7th Research Framework Programme (FP7) All EU funded R&D activities grouped together €53.7billion to be spent between 2007 and 2013
Collaborative R&D projects, multiple partners
FP7 ICT R&D has the biggest slice: €9.1 billion 1 - Pervasive and trusted network and service infrastructures (€585m) 2 - Cognitive systems, interaction and robotics (€193m) 3 - Components, systems and engineering (€434m) 4 - Digital libraries and content (€203m) 5 - Sustainable and personalised healthcare (€174m) 6 - Mobility, environmental sustainability and energy efficiency (€159m) 7 - Independent living and inclusion (€73m) Future and emerging technologies (FET) (€185m)

Mind the gap
European strength in collaborative R&D
ICT markets are shaped by standards de facto, industry, fora, SDOs
European R&D in ICT must lead to standards activity Developing new products, new services, new markets Driving, not disseminating
Input is not enough – longer term participation is required
© ETSI 2010 7
Europe’s R&D projects are important to ETSI Collaborative R&D as a source of new standards activities
ETSI’s largest members involved, also innovative SMEs and research institutes Source of pre-standardization activities – be first in the market

Issues for standards bodies
SDOs have responsibility toward R&D activities Reduce barriers to input from R&D projects
Membership cost Participation cost Access to information Guidance and help in navigating an SDO
Incubator or start-up groups for new topics Improve visibility of R&D project impact on standards
• Recognition for submissions• Recognition for retained results
Maintain dialogue between SDOs and R&D community

What has ETSI done? Creation of ‘New Initiatives’ team in Secretariat
Help on creating an ISG , finding existing TBs, founding a new TB Incubator or pre-standardisation groups
Industry Specification Group Workshops and events with R&D community
Hosting at ETSI, and attending, listening Reduced barriers to access and participation
Reduced membership fees and easier access• For Universities & Public Research Bodies• For SMEs
Electronic participation Standards available for free on the internet Complete access with single username/password
Partner in selected R&D projects

Industry Specification Group (ISG)
ISG mechanism can specifically address the needs of a forum or consortium
Ideal for Pre-Standardization Bringing research results into Standards ISG can evolve into a full ETSI Technical Body
Fast and easy to set up Minimum 4 ETSI members necessary, approved by Director General
Flexible and adaptive ETSI Secretariat will provide basic support free of charge Specifications from an ISG are official ETSI deliverables
Permanently in ETSI publications catalogue
© ETSI 2010 11
ISG Summary Industry Specification Group: a special type of ETSI committee Focused activity, designed for quick establishment Decides its own work programme, approves its own deliverables
ISGs produce ETSI Group Specifications (GS) only All ISGs use ETSI IPR policy
Well-established IPR policy, save time and legal fees compared with setting up a forum.
Each ISG has its own membership Non-Members of ETSI can participate, under conditions
Each ISG has its own budget Decided and paid for by its members, invoiced to them by ETSI Basic level of support from ETSI Secretariat
Each ISG can set its own working procedures Based on ETSI Technical Working Procedures
Each ISG can have its own voting system Recommended to use ETSI weighted voting, or 1 member 1 vote
12
Who can participate? Participation is governed by a Industry Specification Group Agreement
Sets out the operation rules, budget mechanism, voting rules etc.
All ETSI members can participate, if they sign the ISG agreement Also applicant members Includes agreeing to contribute to the budget according to this agreement Access to mailing lists, meeting documents etc.
Non-members of ETSI can participate Subject to agreement of ISG chairman, or other ETSI member parties in the
ISG Must sign a Participation agreement Must pay a fee (per meeting) Non-members of ETSI have no voting rights But they have access to mailing lists, and can get meeting documents

ETSI Secretariat Support
ETSI provides ‘basic support’ to ISGs meeting rooms with WiFi in ETSI premises meeting support for invitations, badges, etc. (meetings at ETSI) online meeting registration & meeting document handling tea/coffee in ETSI premises ISG info/meeting/document handling area on the ETSI Portal document storage area on the ETSI DOCBOX server (FTP & HTML
access) one or more e-mail lists maintenance of the ISGs Work Items in the WPM database processing/publication of GSs (providing they have respected the
ETSI Drafting Rules)

ISG Budget
ISG can maintain its own budget Cost allocation between members detailed in ISG Agreement Annual budget report & plan supplied to Secretariat All expenditure performed by ETSI, invoiced to members according to
ISG Agreement
Typical items an ISG could choose to pay for Full time support, Technical Officer support at meetings Conferences or workshop or publicity event Dedicated Website/domain or Wiki hosting and development Technical support to committee, Technical Editor ETSI Special Task Force
• Expert development of specifications• Development of test specifications

Legal ISG Agreement
Must be signed by ETSI Members who wish to participate in the ISG Between ETSI and each member of ISG Identical agreement for all members Binding on all members of the ISG Agree to adhere to ETSI IPR Policy Distribution of costs among members Voting and decision making rules Details specific operational rules of ISG (beyond ETSI TWP)
ISG Participant Agreement Must be signed by non-members of ETSI who wish to participate in ISG Binding on all non-member participants to the ISG Agree to adhere to ETSI IPR Policy Confidentiality requirement
Templates of both agreements available Signatories to the agreements are effectively ‘ISG Members’

Limitations on an ISG
ISGs only produce ETSI Group Specifications (GS) Specifically identified as coming from an ISG
ISGs cannot handle activities Mandated by EC/EFTA ISGs should not handle the following:
health, safety, environment, public interest and the basic legal/economic interests of consumer related issues

Setting up an ISG
Minimum Four ETSI Members (or applicants) required Terms of Reference Basic work programme plans ISG Agreement (for ETSI members) ISG Participants Agreement (if non-members are admitted)
ETSI Director General consults with Board ETSI DG makes final decision on creation of group 30 days notice period to all ETSI members
ETSI Secretariat will manage this process Template documents available

COPRAS guidelines
FP6 IST project between CEN, CENELEC, ETSI, W3C, The Open Group
Produced “Standardization Guidelines for IST research projects interfacing with ICT standards organizations” http://www.w3.org/2004/copras/docu/generic-guidelines.pdf
COPRAS raised some issues for projects: What to standardise? Choosing the right standards bodies Getting the timing right Funding – for membership, travel and time Which partner(s) participate IPR ownership, or who can contribute what?
