ABOUT
Sagara, is Web cum Mobile Application developed for Fisherman Safety & Security by
National Informatics Centre, Kerala in close coordination with State Fisheries Dept. This is
focused on monitoring the fishing vessels and registering the crew going for fishing operation.
This primarily acts as a form of communication between fishermen and authorized government
agencies, to be informed about the fishermen and the vessels on board.
About SAGARA mobile application
Sagara Android based application is to help the Fisheries Department to keep an up-to-date entry and exit of vessels and fishermen venturing in to the sea. The Mobile App supports multiple languages, which allows the vessel owner / representative to select their preferred language and register the entry and exit details of the vessels and passengers.It is also designed to receive notifications and messages about critical warnings, alerts and information in local language.
About SAGARA web application
Facilitating the fisheries department officials to know the number of vessels on boarded, returned and number of crew accompanied as on date. User credentials are provided to the Fisheries officials to know the live status of on boarded vessels, crew and number of vessels in the sea.
The backbone of the SAGARA application is ReALCRaft
About ReALCraft
Sagara Mobile App. Works based on the ReALCRaft Data. ReALCraft is a Web application for vessel registration and Fishing license and is being Implemented in all the 9 Marine States a and 4 UT’s across the country. Around 2.85 lakh vessels have already been registered across the Country.

Key Steps Pre-requisites for SAGARA Rollout:
a. UPDATE ReALCRaft application
• The Sagara mobile App. operators mobile number and boat owners data has to be
updated in ReALCRaft application.
Boat owners can approach Fisheries Department to update the same.

The Third Tab in the Dashboard is for notifications. The Alerts,
Warnings and Messages from authorized Government Agencies
will be available here.
Emergency warnings will be displayed with red colour as shown
in the picture
* All the Critical Warnings will be displayed in the mobile phones
even if the application is not opened, provided the Mobile is
connected to Internet.

In order to add new passengers, the user has to select ‘New

voyage. Otherwise he will be added to the default passenger

C. ROLE S & RESPONSIBILITIES OF STAKEHOLDERS
Responsibilities of NIC
1.1.1 Development of Application Software
SAGARA will be customized and replicated in all ReALCraft nodes
Integrate SAGARA with NAVIC and other applications of Govt approved agencies for
disseminating notice alert and information to the fishermen
1.1.2 Master trainer program Training Support to Officials at pilot place
NIC would organize one day Application oriented training program at pilot place for Department officers
and Boat Owners / Drivers.
1.2 RESPONSIBILITIES OF STATE FISHERIES DEPARTMENTS
1.2.1 Standardization of rules and regulations and implementation
DADF, GOI to notify and establish a premises that shall register voyage along with crew
members and directions and relevant information for each entry and exit being supervised by an
authorized person
Formal approval to be taken from the concerned authorities to share a copy of the details of all
the Fishing Vessels and Fishermen registered time to time in ReALCRAFT application
Provided necessary infrastructure , hardware and healthy connectivity
Instruction for doing entry and exit in SAGARA system
Formation of Project Monitoring Committees
For the smooth implementation, it is proposed to form PMC . The Committees will meet
regularly and take appropriate steps for the smooth implementation.
- Project Monitoring Committee (PMC) under the Chairmanship of Fisheries
Secretary, respective State Govt. to monitor the progress of the project and
give directions as required. The Committee will have at least one NIC officer as
its member. The problems faced by the Dept. during the implementation of this
project, should be addressed to NIC and Dept. Project Coordinators. PMC shall
meet at least once in two months. This committee will also recommend on the
issues related to Business Process Re-engineering (BPR) and any other project
implementation issues.
State Fisheries Department will bear all the expenditure and provide necessary infrastructure
1.2.2 Training
State Fisheries Departments should identify a competent Officer to act as a Resource person as
well as trainer. This Officer should preferably have reasonable working knowledge in computer
& internet related activities.
This Officer is supposed to look after the day-to-day issues during implementation and act as a
link between the office and the NIC team, to sort out the issues. If this Officer is to be
transferred then suitable person should be identified and trained.
1.2.3 Sensitization Workshops
For collecting value added inputs which is a prerequisite for BPR (Business Process Re-
engineering), sensitization workshops are to be arranged. The first step towards this is to
provide general awareness about the application software and its deliverables.
1.2.4 Activate SMS Unicode gateways for sending notification /OTP . For this Dept may send
request to state IT dept for providing bulk SMS HTTP API and SMS sender ID (eg:
TNSAGARA) . After getting the sms gateway credentials and sender ID ,share those details
with NIC Kerala SAGARA team
