 3.

6.4 INSPECTIONAll garments are to be carefully inspected before final packing and shipment. All thread ends to be picked and cut and specifications, trim and details to be critically checked for each individual garment before shipment. Buttons to be applied and sewn at that time.

6.5 FABRIC VERIFICATIONFabric swatches must accompany each bid invitation. Swatches shall be properly labeled to include weight, composition, lot number, and shade number. When using wool or

Dacron/wool materials, a "Kaumagraph" MUST appear on the back of the fabrics (except white) insuring a first quality fabric. The "Kaumagraph" used on sample uniforms made of Dacron/wool fabric or 100% wool fabric shall appear on the inside of the garment, as per the illustration below:

NOTE:"Kaumagraphs" need not appear on fabric swatches.

6.6 VERIFICATION OF FABRIC PROCESSING AND STABILIZATIONAny Wool or Dacron and Wool blend fabrics from any vendor must be professional cold water and alcohol sponged, decated, and inspected. Bidder must submit in writing, certification that Wool or Dacron and Wool blend fabric will have undergone this fabric stabilization before manufacture of the uniforms. In addition, an officer of the bidding company should submit such certification in writing.

The company performing the stabilizing process must be indicated, with an individual or officer of said company to contact for verification of processing.

As Wool or Dacron and Wool garments having not undergone such processing can experience significant and excessive shrinkage, bidders not providing such a sponging treatment and certification in this bid will be disqualified.

COAT SPECIFICATIONS

6.7 PATTERNSPatterns are to be marked, graded, and cut using a computerized system to insure accuracy.Patterns are to cover a full range of sizes, including male, female, short, regular, long, and extra long from size 26 to 60.

6.8 INNERLININGThe innerlining is the foundation of the coat and is to carry with it a complete limited lifetime warranty. The innerlining is to consist of four layers. The principle layer of the coat front is formed of preshrunk highly resilient natural hair canvas of 7.5 ounce per square yard. The hair content is 32% with 36% rayon, 29% cotton, and 3% polyester. The weft and filling yarns are spun from 45% hair, 50% rayon, and 5% polyester to provide superior shaping resilience and bounce. The Hymo canvas is cut and individually shaped to fit each coat, both the left and right coat fronts. The second layer is an additional chest piece of 4.53 ounces per square yard Monoflex. It is to be 6 “ x 7 1/2" in dimension and darted in armhole area. This piece is specifically designed as shoulder reinforcement in finely tailored garments to maintain the shape of the shoulder and chest area of the coat. The third layer is unique, being of the same natural hair canvas as the coat front, deeply darted in the upper armhole area to provide natural shape. It is wider than the Monoflex and extends deep into the coat front for resiliency in this area. The fourth layer, or felt chest piece area, is a heavy 4.2 ounces per square yard needle punched, supported felt. It is extends 14" or more from the shoulder seam. Its shrink

proof, non-woven characteristics add more resilience to the chest and area below the armhole. The entire four-layered innerlining is sewn together with 18-21 rows of zigzag stitching. For white and translucent light colors of shell fabric, the inner lining is to be constructed as above with an additional top layer of white Poly-sil. This layer is used to prevent shadowing of the natural canvas through the outer shell fabric. It is to be 2.9 oz./sq. yd. and a construction count of 78 warp x 54 fill with a fiber content of 50% poly/50% preshrunk cotton. Under no circumstances is the Hymo and sewing operation to be substituted with a fusing or gluing operation.

6.9 SHOULDER PADSShoulder Pads are to consist of heavy density, 100% PREMIUM grade preshrunk "Harsh" quality combed Indian cotton ("Harsh" quality being resilient, bouncy). It is a large semi-oval shape, approximately 10" x 7" on extended shoulder patterns. Dimensions for regular shoulder patterns are to be approximately 4 1/2" x 7 1/2". The entire pad is covered with a print cloth, and quilt stitched throughout to prevent wadding. Shoulder Pads consisting of multiple layers of needle-punched preformed polyester are not acceptable. Stay cloth is not acceptable for the shoulder pad, due to stiffness.

6.10 SLEEVE HEAD PADThere is a 1 3/4" sleeve head pad of preshrunk combed cotton sewn into the armhole of the coat assembly. It is reinforced with soft white percalaine and two sections of cotton fill. Strips of coat canvas are unacceptable for use as sleeve-head padding.

