1. Introduction

TheEuropeanaLibrariesprojectaims:

Tocreatetheconditionsfornational,researchanduniversitylibrariestoworktogetherinthedevelopmentofinteroperabledigitalresources

TocreateanefficientaggregationmodelthatcanbeusedbylibrariesacrossEuropetomakesignificantquantitiesofdigitisedmaterialavailablehenceforward

Toprovetheconceptbyputtingonline5millionnewdigitalobjectsviaTheEuropeanLibraryandEuropeanawebsites

TheprojectisalsoactingasthecatalystinthetransformationofTheEuropeanLibraryfromageneral

purposesitetoonewhichofferscontentandfunctionstailoredtoresearchers,particularlyinthe

humanitiesandsocialsciences.Theintegrationofbibliographicrecords,datasetsanddigitised

content,includingfulltext,willbecomplementedbytoolsandservicesdevelopedfortheresearch

environment.

Thelaunchofthisnewserviceinearly2012isthefirststepinalongertermplantoprovidea

specialistresearchportal,linkingcontentfromdifferentdomainssuchasarchivesandaudiovisual

collections.Thiswillbetheresearchlevelequivalentofthebroaderpublicportal,Europeana.eu.The

newresearchportalislikelytobecalledEuropeanaResearch,andwillrepresentanevolutionofThe

EuropeanLibraryservice.

ThisStakeholdersCommunicationPlanaimstoensurethatallpartiesunderstandthevisionand

goalsoftheBestPracticeNetworkofEuropeanaLibraries,andwillengageandinvolvetheirnetworksintheongoingdigitalcollaboration.

Thecorereportonwhichitisbased,Deliverable6.1:BrandStrategyhasbeendiscussedand

validatedbytheBoardsofthestakeholderassociations(CENL,LIBER,CERLandtheEuropeana

Foundation).TheoutcomesofthesediscussionsarereflectedinthisStakeholdersCommunication

Plan.

3.1 BuildingawarenessoftheEuropeanaLibrariesprojectandclarifyingbrandingObjectivesare:

TopreparethegroundfortheevolutionofTheEuropeanLibraryintoEuropeanaResearch. Topromoteunderstandingofthedistinctionbetweentheagreedtargetmarketsfor

EuropeanaandTheEuropeanLibrary,bydevelopingandcommunicatingclearbrand

statements.

Promotingthe

benefits

and

achievements

of

pan

European

and

cross

sector

library

collaboration

TomakeallstakeholdernetworksawareofthebenefitsoftheEuropeanaLibrariesprojectasaBestPracticeNetwork.Thiswillbedonebydevelopingandcommunicatingmessages

accordingtotheidentifiedtargetgroup.

TopromotetheuseofTheEuropeanLibraryasthelibrariesaggregatorforEurope,focusingonEuropesnationalandresearchlibraries. Theaggregationinfrastructurewillbecapableof

extensiontoothertypesoflibrary,shouldthisbeacosteffectivesolutionforthem. A

workshoptodraftacontentdevelopmentstrategyforTheEuropeanLibrarywillbeheldat

theEuropeanaLibrariesmeetinginNovember2011.Thiswillprioritisescholarlymaterialfromacrossthelibrariessector.

TofurtherjointdevelopmentbytheBestPracticeNetworkofTheEuropeanLibraryand,subsequently,ofEuropeanaResearch.

3.3 Promotingtheachievementsofcrosssectorlibrarycollaboration

Tokeepprojectpartnersandothermembersofstakeholdergroupsupdatedonachievements,througheffectivecommunicationaboutprojectdevelopmentsand

milestones.

Topayspecificattentiontothenationallibraries,whicharebeingaskedtodonatetheirworkonthecurrentTheEuropeanLibraryportaltothewiderlibrariescommunity,andtoensure

3.4 Maximisingthemultipliereffect

Toencouragemembersofstakeholdergroupstodisseminatekeymessagestotheircolleaguesandtothewidercommunityofdecisionmakers,influencersandpractitionersin

theresearchandnationallibrariessector.Thiswillbeachievedviafacetoface(briefings,

conferencesetc.)andthroughthedevelopmentofeffectivecommunicationstools,

resourcesandstrategies(includingsocialnetworking).

