The K-Wing contains 143 cells, one Americans with Disabilities Act (ADA) cell, and six showers that do not currently have solid cell fronts. The scope of work will include new locking mechanisms, solid fronts on the six showers that serve the unit, modifications to the existing heating/ventilation system, upgrades to the electrical system, asbestos and lead paint abatement, and the addition of local fire alarm and fire suppression systems. The renovation of ASUs with solid cell fronts addresses an important security need within prison facilities. In addition, the replacement of barred cell fronts and cell modifications related to heating/ventilation systems reduces suicide risks, which is of interest to the federal court in Coleman v. Brown. Preliminary plans were funded in the 2007 Budget Act and working drawings were funded in the 2015 Budget Act. This proposal requests project funding for the construction phase, which has been updated to include current fire code requirements identified during design. A. P U R P O S E O F T H E P R O J E C T Int roduct ion: The purpose of this project is to replace the exist ing barred cell f ront doors wi th sol id cell f ront doors in the K-Wing ASU at DVI . The existing barred cell f ronts and doors al low for physical assaul ts on staff and provide l igature at tachment opportuni t ies for inmate suicide at tempts. T h e locking mechan i sms for the barred cell f ronts are ant iquated and not eng ineered for the sol id cell f ront const ruct ion. In an effort to ensure the safety of staff and inmates, it is necessary to rep lace the exist ing cell fronts with sol id wal l /door units and modify the locking mechan i sms . The project scope will p rov ide modif icat ions to the exist ing heat ing/vent i lat ion sys tem, electr ical upgrades to support the vent i lat ion and locking system requirements, and addit ion of local f ire a larm and fire suppress ion sys tems to meet current f ire code.

Background/History: The barred open front cell design at the Cali fornia Depar tment of Correct ions and Rehabi l i tat ion's (CDCR) twelve older pr isons have been in place s ince the original construct ion and spans a period from the 1860's to the 1960's. Since the construct ion of these pr isons, the Depar tment has exper ienced operat ional p rob lems primari ly re lated to heal th and safety issues, part icular ly occupat ional exposure to bodily f lu ids. The solid cell f ront des ign is the current s tandard pursuant to the CDCR Des ign Criteria Guidel ines.

In order to improve staff and inmate safety, C D C R has replaced barred cell f ronts in A S U s wi th sol id cell f ronts on a phased basis statewide. Renovat ions have been per formed at Fo lsom State Pr ison, San Quent in State Pr ison, Cal i fornia Institution for Men, and Cal i fornia Medica l Facil ity. Des ign efforts have occurred at the Correct ional Train ing Facil i ty (CTF) . Funding for const ruct ion for cell f ront rep lacements at DVI is requested in this proposal .

The Co leman Court has been focused on inmate suic ides for approx imate ly 10 years, wi th a specia l emphas is on A S U housing units. DVI and C T F are the only A S U housing units wi th barred cell f ronts. The abil i ty to attach a l igature to the cell f ront can only be mi t igated by the rep lacement of the barred cell f ront wi th a solid cell front. This project wou ld also renovate the vent i lat ion sys tem in these cells, inc luding a venti lation grill des igned to reduce l igature at tachment .

P rob lem: Inmates ass igned to an A S U present an immed ia te threat to the safety of staff and other inmates or are at risk of harm to themselves, and therefore must be removed f rom the Genera l Popula t ion. T h o s e wi th predatory natures assigned to an A S U are a threat to staff work ing in these units and the other inmates in the unit. The existing barred cell f ronts provide inmates wi th the opportuni ty to physical ly assault staff or inmates, cause injur ies f rom inmate manufac tu red weapons (spear ing), expose persons to bodily f luids thrown be tween the bars (gass ing) , and cause harm to staff and inmates f rom thrown burning objects or compressed canisters (i.e. medica l inhalers) that are r igged to exp lode.

The potent ial for assault exists each t ime a staff member approaches the cell f ront or wa lks past on the tier. Staff must feed the inmates in the A S U at least twice a day through the food/cuf f port located in the barred cell door. Th is h inged opening is covered and locked but must be opened to serve the inmates. The proposed sol id cell f ront/door sys tem has a sl iding cuff/ food port cover and a tray del ivery sys tem that at taches to the door. The "safety feed" box great ly reduces the opportuni ty for staff assaul ts during feeding operat ions.

T h e potential for assault also exists whenever an inmate must be removed f rom their cell and escor ted for medica l appointments, to see a correct ional counselor, or at tend classi f icat ion commi t tee meet ings. The inmate is shackled and escorted by two correctional off icers along the tier past the open cell f ronts of other A S U cells. This situation creates vulnerabil i ty for both staff and inmates. Th is ever present danger would be el iminated by a sol id cell front.

Another concern raised by open cell f ronts is the increased opportunity for ma le inmates to indecent ly expose themselves to female C D C R staff. Recent lawsuits {Frietag} manda ted C D C R to ensure policies and procedures are set up to minimize these opportunit ies. Inmates housed in A S U have al ready demonst ra ted a propensi ty for misbehavior, mak ing indecent exposure incidents likely.

F rom October 2012 to January 2016, the fol lowing incidents have occurred to inmates in A S U as a result of the lack of solid cells and the ability to at tach a l igature: 1 suic ide (October 2015) , 3 at tempted suic ides, and 1 at tempted assault with a weapon against another inmate. Dur ing this t ime per iod, the fo l lowing incidents have occurred to DVI staff in A S U as a result of the lack of sol id cel ls: 16 gassing incidents, 8 indecent exposure incidents, 1 sexual harassment incident, 5 explos ives/arson incidents, and 3 batter ies.

