Elected Officials' Reports

• Councilmember Scott Sherman (Liz Saidkhanian): Mission Gorge Rd. emergency repair, lots of

unknowns. Likely to be lawsuit so city can recoup funds. City closed lanes and initiated work. Full

repair in progress. 600 ft. of sewer pipe being replaced (25 ft. down). Going to be long term fix.

Sediment was not compacting risk of sink hole. Work to be completed by end of year. Audience

member asks if cause was identified. Yes, but due to potential litigation City cannot reveal at this

time. Happy to take questions after meeting.

Officer John Steffen (Community Relations Officer): Homicide update domestic violence situation

taken into custody in Chula Vista. National drug take back 10/22 10-2 pm at Aero Dr. office.

Suspicious death near Lewis Middle school being investigated.

Terry Cords: 10/15 movie in park Hotel Transylvania II at Allied Gardens Rec Center; 10/28 San Carlos Rec

Center Halloween carnival 5-8; Patriots baseball break-in at filed stole $10,000 worth of equipment go fund me

page in Mission Trails Courier article; Pershing field to be re-carpeted stating 11/7 construction to last approx. 2

months; Marvin elementary grass field to be replaced with new turn around also being constructed.

J. Wilson: 10/29 Mission Trails Spooktacular storyteller sponsored by Team Northcutt reality.

D. Smith: Asks for update on capital grant program - no grants being sought at this time. Alvarado Creek Trolley

Station enhancement project; website up and running. Working on finishing fact sheet.

1st annual 10/22 10-2 harvest festival at mission trails dentistry

Informational Presentations: City of San Diego Navajo Pump Station Project Status Report.

Navajo Pump Station project to demolish and replace the existing College Ranch Hydro Pump Station and

construct a new pump station. Also, new water mains will be installed to update the older pipelines for the

College Ranch and San Carlos area.

Dwayne Abbey City Public works project manager brought contractor and their public relations staff to

meeting. Build a larger above ground pump station. 1.8 miles of distribution line. Will be road work involved

(water line upgrades). Residents will be notified pertaining to access issues. Businesses will be coordinated

with on Lake Murray Blvd. to be done in phases. Project scheduled thru 01/2018. Updates can be found on

hotline which is advertised on door hangers. Fact sheet available and web link available on city website. TC

Construction is the contractor. Work to start on Lake Arrowhead (SEE HANDOUT map on flyer). To start

within next couple of weeks. Starts at water tank.

Mini dorms: Tim Taylor (Councilwoman Emerald staff member) - what problem if any in Navajo area?

Moving along fast sponsored by Councilwoman Emerald who near end of term. Going to City Council

tomorrow and affects College area primarily. Navajo area not included in ordnance at current time. (SEE

HANDOUT)

J. Wilson – if adopted would it create parking zone in Del Cerro like around San Diego State? No, does not

have to do with parking permits.

D. Smith – Appreciates Marti doing this. Voted in favor of ordinance in CPC hearing. Would be concerned if

unable to park in driveway. Look at it closely before recommending for Navajo Area.

T. Cords – Has had experiences with this type of situation. Asks what is considered “steep slope”.

M. Reed – Concerned about more than parking such as transients (short term residents), not sure if this

ordinance addresses that type of situation. Granny flat being encouraged by Gov. Brown and could be a huge

issue in the future.

Audience member asks if 5 bedrooms is there any occupancy maximum. There is an occupancy regulation.

Stephen Dahms asks what is considered “College Area”.

Measure D may help alleviate some problems if passed. Qualcomm could become dorms for SDSU.

Action Items:

Veterans Housing - Project Number 497171

Site Development Permit for a deviation of development regulations for the conversion of an existing motel

94380 Alvarado Canyon Road) to an 85 affordable unit multi-family apartment building for permanent veterans

housing.

John Wurster, Affirmed Housing

Convert to 85 studio and 1-bedroom apts for homeless vets. Adaptive re-use project. Asking for street front and

parking deviations. Keep existing building and reconfigure. Meant to be permanent housing (not transient

housing). Deviations; no commercial along frontage; storage 240 sq. ft. usually some storage lockers (per unit);

private outdoor space (patio/balcony); parking (37 spaces requested including staff) low rate of auto ownership.

D. Smith – 10 ft. walkway on top of slope. Where is fencing? New fence will be where current fence is. Worried

about storm drain plan walkway connector with proposed walkway/path. How can you condition this project to

align with future proposed projects? J. LaRaia suggests making part of motion. Asks if aware or Alvarado Rd.

extension. How do you regulate parking (first come first serve)? Asks about the issues cycles?

J. LaRaia – all for housing for veteran’s number of units going down from current motel. Does it meet minimum

density? (It does). John bummed there are not more units. Glad for project would like to see more units/density.

M. Reed – How are they going to get groceries? Nearest store on Mission Gorge /Zion Rd. Should you have

shuttle to take veterans to grocery store? Services are comprehensive and likely to have something to assist. Will

security be present? (Yes).

T. Cords – Is it really multi-family housing? Are children eligible? (Can have spouses and maybe even a child

possible).

Glenn Farber – Drug policy? Criminal background check. No dugs allowed. Drug free housing. If caught with

drugs move for eviction. Cannot stop from alcohol in units but not allowed in common area.

J Wilson makes motion J. LaRaia seconds. Motion to approve project with the following conditions 1) easement

that allows future public/pedestrian access with appropriate lighting along Alvarado Creek path. 12-0 in favor.

Sprint - Mission Gorge NUP Not present

Neighborhood Use Permit (NUP) for a Wireless Communication Facility. Includes installation of 16 new panel

antennas behind new RF transparent boxes, installation of 32 new RRH units behind existing parapet, installation

of equipment cabinets on a new concrete pad inside equipment room, installation of one (1) GPS antenna,

installation of new electrical meter service connection, and installation of power cables.

Charter amendment to consider sending to Mission Trails Foundation if successful election in Nov asking

Councilman Sherman to consider a parcel to come to Mission Trails Regional Park if SD High remains at

Balboa Park

J. LaRaia makes motion to have chair modify letter (as read by M. Reed) to Councilmember Sherman to support

Mission Trails Foundation request for a parcel acquisition in Tierresanta should Measure passes. 12-0 in favor

Community Group Reports:

• Del Cerro Action Council - Jay Wilson: 10/27- 7 pm at Temple Emanu-El Adobe Falls presentation by