6. Maximisingthecommunicationsmultiplier

Throughouttheproject,ourcommunicationsinitiativeswillbedesignedtofullyexploitthecommunicationsmultiplier.

OureffortswillbuildawarenessaboutEuropeanaLibraries.Atthesametime,wewillencourage

membersoftargetgroupstoactasadvocatesandtodisseminatekeymessagestothewider

communityoflibraryprofessionalsforthenewenduserportal,initiallylaunchedasTheEuropean

LibrarybutevolvingintoEuropeanaResearch.

Wewillputgreatereffortintocreatingawarenessofthisnewservice,whichwillbeoneofthemajor

resultsoftheproject,thanintopromotingEuropeanaLibraries.

EuropeanaLibrariesshouldremainaplatformforknowledgesharingandBestPracticeNetworkfor

librariesacrossEurope,andshouldthereforebepromotedtostakeholdersandnotendusers.

Intermsofthepotentialpowerofthecommunicationsmultiplier,itissignificantandcanbeseen

inseveralareas:

6.1 Thedefinedtargetgroupshaveaccesstoextensivenetworksandarethereforevital

channelsintermsofpromotingwidespreadawarenessandunderstandingoftheaimsof

EuropeanaLibrariesinthelibrariescommunity.

6.2 Inaddition,theprojectanditskeystakeholdersCENL,TheEuropeanLibrary,CERL,LIBERandtheEuropeanaFoundationareabletoreachkeyopinionformersinspecialistsectors

importanttotheproject.

Forexample:

EuropeanaLibrariesworkpackagescompriseexpertsinstrategicallyimportantareassuchasmetadatastandards,libraryaggregationandbusinessmodelling.

Stakeholderorganisationshavelongexperienceofbringingpeoplewithspecialistknowledgetogetherinworkinggroupsthatfocusoncurrentconcernsandissues.

Throughouttheproject,theappropriateworkpackagesandtheirstakeholderswill

beencouragedtoactaschampionsandtocommunicateinformationabout

specialistdeliverablessuchasthepublicationofTheEuropeanLibrarystandards

handbook.

ThereisacloseconnectionwiththeCCPA(CouncilofContentProvidersandAggregators)oftheEuropeanaFoundation. AnumberofpeopleactiveinEuropeana

LibrariesarealsoactivelyinvolvedintheCCPA.

6.3 Oncethenewresearchportalislaunched,partnernetworkswillalsobecomeimportant

channelstoendusers(researchstudents,andthehighereducationteachingandscholarly

communities).Membersoftargetgroupsareinanexcellentpositiontoactasadvocatesforthe

service.OurmessagesandapproachtoendusercommunitieswillbesetoutintheEndUser

CommunicationsPlaninOctober/November2011.

6.4 Methodsofonwardcommunicationwillincludeforwardingmessagestomailinglists,making

presentationsatconferencesandworkshops,writingjournalarticlesandexploiting

stakeholdertargetedsocialnetworkingopportunitiesinblogsandTwitter.Arangeof

resourcematerialswillalsobeproducedtohelpfacilitateonwardcommunication,suchas

presentationtemplates,factsheetsindifferentlanguages,andpressreleases.

7. Keymessages

7.1 BuildingawarenessoftheEuropeanaLibrariesprojectandclarifyingbranding

ItisvitalthatthenatureandscopeoftheEuropeanaLibrariesproject,anditsrelationshipwithEuropeanaandTheEuropeanLibrary,iswidelyunderstoodbymembersofstakeholdergroups.

AswasclearfromDeliverableD6.1:BrandStrategy,thereiscurrentlyconsiderableconfusionabout

thedifferencebetweenEuropeanaandTheEuropeanLibrary,includingtherelationshipbetweenthe

twoorganisationsandtheirrespectivetargetusergroups.

ThereisalsoconfusionabouthowtheEuropeanaLibrariesprojectfitsintothecurrentlandscape.

Addressingtheseissuesisapriorityforthecommunicationsstrategy.

7.1.1 EuropeanaLibrariesisaprojectnotaservice.

EuropeanaLibrariesisa2yearprojectwillwhichresultin5milliondigitisedobjectsfrom19leadingEuropeanresearchlibrariesbeingmadeavailableonlinethroughThe

EuropeanLibraryandthroughEuropeana.

