Volume 6, Issue 2

August 2017

Every summer I make extra time to tackle my reading list. I read for inspiration, innovation and the next great idea. Simon Sinek’s “Start with Why,” resonates with the way I live my life, both personally and professionally. This philosophy is also at the core of how I think about the FI$Cal system.

If you don’t have time to read his whole book, take a look at his Ted Talk on YouTube where Sinek explains that high achievers and effective leaders approach their lives and work in similar fashion. Most of us know what we do, and how we do it. What separates the most inspired, is knowing the “why” and starting there.

Effective leaders believe in the good of what they do, and because they communicate their beliefs, their purpose and their cause, they can build teams who share those beliefs. This leads to obtaining even higher goals and inspiring greater loyalty.

Since the day I started my career in public service, my “why” has been the belief that the job of government is to maximize the public good, and it

Start with WhyA message from Miriam Barcellona Ingenito, Director

Partner Business Executives (PBE) represent FI$Cal’s four partner agencies: the Department of Finance (Finance), the Department of General Services, the State Controller’s Office (SCO) and the State Treasurer’s Office (STO). PBEs help to facilitate participation, communication and coordination of the business, vision, goals, objectives, policies and processes between FI$Cal and their respective agency.

We would like to introduce two new PBEs representing SCO and Finance.

Cathy Leal was appointed as the PBE for the SCO in July. Her role includes leading the SCO team assigned to FI$Cal, ensuring objectives are met, collaborating with the partners on business solutions and coordinating activities between SCO and FI$Cal.

LinkedIn is more than just an online resume. It’s a business-oriented social networking platform with more than 500 million members in over 200 countries. LinkedIn is a free tool that allows you to build your personal brand, encourages others to learn about your company, and provides a virtual space to network with colleagues.

LinkedIn can help you showcase your experience at your company, connect with other professionals, and explore enrichment opportunities. Actively using LinkedIn promotes personal and career growth by giving you access to information about your industry, current events, and career insights.

FI$Cal encourages our department end users to follow us on LinkedIn, where we post industry articles and topics, current FI$Cal news and events, and career opportunities. Think of our LinkedIn page as a quick resource to see what’s happening at FI$Cal. Following the FI$Cal LinkedIn page will ensure you have access

to accurate and up-to-date information, which will support your job and experience with FI$Cal.

We’ve also created a private group for our Super Users to connect you with colleagues from different departments.

2017 User Support Lab ReminderUser Support Labs (USL) for 2017 Release departments are continuing through the end of September.

These labs give end users from our new departments the opportunity to get post-Go Live support from FI$Cal subject matter experts and trainers while processing real world departmental transactions in FI$Cal.

Instructions on how to request participation in a USL are available on the 2017 USL Request Form. If you have additional questions please email the FI$Cal Change Management Office.

User SpotlightEach Forum we will ask a question to get to know our department end users.

Q: What’s the best thing that’s happened this week?

A: We went to Monterey for the weekend to celebrate my wife’s birthday.

I planned a getaway weekend for my wife and me to her favorite place — Monterey. We had breakfast at First Awakening, visited the Monterey Bay Aquarium, drove along 17-Mile Drive, shopped in Carmel, relaxed and watched waves at the Marina Beach, and finished the day with dinner with my brother, his wife and my eight-month-old nephew in Salinas.

FI$Cal Frequently Asked QuestionsWhat is the correct navigation for creating a procurement contract from a Statewide Leverage Procurement Agreement (LPA)?

In FI$Cal, the Solicitation and Contract Buyer may create a procurement contract by copying from any statewide LPA contract. FI$Cal allows users to search for existing LPAs and copy both Contract header and line information to create an individual departmental procurement contract.

The Solicitation and Contract Buyer must then update the correct acquisition method used to acquire the services or goods. Once the contract has been copied from an LPA and updated to reflect departmental needs and saved, it can be submitted for approval.

How do Purchase Order (PO) Approvers view an attachment prior to approving the PO?

If a PO Buyer adds comments and attaches documentation to the Purchase Order, the PO Approvers will need to navigate to the Purchase Order Inquiry page and click the Header Comments link to review comments and access the attachments.

FI$Cal’s Project Management Office (PMO) staff look forward to Fridays because that is when PMO staff have their Breakfast Club. They know they can enjoy a delicious breakfast and bond with their co-workers over a shared love of food.

Chi Emodi, Chief of the FI$Cal Service Center, started the PMO breakfast club back in 2012 with the help of two other PMO staff. Chi thought breakfast once a week would be a great way to bring staff together after a week of hard work. “It’s something people look forward to, and it has helped to build relationships within the PMO and other parts of FI$Cal,” Chi said.

There are currently about 30 individuals participating in the breakfast club. Each Friday one club participant brings breakfast or brunch for everyone. Dishes reflect the diversity of our staff and range from Shakshouka (fried eggs,

tomato, onion, and/or zucchini), to baklava, or donuts.

Mike Arakji with FI$Cal’s Information Security Office said, “The brief conversations we have while we get our food help break the ice, help people get to know each other and makes new staff feel welcome.”

“Everyone here at FI$Cal works very hard so the Friday breakfasts act as a stress reliever and help to make PMO a family so we can continue the work to make FI$Cal a success,” said Chi.

is government’s duty to create the most efficient and effective processes for our State.

When I think about the “why” of FI$Cal, I truly believe we are transforming the way state government does business. We are the stewards of taxpayer dollars. Because of FI$Cal, there is greater accountability, integrity and transparent access to government data for the public and state officials.

As a FI$Cal end user — either currently or scheduled for a future release — you are integral

to the success of FI$Cal’s vision. My entire staff, and especially my Change Management Office, have an important role in helping you understand the “why” of FI$Cal, and why this change matters to what we all do. As more departments come on board, we are truly becoming “One state. One system.” — and together, we are improving the state’s financial processes.

Thank you for your commitment to FI$Cal, and remember to “start with why,” no matter what your role in state government.
