Through the use of the System Improvement Model (SIM), develop and implement a comprehensive and integrated continuum of services (COS) system that delivers high quality and effective alcohol and other drug (AOD) services.

Ensure that individuals and communities receive high quality, effective, and efficient services along a service continuum that addresses the potential risk, and the acute and chronic nature of alcohol and other drug problems.