B. R E L A T I O N S H I P T O T H E S T R A T E G I C P L A N

This project is consistent with Goal 3 of the 2010/2015 Strategic Plan:

C D C R has faced chal lenges in our ability to appropr iate ly house inmate and youth populat ions in beds commensura te with their hous ing needs. Efforts towards accommodat ing hous ing needs have been chal lenged by compet ing interests that include court mandates and physical plant des ign . C D C R will increase bed capacity and program space, wh ich will provide us wi th the ability to house offenders consis tent with their needs and enhance our ability to respond to the chang ing demograph ics of the inmate and youth populat ions. C D C R will also make the nature of our classif ication process more dynamic to improve our abil i ty to respond to the chang ing demograph ics of the offender populat ion and implement national best pract ices.

C . A L T E R N A T I V E S Alternat ive # 1 : Rep lace existing cel l f ronts with sol id wal l /door type. Th is alternative is to disconnect A S U cell and shower doors f rom locking bar mechan i sm and remove cell fronts and sl id ing doors. Aba te exist ing asbestos and lead paint as necessary. Rep lace with sol id wal l /door units (units will have two vision panels in f ixed wal l sect ion and two in the sl iding door) . Modify exist ing vent i lat ion system to accommodate sol id fronts and ensure requi red air changes per bui ld ing/envi ronmental codes. A d d HVAC ductwork to serve areas outs ide cells. A d d fire spr inkler and fire a larm sys tem to cells and staff areas and replace wooden catwalks with steel catwalks to comply with State Fire Marshal and current California Bui lding Code requi rements.

D. R E C O M M E N D E D S O L U T I O N 1. Wh ich alternative and why?

Al ternat ive #1 is the recommended solut ion. The methodo logy to conver t barred cell f ronts to sol id cell f ronts meets securi ty needs. T h e A S U s are lock-up units and the inmates housed here are, for the most part, a discipl inary p rob lem. This proposal wil l provide the fol lowing benef ic ial factors:

• El iminate known security def ic iencies caused by direct access f rom/ through the inmate cells to the at tending custody staff.

• El iminate physical assaults on staff and inmates by the use of bodily wastes/ f lu ids (gassing) or explos ive devices or burning objects.

• Reduces opportuni ty for inmate indecent exposure inc idents. • Al lows close staff survei l lance into the cell, wi thout compromis ing safety or secur i ty. • Al lows staff access to inmate ( feeding, legal cor respondence, mai l , canteen, etc.) wi thout

cell f ronts/doors. Windows will be included in the stat ionary portion of the solid cell f ront as wel l as the sliding door. Modif icat ions to the existing heating/venti lat ion sys tem are required because the existing systems are dependent upon airflow th rough the exist ing barred cell f ronts; the venti lation upgrades and solid cel l front locking mechan isms requi re electr ical upgrades. Replacement of damaged exter ior w indows and hardware is requi red and will also improve energy eff iciency as specif ied by Execut ive Order B-18-12. In addit ion, the State Fire Marshal is mandat ing fire a larm and fire spr inkler systems be instal led in cells, staf f areas and the adjacent clinic and rep lacement of w o o d e n catwalks meet current bui ld ing code. This requires modif icat ions to the electrical, l ight ing, and mechanica l systems, site work , demol i t ion work, and envi ronmental abatement.

3. Basis for cost information. The project cost is based on an engineer ing consul tant 's est imate to br ing the 2008 prel iminary plans up to current code including State Fire Marshal 's l ife-safety requ i rements , and has been updated to reflect adjustments in the California Construct ion Cost Index (see Project Cost Summary) .

4 . Factors/benef i ts for not recommend ing the least expens ive alternative. This solut ion mit igates safety and securi ty concerns associated with t he direct access to staff barred cell f ronts provide to inmates and reduces the opportuni ty for inmate suicide at tempts.

DESCRIPTION

The purpose of this project is to replace the existing barred cell fronts/doors with solid cell fronts/doors In the Administrative Segregation Building, K-Wing at DVI. K-WIng contains 142 cells, 1 ADA cell and 6 showers that currently do not have solid cell fronts/doors. To promote the safety of staff and inmates, this project includes the replacement of the existing cell fronts with solid wall/door units and locking mechanisms to meet/ conform with Level IV Security Housing Unit design. The California Building Code (CBC) definitions of a one-hour rated corridor wall and preliminary indications from the California State Fire Marshall have guided several related modifications. Included in the project will be modifications to the existing heating/ventilation and electrical systems and the addition of a fire alarm system.

The purpose of this project is to replace the existing barred cell fronts/doors at Deuel Vocational Institution, with solid cell fronts/doors In the Administrative Segregation Building, K-Wing. K-wing contains 143 cells, 1 ADA cell, and 6 showers that currently do not have solid cell fronts/doors. To promote the safety of staff and inmates, this project includes the replacement of the existing cell fronts with solid cell fronts with solid wall/door units and locking mechanisms to meet/conform with Level IV Security Housing Unit design. The California Building Code (CBC) definitions of a one-hour rated corridor wall and preliminary indications from the California State Fire Marshal have guided several related modifications. Included in the project will be modifications to the existing mechanical and electrical systems, and the addition of fire alarm and fire suppression systems.
