What does this term mean?

In April 1865, the Confederate army surrendered. Withindays, Lincoln had been assassinated and Andrew

 Johnson was sworn in as the new president.

His first problem was what to do with the defeatedConfederate states. The economies of these stateswas ruined after the war, their old political system

was now obsolete and their societies had beenchanged with the freeing of black people.

How would he reincorporate them into the Union? The process of managing this change was known as

reconstruction.

During the period of reconstruction, manySouthern Blacks demanded equality &particularly the right to vote. Johnson,however, moved to conciliate the southern

white elite. Any Southern state which acceptedthe end of slavery, they were admitted intothe Union & the white officials of theConfederacy were elected to govern theSouthern states. To ensure blacks did not gaineconomic, political, social or legal equalitythey introduced the ‘Black Codes’. This wasknown as ‘Reconstruction Confederate style’.

• Economic Inequality – blacks were notallowed to buy or rent land.

• Social Inequality – blacks were banned

from schools.• Political Inequality – blacks not allowed

to vote.

• Legal Inequality – of the roughly 500white men indicted by Texas courts formurdering blacks in 1865 – 66, not onewas convicted
