ABOUT TIDES TIDES1 is a DoD research project dedicated to open-source knowledge sharing to promote sustainable support to populations under stress – post-conflict, post-disaster, or impoverished. The project provides reach-back “knowledge on demand” to decision-makers and those working in the field. It encourages public-private, whole-of-government, and trans-national approaches to achieve unity of action among diverse organizations where there is no unity of control. TIDES has three main goals, to: 1. Leverage Global Talent 2. Promote Integrated Approaches 3. Sustain Through the Private Sector TIDES analyses begin with scenarios chosen by stakeholders. These include: (1) Stabilization and Reconstruction in Afghanistan, (2) Humanitarian Assistance/Disaster Relief (HA/ DR) in tropical regions, (3) Defense Support to Civil Authorities (DSCA) in the US and (4) Building Partnership Capacity (BPC) in Latin America and Africa. Better collaboration and shared situational awareness among disparate stakeholders in these, and other, environments could improve readiness for, and responses to, disasters, instabilities, insurgencies, and food crises. Exercises, training and education are keys to institutionalizing lessons learned. Links are being forged among the DoD, State Department, DHS, other US government agencies, International Organizations, NGOs, Private Volunteer Organizations (PVOs), the business sector and academia. TIDES encourages innovation by tapping into a global network of distributed talent. It maintains a website, www.star-tides.net,2 where anyone in the project’s network (the STAR-TIDES net) can publish their work for feedback and critique. After the Haitian earthquake it helped catalyze co-operation between government agencies and civilian technologists. TIDES focuses on shared situational awareness and eight infrastructures: shelter, water, power, integrated combustion and solar cooking, cooling/heating, lighting, sanitation and information & communications technologies (ICT). TIDES emphasizes the needs of local coalitions of business, government and civil society. Not all solutions suit all scenarios—building partner nation capacity to stabilize southern archipelagoes calls for different answers than supporting mountain earthquake victims in winter. TIDES’ contributes to humanitarian assistance, the Millennium Development Goals, and peace building. It supports public diplomacy, meets National Security Strategy guidance, and improves the inter-agency’s ability to collaborate with participants in civil-military missions, domestic and foreign. In addition, all parties may save money by agreeing on which supplies could best be provided by governments, and which by non-government entities, commercial supply chains, or empowered individuals. 1 TIDES = Transformative Innovation for Development and Emergency Support. This research project is coordinated at the Center for Technology and National Security Policy (CTNSP) at the National Defense University (NDU), which is part of the Department of Defense. 2 TIDES is part of a broader project called STAR (Sharing to Accelerate Research). All information on the website is free, open-source, and in the public domain. Ideas expressed, or products displayed, on the website, or in other TIDES or STAR-TIDES activities, should not be considered as endorsed by anyone else; including the US government, nor should they be considered any form of commitment.

Frequently Asked Questions – FAQs 1. What does TIDES stand for and what do they do?
x Transformative Innovation for Development and Emergency Support x TIDES conducts research and provides analysis. We work to link people,
resources, and ideas and provide this information freely through our website and network, in order to better solve the problems associated with sustainable development and disaster relief efforts
x How - 5 Broad Lines of Activity 1. Research, Outreach and Info Sharing
- Infrastructure directory and resources - General research on policies, gaps, lessons observed
2. Support to Rapid Fielding - PEAK JCTD (Pre-positioned Expeditionary Assistance Kit –
Joint Capability Technology Demonstration) - Link to ExFOB – USMC Experimental Forward Operating Base
(renewable power focus, improved shelters) - RELIEF testing at Camp Roberts, CA – with Naval
Postgraduate school. Focus on mash-ups of technology products for new scenarios. We run our own mash-ups of equipment, people, and processes.
3. Support to Real World Activities - Participation in domestic and international disaster exercises
(Exercise 24, FAHUM, Crisis Management Exercises, Golden Phoenix exercises.)
- Haiti earthquake - we helped catalyze information sharing efforts between SOUTHCOM and the NGO Tech Community/ Crisismappers during Haiti Earthquake.
4. Demonstrations and Displays - At various events throughout the year
5. Potential Projects - Education outreach – in schools – work with students to think
through sustainability issues, new technologies, other projects - Metrics – data on/about disaster relief / long-term development
2. Are the organizations and products on display here endorsed by the government? x NO - The products here today are examples of some of the technologies the
TIDES project lists. TIDES does not advocate for a specific company’s product, nor does it make specific recommendations on what products should be purchased. (See full legal disclaimer on the brochure.)
3. What is this STAR thing? x STAR = Sharing to Accelerate Research x STAR is the overarching framework, hence the term STAR-TIDES. In the
future there may be other sub-categories and efforts underneath STAR. x STAR-TIDES is the network of organizations. Any organization may join the
STAR-TIDES network, post comments, engage in discussion, etc. 4. How can I find out more or become part of the TIDES project?
x Join us at www.star-tides.net x www.facebook.com/startides and http://twitter.com/STAR_TIDES