OncetheroleofTheEuropeanLibraryasthelibraryaggregatorhasbeenestablishedoverthelifeoftheproject,itwillbefullycapableofextensiontootherlibraries

acrossEurope,includingmembersofLIBERandCERL(over400librariesinmorethan

40countriesacrossEurope).

7.1.2 TheEuropeanLibraryasanoutwardfacingservicewillevolveintoEuropeana

Researchatafuturedate. ThenameTheEuropeanLibrarywillberetainedasthe

nameoftheserviceforthedurationoftheEuropeanaLibrariesproject.

7.1.3 TheEuropeanLibrarywillactastheaggregatorforlibrariesmaterialinEurope.

7.1.4 EuropeanaandTheEuropeanLibraryhavedifferenttargetmarkets.

ThetargetmarketfortheEuropeanaportalisthegeneralpublic. Thisincludesthelifelonglearner,schoolstudents,collegestudents,specialinterestgroupsandexpert

amateurs.Inordertoreachgroupssuchasteachersandstudents,Europeanais

enteringnewpartnershipswithgroupsincludingtheschoolsnetworkEUNand

variousculturaltourismsites. EuropeanaResearchisseenasanothersuch

partnershipforEuropeanabecausetheEuropeanaAPIcanbedevelopedtoplace

relevantdatafromEuropeanadirectlyintheresearchersworkflows.

ThetargetmarketforTheEuropeanLibraryistheresearchcommunity,particularlyresearchersinthesocialsciencesandhumanities.

Tomakethisdistinctionclearer,TheEuropeanLibrarywillbepubliclyrelaunchedinthefirsthalfof2012,followingatestingperiod.Thenewportalwillincludenew

contentfromresearchlibrariesdeliveredbytheEuropeanaLibrariesproject,

researchorientedaccesstoEuropeanacontent,andwillalsoofferenhanced

functionality.

7.1.5 ContentavailablethroughEuropeanaandTheEuropeanLibraryisuseddifferently.

TheEuropeanLibrarywillincluderesearchorientedcontentavailableinotherservices,includingEuropeana,butwillofferspecialistfunctionalitydesignedtomeet

theneedsoftheresearchcommunity.

Europeanaholdscontentthatisusefultoresearchersbuttheycannotaccessitinways

that

are

useful

to

them.

It

targets

the

general

public

and

therefore

has

a

differentlookandfeel.

7.1.6 ThecontentavailablethroughEuropeanaandTheEuropeanLibraryisused

differently.

TheEuropeanLibrarywillincluderesearchorientedcontentavailableinotherservices,includingEuropeana,butwillofferspecialistfunctionalitydesignedtomeet

theneedsoftheresearchcommunity.

Europeanaholdscontentthatisusefultoresearchersbuttheycannotsurfaceitinwaysthatareusefultothem.Ittargetsthegeneralpublicandthereforehasa

differentlookandfeel.

7.1.7 EuropeanaLibrariesisthecatalystforchangetoTheEuropeanLibrary.

TheEuropeanLibrarywillbecomethebasisofanewsite,whichwillbelaunchedtoanetworkofpartnersinOctober2011,andpubliclyavailableinthefirsthalfof2012.

TheexistingunioncatalogueofTheEuropeanLibrarywillbeaprimarycollectionwithinthenewresearchportal.Fornationallibraries,thecreationofaunion

cataloguewasthemajorachievementofTheEuropeanLibraryandmustnotbelost.

ItisTheEuropeanLibrarysuniquesellingpointandavaluableresourcefor

researchers.

Informationonnationalandresearchlibrarieswillbeencompassedinthenewsite,aswillservicesfornationalandresearchlibrarians.

TheEuropeanLibraryservicewillevolveintoanewservice,EuropeanaResearch.ThelibrariesnetworkestablishedthroughEuropeanaLibrarieswillpartnerwith

otherdomainstoseekfundingtoestablishthisservice.

7.2 PromotingthebenefitsofpanEuropeanandcrosssectorlibrarycollaboration

PanEuropeancollaborationbetweenresearchandnationallibrariestoaggregatetheirdigitised

contentandmakeiteasilyaccessibleonlineimpliesawiderangeofbenefitsforallparticipating

libraries.Thesebenefitsincludeincreaseddiscoverabilityanduseofcontent,aswellasconsiderable

efficiencygainsandeconomiesofscale.