6.11 LININGCoat linings are to be cut from a separate set of patterns designed specifically to fit the particular style of coat. Linings are not to be cut from coat patterns and then cut down. Lining material is to be the highest quality polyester twill; non-toxic, perspiration resistant, color fast, and non-shrinkable. It is to be fully dry-cleanable. Its composition is to be 124 warps x 72 fill and it is to meet government specifications. There is a pleat down the center back in the shoulder area to allow fullness. The lining is COMPLETELY sewn around the armhole, NOT just tacked.

6.12 PERSPIRATION SHIELDThe perspiration shield is secured in the lower part of the armhole and is approximately 4" square. It is made of an absorbent wool flannel, consisting of 85% wool and 15% nylon material. It is to be double sponged to prevent shrinkage. The shield is edged all around with a pre-shrunk bias poly/cotton finishing tape and completely sewn into the armhole area. Merely "tacking" the shield to the lining is not acceptable. Shields made of scraps from cutting the outer coat whipcord fabric are not acceptable.

6.13 POCKETSAll inside pockets are to be cut, sewn, and turned automatically with a double piped lock-

stitch machine and reinforced with a non-woven fabric. Pockets are to be constructed with hidden inside bar tacks with welts of the same outer fabric as the coat. There is a 1 1/2" whipcord fabric extension down into the pocket, from the opening edges. Pocketing material is to be 70/30 poly/cotton, 50/50 in the warp and 100% poly in the fill. Pocket is to be "bagged" with no open seams at the bottom. Pockets made of lining or lightweight material are not

acceptable.

6.14 TAPINGSeams, which are subject to usual stress, are to be taped with a preshrunk cross-wound cotton tailoring tape. Areas to be taped are down the inside coat front, extending around bottom sides and back, and around the armhole. There must be a 3-4" area at the upper back shoulder area of each sleeve seam, where the cloth tape is omitted. This allows proper “Stretch” across the shoulders during arm lift maneuvers.

6.15 SLEEVESThe sleeve is to be "felled" into the top of the armhole, using a special felling stitch, which allows fullness, evenness, flexibility and strength. The bottom half of the armhole is machine lock-stitched to give the greatest strength in this high stress area. Sleeves are to be cut utilizing a 60/40 pattern per fine tailoring. They will be pitched forward 3-4 degrees in the armhole to allow for the arm-lift associated with playing a musical instrument. The cuff, or hem, is to have a generous 2 1/2" turn-under consisting of fabric and lining secured and constructed to allow easy altering of sleeve length. This is done utilizing an "easy alter" chain stitch.

6.16 HARD COLLARThe inner core foundation of the standing collar is .014 Mylar. There is a laminated layer of non-woven Pellon P15 on the inboard side of the entire foundation. A stainless steel riveted hook and eye is to be the front closure. The hook and eye are riveted through the Mylar, Pellon and two layers of collar lining material. It is to be placed at the optimum

angle to insure proper tension and comfort. A “sewn” hook and eye is not acceptable. The collar lining consists of two layers of Burlington Mills Cramerton fabric, which is 65% polyester and 35% combed cotton, pre-shrunk and non-wicking. The outboard side of the standing collar is to be covered with a whipcord fabric, as specified by the design specifications. The top edge of the Mylar base is bound with Cramerton fabric and has a finished welted seam on each side. The whipcord fabric is doubled over the top of Mylar base, along with the two layers of collar lining, and stitched along the top edge. This 5-layer construction results in a "beaded" edge and serves as a protection all along the top edge of the liner. This is accomplished with a SINGLE row of locked stitching through the Mylar base. A single layer of fusing tape or bridle-tape is not sufficient protection in this area and is not acceptable. The bottom edge of the standing collar is to be sewn through and through, to attach the double layers of Cramerton lining to the outer layer of whipcord. This row of stitching is immediately below the bottom edge of the Mylar foundation. Construction of the collar in this manner provides the most dimensionally stable garment, without the additional rows of needle holes. Braid trim, fabric welt, and embroidery are to be applied to the outer fabric of collar before assembly. This prevents sewing the trim “through” the Mylar core with additional rows of needle holes.

6.17 SEAMSCoat is to be completely machine stitched except in areas where specific tailoring requires other methods. The ends of all seams are to be backstitched not less that 1/4". Coat back is tailored with either a 2-piece back or 4-piece back, if needed, to facilitate insertion of contrasting color panels, trim, etc.

