Purpose

Authority

1. Iden�fy the fundraising opportuni�es in support of the district mission. as determined by the current strategic plan.

2. Develop and implement strategies for raising funds consistent with district policies 913.2 Gi�s to the District and 913.2.1 Recogni�on for Gi�s. The proposal will be presented to the Board for approval.

3. Implement the strategies as approved by the Board of School Directors.3. Coordinate and oversee the implementa�on strategies as they are developed within the

The general purpose of this commi�ee is to assist in developing and increasing the resources of the State College Area School District by solici�ng and managing gi�s from alumni, parents, community leaders, local ci�zens, corpora�ons, founda�ons and other private sources. The commi�ee will be comprised of between nine (9) and fi�een (15) members to be appointed for three (3) year terms, commi�ee members may be reappointed. Commi�ee memberships should be heavily weighted with community representa�ves and should include parents of current students, community members with exper�se in private fund raising, Board members, an administrator, and a teacher. The commi�ee should be co-chaired by a community member and the administrator. Charge to the Commi�ee The charge to this Ci�zen Advisory Commi�ee shall be:

913. 3 2 GIFTS TO THE DISTRICT

Background

The State College Area Board of School Directors (Board) recognizes the desire on the part of individuals or public or private organiza�ons to make gi�s of funds, materials, capital equipment, real estate, or services to the school district. In an effort to ensure and to enhance the possibili�es for excellence in educa�on, the Board finds it desirable to develop alterna�ve sources of support for district programs and facili�es. All private support must be consistent with the educa�onal mission and goals of the district, and with contemporary standards of good taste within the State College community.

Objective

It is the objec�ve of this policy to establish parameters for the acceptance of gi�s by the SCASD district. This policy falls under and is subject to the general provisions of the Private Fundraising Policy (913.1) and extends and replaces Sec�on 3-3-27 of the Policy & Procedure Manual as amended on 5/11/98 . It governs all gi�s to the district, for example: endowment gi�s, non-endowed scholarships and awards, and contribu�ons to support the district's schools, facili�es, programs, organiza�ons, and ac�vi�es for project-related expenditures.

Authority

The Board has the authority to accept such gi�s and dona�ons as may be made to the district or any school within the district. The Board also reserves the right to decline any gi�. It is the policy of the Board that: 1. Individuals or organiza�ons desiring to make gi�s to the school district should counsel with

the Superintendent or his/her designee regarding the acceptability of an�cipated gi�s.Periodically, the Board shall consider a recommenda�on from the CAC for Private Fundraising Finance to set the minimum amount for "major" gi�s. Un�l further changes, Gi�s with a value of $25,000 or more shall be considered "major" gi�s. The Superintendent shall refer all "major" gi�s for considera�on and approval by the Board. Addi�onally, and all gi�s involving significant

and recurring costs for installa�on or for maintenance for considera�on and decision approval by the Board.

A. Gi�s with a value less than $25,000 shall be considered by the administra�on and approved for acceptance by the Board.

B. Gi�s with a value of $25,000 or more shall be considered “major” gi�s. The administra�on shall refer all “major” gi�s for considera�on and approval for acceptance by the Board.

C. Addi�onally, all gi�s involving significant and recurring costs for installa�on or for maintenance will be referred for considera�on and approval for acceptance by the Board.

1. It shall be the responsibility of the administra�on to comply with the district's Gi� Recogni�on Policy (913.2) and related procedures.

2. 2. Anonymous gi�s shall be accepted under the following terms: Anonymous donors may choose from the following two op�ons: A. Complete anonymity – only the Development Specialist, Superintendent, Finance

Officer, and Board President know the iden�ty of the donor. B. Limited anonymity – the Board also knows the donor’s name, but it is not published

in the minutes, honor rolls, other district publica�ons or media releases. 5 . 3. The administra�on will ensure that no significant las�ng inequi�es based on gi�s will

occur in programs across the district. Any gi� accepted by the district shall become the property of the district, may not be returned without the approval of the Board, and is subject to the same controls and regula�ons as are other proper�es of the district. The district shall be responsible for the maintenance of any gi� it accepts, unless otherwise s�pulated. As instruc�onal equipment becomes more complicated and diverse, it is impera�ve that a�en�on be given to technological and curricular compa�bility and to poten�al maintenance costs over �me. The district will make every effort to honor the intent of the donor in its use of the gi�. If at any �me this becomes impossible, as determined by the district, the Board reserves the right to work with the donor to u�lize any gi� it accepts in the best interest of the educa�onal program of the district and in such manner as most closely accomplishes the donor's original intent. Unless explicitly stated by the district, acceptance of a gi� shall not be considered an endorsement by the district of a commercial product or business enterprise, organiza�on, or ins�tu�on of learning. All gi�s will be accompanied by a signed agreement acknowledging the terms and condi�ons of the gi�, including, but not limited to, naming rights and anonymity of the donors.

Guidelines

Gi�s shall: 1. Support the mission of the district.2. Enhance student educa�on and achievement.3. Assist in the con�nua�on of exis�ng educa�onal and extracurricular programs and

facili�es4. Assist in the development and funding of new educa�onal and extracurricular programs

and facili�es.

The district generally prefers dona�ons or gi�s to contracts or commercial agreements. Thus, the poten�al for turning contractual or commercial proposi�ons into gi�ing opportuni�es will be explored before any other ac�on is taken. This will be the responsibility of a specially appointed Review Commi�ee consis�ng of representa�ves of the CAC for Private Fundraising and the CAC for Finance, the Board, and the administra�on. The Board may ask the Review Commi�ee to inves�gate, evaluate and/or consider proposed alterna�ve sources of support and to report its findings and recommenda�ons to the Board.