6.18 THREADThreads for seaming are to be 50/3 cotton wrap core thread, 70/2 poly wrap core thread, or 100/2 poly wrap core thread based on the strength requirements of the type of seam. All threads are to be head resistant, vat dyed, sun-fast, dry-cleanable and moisture proof.

6.19 BUTTONS / BUTTONHOLESHigh-quality metal buttons are to be used where specified and are to be attached by sewing, ring and washer, or toggle and washer. Buttonholes are to be manufactured using the cut-first method. The hole is to be cut-first, and the edge is to be covered with gimp and twist to cover the fabric and inner canvas edge. The back of the buttonhole is to be closed with bar tack reinforcement.

6.20 ZIPPERSZipper is to be heavy-duty brass with an auto-locking pull-slide. Tape is to be 9/16". Zipper is to be bar tacked top and bottom and sewn to facing surface, not sandwiched in between shell fabric and facing.

6.21 FUSINGCertain trim designs call for added reinforcement. This is to be done with Pellon 8557-engineered dot fusible. It is guaranteed against delamination and dry-cleaning. It is to "tear away" from areas not covered with braid or other trim. Use of Pellon SF134 as reinforcement for trim is unacceptable. The entire coat front outer fabric is to be

reinforced, in addition to the "traditional" sewn innerlining, whenever looped braid designs are specified. When sleeve cuff trim is utilized, the lower sleeve is to be reinforced from the cuff bottoms, up as needed.

TROUSER SPECIFICATIONS - Jumpsuits

6.22 PATTERNSJumpsuit trousers are to be cut in a full-length pattern, allowing extra fullness at the waist area to accommodate a generous fit throughout the range of sizes. They are to utilize both MALE and FEMALE patterns. There are to be two darts in the seat and waist area, measuring approximately 10" on a 38R sample.

6.23 SHOULDER STRAPSJumpsuit is to be adjustable at the shoulders by means of a one-piece molded indestructible polymer slider. Slider is to be permanently fixed to the double-ply shoulder straps. Straps are turned and finished with a lockstitch on each edge, set in 1/8". Width of shoulder strap is to measure no less than 1 1/2 " and be a minimum of 14" in length for maximum adjustability.

6.24 FRONT CLOSUREThe left fly is to be reinforced with Pellon SF134W to provide permanent shape retention and durability. It is to be bound with a preshrunk, bias cut, tape for appearance and durability. There are to be three bar tacks at the base of the fly for additional reinforcement; two vertical bar tacks on the lower front fly interior and one horizontal bar tack at the bottom of the lower front fly exterior. The fly zipper is to be SOLID BRASS of Y.K.K. quality. There is to be a #3 hardened brass wire stop at the base of the zipper.

6.25 CROTCHThere is to be a "two-way" crotch reinforcement consisting of 50/50% polyester-cotton pocketing cut on the bias for strength. There are to be two, two-ply sections, one on each side of the fly and inseams. Crotch area is to be clean finished with no extra fabric extending from tops of inseams.

6.26 LEGSTrouser legs are to be finished at the bottom with a 3" turn under to allow alteration for future growth. Legs are cut straight down from the knee, resulting in a circumference of 19" at the finished bottom edge (standard 38R size). The hem is to be taped all around with a pre-shrunk bias poly-cotton finishing tape, and then blind stitched for appearance and ease of alterations. Taping all around provides a clean finished edge for full-length use, as well as protecting the fabric edge completely. Simple flat taping with a rayon hem tape is unacceptable. The out seam of each trouser leg is to be a triple safety serged seam, or “blue jean” stitch. This type of seam is much stronger than the traditional “busted” seam and adds strength and stability to the “stripe side” of the leg. Flat pressed or “busted” seams in this area are unacceptable. The inseam of each leg is to be a flat pressed or “busted” seam whereby both ends of the fabric are lock stitched together and

pressed back flat. This is necessary to facilitate alteration of the trouser within the seat an upper thigh area.

6.27 SERGINGAll edges of seams and outlets are to be serged in a professional, high quality manner, eliminating the possibility of raveling.

6.28 THREADSThreads for seaming are to be 50/3 cotton wrap core, 70/2 poly wrap core, or 100/2-poly wrap core, based on the strength requirements of the type of seams.

6.29 POCKETSFOB watch pockets, when specified, are to be made with the same precreased pocket. FOB pockets are to be bar tacked at the two upper corners. Pocketing material is to be 70/30 poly cotton; 50/50 in the warp and 100% poly in the fill. Pockets constructed in a “sandwiched” or “bagged” fashion are unacceptable.

SASH, PENDANT, AND CUMMERBUND SPECIFICATIONS

6.30 A waist sash portion is to be either 4" of 5" in width, as detailed in the styling specifications. The length is to be approximately 8" longer than the actual waist measurement of the wearer. Each sash is to have a heavy-duty canvas lining (15 oz.); anything less, such as Pellon, is NOT acceptable.

6.31 The outer fabric covering is to come over the top and bottom edges of the canvas, then turned and secured with a lock stitch, on the canvas side. When the sash is pleated, there is to also be an exterior row of lock stitching on the upper and lower edges of the sash. Each end of the sash is to have 2 rows of 1" wide Velcro. The "exposed" underneath end has 5" strips of the hooked Velcro, while the hidden outer end has 3" strips of looped Velcro.

6.32 Each of the waist sash end is neatly finished in the following manner. The outer fabric is turn and sewn to the canvas. Fabric that laps over the canvas ends and then sewn down is NOT acceptable. The Velcro strips are then sewn directly to the heavy-duty canvas lining.

6.33 Hanging side pendants are extensions of a single or double layer of the outer fabric. They may be looped in such a manner to form a tunnel through which a waist sash passes or attached to the inside bottom of the coat. The pendants are turned and sewn from the inside out. Lettering and braid trim are available as options, as indicated in the styling specifications.

SHAKO HAT SPECIFICATIONS

6.35 The Cover: Side Bodies are a one piece standard band fabrics or #985 vinyl, computer graded, marked and cut. There should be a double reinforced back seam from top to bottom .75” seam. All seams are single needle lock stitch (301 lock stitch). Sewn construction to attach outer cover to inner shell. No brads or staples in shell to avoid cracking, sharp edges or wearers discomfort. Shakos are computer graded, marked and cut.

6.36 The Cover: Top is 1 piece standard band fabrics or #985 vinyl. Tops are computer graded, marked and cut. All seams single needle lock stitch (301 lock stitch).

6.37 The Cover: Top Band is cut straight of band fabric or #985 vinyl. It is strip cut to 1.75” to finish 1.125” with a .375” turn under on finished edge. All seams single needle

lock stitch (301 lock stitch)

6.38 The Cover: Top Band has an inverted “V” and “Notch” Cut band fabric, die cut for accurate and consistent shape. All seams single needle lock stitch (301 lock stitch).

6.41 Standard Visors are High-density polyethylene, ultraviolet inhibitor, pigment stabilized color matched with a minimum normal wall thickness of .060”. Visors are White, navy, red, black, green and royal. Visors are sewn to the inner shell using single needle lock stitch (301 lock stitch).

6.42 Visor Trim on visor is a 8 gauge 1% metallic polyester film, 99% PVC film vinyl edge guard in gold or silver sewn with a single needle lock stitch (301 lock stitch). The cut size is 1.125” to finish as .5” binding

6.47 Standard Plastic-Pak Shako Carry Case is a molded, calcium-filled polypropylene homo-polymer case in black with a minimum normal wall thickness .110”. Case has two molded replaceable latches, built-in hand grip, continuous hinges, 6-added feet for stable standing recessed bottom for stable stacking, inter-locking top and bottom for secure closing. Extra roomy to accommodate all hats plus space for plume.

6.48 Plume Feathers are by-products of foreign and domestic production. They are vat-dyed utilizing the latest technology in water and mineral based non-toxic dye products, wired mounted on a plume wire. There is a silver or gold cup with shako wire mount.

RAINCOAT SPECIFICATIONS

6.49 Thinsulate Waterproof Raincoat – made of nylon material that is lightweight and durable, mid-calf length, generously cut fit allows for maximum freedom of movement while covering more of your body so you stay dryer, warmer and more comfortable, oversized raglan sleeve construction allows unhindered movement while the 2-way zippered front seals out wind and rain.

GARMENT BAG SPECIFICATIONS

6.50 Garment Bags are 47-inch tall, 230 denier nylon garment bag, with ID window, dual handles, vented. They have a zippered shoe pocket, zippered accessory pocket, and will embroidered with 3-color Band Logo.