When a private contribu�on necessitates a contract or a commercial agreement, the following factors must be addressed: specific goals; expected outcomes; benefits to the district; specific ac�vi�es; donor recogni�on (Policy No. 913.2); rights and responsibili�es of the par�es; �meframe or term; and evalua�on criteria.

Factors to be considered before entering into an agreement or accep�ng a gi� include but are not limited to:

1. The extent to which the gi� would limit or restrain the district's discre�on or its ability to pursue other opportuni�es.

2. The extent to which the gi� would impose any obliga�on on the district, either presently or in the future, financial or otherwise.

3. The extent to which the gi� would cons�tute a conflict of interest or create the appearance of or poten�al for a conflict of interest.

4. The extent to which the gi� would interject adver�sing or commercialism into the schools or classrooms, or extracurricular and other venues.

913.2.1 COMMUNITY

Purpose

The State College Area Board of School Directors (the Board) believes it is important to thank and to recognize donors of gi�s to the district. This policy combines, extends, and replaces the 5/11/98 version of Policy No. 913.2, and the 11/8/76 version of the Naming of School Buildings Policy (5-5-10) in order to be consistent with all district policies pertaining to private support. This policy provides a framework for recognizing all private support covered under the Gi�s to the District Policy.

Guidelines

The district will publish an annual honor roll of donors lis�ng donors, including those iden�fied as anonymous as well as anonymous dona�ons , by type of contribu�on without iden�fying actual amounts of each gi�. Giving categories may be developed to indicate levels of giving. (913.4)

The Superintendent administra�on will work with the building principals and with program directors to help to assure conformity regarding the need for recogni�on while avoiding undesirable commercial adver�sing.

The administra�on in consulta�on with the Ci�zens Advisory Commi�ee for Private Fundraising Finance and the Educa�on Founda�on , will expand and will maintain the district's Gi� Recogni�on Procedures to implement this policy.

MOVED TO NEW POLICY 701 Recogni�on for Facili�es Support The district recognizes that naming op�ons for buildings and/or por�ons or components of buildings may a�ract private gi�s. The district's buildings, auditoriums, gymnasiums,

The Board of School Directors must approve the naming of any district property, site, building, room, or facility. The Board reserves the right to decline any dona�on condi�oned on a naming op�on unacceptable to the district.

Where naming op�ons are to be offered or implemented for the construc�on of a new building or facility or the renova�on of an exis�ng building or facility a commi�ee consis�ng of representa�ves of the CAC for Private Fundraising, the CAC for Facili�es, and the CAC for Finance, a Board liaison, and the Superintendent or his/her designee will make recommenda�ons to the Board. 1. Purpose The State College Area Board of School Directors (the Board) believes it is

important to thank and to recognize donors of gifts to the district. This policy combines, extends, and replaces the 5/11/98 version of Policy No. 913.2, and the 11/8/76 version of the Naming of School Buildings Policy (5-5-10) in order to be consistent with all district policies pertaining to private support. It provides a framework for recognizing all private support covered under the Gifts to the District Policy.

2. Guidelines The district will publish an annual honor roll of donors listing donors, including those identified as anonymous, by type of contribution without identifying actual amounts of each gift. Giving categories may be developed to indicate levels of giving.

The Superintendent will work with the building principals and with program directors to help assure conformity regarding the need for recognition while avoiding undesirable commercial advertising.

The administration, in consultation with the CAC for Private Fundraising, will expand and maintain the district's Gift Recognition Procedures to implement this policy.

Recognition for Facilities Support

The district recognizes that naming options for buildings and/or portions or components of buildings may attract private gifts. The district's buildings, auditoriums, gymnasiums, fields/playgrounds, classrooms, laboratories, and similar rooms offer opportunities for naming options or plaques to recognize the source of the funds supporting facilities construction, renovation, or maintenance.

The Board of School Directors must approve the naming of any district property, site, building, room, or facility. The Board reserves the right to decline any donation conditioned on a naming option unacceptable to the district.

Where naming options are to be offered or implemented for the construction of a new building or facility or the renovation of an existing building or facility a committee consisting of representatives of the CAC for Private Fundraising, the CAC for Facilities, and the CAC for Finance, a Board liaison, and the Superintendent or his/her designee will make recommendations to the Board. This committee will submit, as appropriate, a blueprint of naming options with associated dollar amounts for consideration by the Board. In the case of naming gifts, the donor(s) must bear fifty percent (50%) or more of the estimated cost for the facility or portion of facility to be named.

District buildings or other facilities can be named for:

1. The street or geographical section of the district in which they are situated.

2. Individuals who have made substantial financial or material contributions to the district.

3. Individuals who have made a significant contribution to the betterment of the

district's education program, or distinguished alumni.

4. Other names as deemed appropriate by the Board.

Such requests should be made to the Superintendent, who will consult with the CAC for Private Fundraising and will make recommendations to the Board. The entity being honored through a facilities naming option must represent the district's ideals and values as articulated in its Strategic Plan.

Facilities will not be named for persons who currently serve the district in an elected or appointed capacity.

Segments of buildings, major equipment on school premises, and extracurricular venues may be named for individuals as well as supporting corporations and organizations.

913. RELATIONS WITH SPECIAL INTEREST GROUPS

1.Purpose Any requests from civic organizations or special interest groups which involve such activities as patriotic functions, contests, exhibits, sales of products to or by students, sending promotional materials home with students, graduation prizes, or fund raising must be examined to ensure that such activities promote student interests primarily, rather than the special interests of any particular group.

2.Responsibility All materials or activities proposed by outside sources for student or employee use or participation shall be reviewed by the Superintendent or his/her designee.