The Uniform Management System will manage student information regarding the assignment of band uniforms and is alterable on a continuing basis as sizing needs change. In addition, the student database will include full contact information for student and guardian, and will possess the ability to generate address labels and garment bag identification tags. The system will also produce student uniform rental/usage agreements as per needed. The software will be compatible with Microsoft Windows, Apple Mac OS X. The Uniform Management System must provide ONLINE/TELEPHONE technical support FREE OF CHARGE. Software updates will be available 24 hours a day, 7 days a week via the internet site.

6.52 Styling Specifications – BandsmanBandsman Coat is a DeMoulin Style B432 Special of Optic RejuviTex. Coat is of Traditional Construction and has extended shoulders. Closure is via a zippered right underarm closure. The coat front has a concealed right side underarm zipper closure. 6.60 Drum Major Shakos are DeMoulin-Ashley Style #30-1 with Top, Top Band, Sides and Bottom Band all of 985-Navy Vinyl. The shako has Nickel Lyre Buttons with prongs to attach #200 Nickel Chain with Spacers and Clear Chin strap with nickel buckle. Centered on front, 3" special metal ornament "B" in royal and orange attached with screw posts, same as band. Drum major Plume is a 14" French Fountain plume in navy with double Silver Mylar flecks.

6.61 Please also quote two alternate plumes, both 12”, French Fountain Plumes with Orange Tip-Dye and 12” French Fountain Plumes with Royal Tip-Dye. See Attachment 3, PRICING AND DELIVERY.

6.62 Raincoats are Navy with white lining. Screen-printed in one color on front left breast special Band Logo. Sewn on to back of raincoat is special 7” x 6” Bronco emblem in Royal, Orange and White details.

6.63 Garment Bags are Navy with one-color screen of Band Logo.

7. SAMPLE

7.1 A completed sample uniform is required to be submitted with your bid for your bid to be considered. Failure to submit a completed sample uniform, with your bid, shall disqualify your bid.

7.2 The sample uniform must be in accordance with the design specifications, construction quality and quality of materials, as listed in this ITB. No variations in design will be accepted. Variations in materials and construction methods (Section 6. of this ITB) may be accepted. Any bidder desiring to use any materials or construction methods as a substitute to the specifications listed in Section 6, must also submit satisfactory proof, in a separate letter attached to your bid. Title this letter “SAMPLE SPECIFICATIONS” and include it with your bid. This letter must detail how the proposed substitute is of equal or better quality than the construction methods and/or material(s), etc., specified in this ITB. Boise State University will determine whether materials and construction methods represented in your sample, and outlined in your letter (if applicable), meet with our high quality standards and represent the uniforms we desire to purchase, as outlined in this ITB.

7.3 The buyer reserves the right to inspect the workmanship of the sample, its inner construction in particular, and for this purpose will open the lining if necessary

8. METHOD OF AWARD

8.1 Method of award will be all or none, based on the evaluation criteria listed in Section 4.3 of this ITB.

8.2 Award will be made to the lowest responsible, responsive bidder who passes all mandatory evaluation criteria listed in Section 4.3

INSTRUCTIONS TO THE OFFEROR:

Provide references from three (3) other NCAA Division I Universities for which you have provided marching band uniforms. As durability is an important consideration, the references listed must be for uniforms that have been in use at the stated University for a minimum of three (3) years.

References not received prior to the ITB closing date and time will not be accepted. Failure to provide the required references will disqualify your bid. References not reflective of the minimum “three years in use requirement” and/or determined to be not of a similar nature to the products requested by this ITB will not qualify as satisfying the reference requirements and will receive a “fail”.

References will be contacted by the ITB Lead and asked to confirm the age of the uniforms, describe the quality and durability of the uniform, and describe their experience with your company. Information received from references will be evaluated by Boise State University and will either receive a pass or fail.

Boise State will evaluate references that it discovers. BSU may conduct its own research and discovery to find customers for whom the respondent has performed work, and to solicit their feedback in addition to feedback from those references the respondent did list. BSU may contact any and all references direclty, without the assistance of the offeror. Boise State is under no obligation to share results of its reference checks with the bidder.

This is to confirm that bidder has completed the fabric stabilization of all Wool and Dacron/Wool blend fabrics to insure the fabrics are pre-shrunk, and decated.