Benefitsfortheresearchcommunityworldwidearealsosignificant. Theabilitytosearchacritical

massofauthoritativecontentfromEuropeslibrariesopensupnewopportunitiesforcross

disciplinaryandcrossborderresearch. TheuseofnewtoolsandmethodologiessuchasLinked

OpenDataalsohasthepotentialtogenerateinnovativeresearch.

Thismaterial,combinedwithothermaterialfromEuropeana.euthatisofusetotheresearcher,will

createauserdrivensiteforhumanities,socialscienceresearchersandothers,withaccesstothedigitalcorpus,theunioncatalogueofEuropeslibrariesandotherinstitutions.

7.2.1 Increasingopportunitiesfordiscoverabilityofcontent

ResearchlibrarycontentwillbeaccessiblealongsidecontentfromnationallibrariesviaTheEuropeanLibraryaswellasviaEuropeana.

ContentwillbeactivelypushedouttoresearchnetworksandothersitesintheEuropeaninformationspace.

ThecriticalmassofcontentavailableasaresultoftheEuropeanaLibrariesprojectwillbenefitSearchEngineOptimisation(SEO)forEuropeanaandTheEuropean

Library. Itwillalsoincreaseopportunitiesforinclusionofcontentinresearch

discoveryservicessuchasSummonandPrimo,andforthereuseofcontentin

researchnetworks.

7.2.2 Enhancingprofile

ParticipationinEuropeana,theEuropeanCommissionsdigitalcontentshowcase,enhancestheprofileofparticipantsanddemonstratestheirstrategicleadershipin

digitalinnovationinsupportoftheknowledgeeconomy.

7.2.3 Maximisingefficiencygainsandeconomiesofscale

Centralisingservicessuchasdatamanipulationandsemanticenrichmentwillsavetimeforindividuallibrariesanddeliverimproveddatabacktolibraries.

Themorelibrariesthatsharecentralisedservices,thelowerthecostsperlibraryarelikelytobe.

WorktomakedatacompliantwiththeEuropeanaDataModelcanbeachievedthroughcommondevelopmentofmetadatastandardsanddigitisationpractices,as

partoftheEuropeanaLibrariesproject.

Acloudrepositoryofdatawillbeprovided.Thisisofparticularvalueforsmallerlibrarieswithfewerresourcesthantheirlargerpeers.

Librarieswillbenefitfromacollaborativeplatformthatcanhelpmanagetheirdataforavarietyofpurposes.

Centralisedmarketingservicesandinitiativeswillcomplementlibrariesownmarketingefforts.

Toolsandservicesspecificallydesignedtosupporttheneedsofresearcherssuchasadvancedbibliographicsearching,citationexportandcontentalertsforspecified

searcheswillbedeveloped.

7.2.4 Promotingsustainabilityandgreaterinclusiveness

Thegreaterthenumberoflibrariesthatcollaborateandsharecosts,themoresustainabletheresultingserviceislikelytobe.

Asharedinfrastructureofferssmallerandlessresourcedlibrariesthechancetobenefitfromservicesthatmightotherwisebebeyondtheirmeans.

7.2.5 StrengtheningthestrategicpositionoflibrariesintheEuropeanaaggregatorlandscape

Asinglelibraryaggregator,representedbyTheEuropeanLibraryandcombiningresearchandnationallibraries,hasastrongervoicewithinEuropeana.

EuropeanaLibrariesofferslibrariesaplatformtofinetunetheEuropeanaDataModel.Thisensurestheircontentispresentedtothebestadvantage.

7.2.6 Exploitingsynergies

ThetargetusergroupofTheEuropeanLibraryisresearchers,particularlyinthesocialsciencesandhumanities. Theprimaryaudienceforcontentfromresearch

librariesisalsotheresearchcommunity. Offeringcrosssearchableaccessto

contentfrombothresearchandnationallibrariesoffersanopportunitytoexploit

thissynergy.

7.2.7 PromotingtheEuropeanresearchagenda

ThroughtheEuropeanaLibrariesproject,nationalandresearchlibrariesareworkingtogether.Theysharethecommongoalsofopeningupaccesstotheircollections,

promotingknowledgesharingandinterdisciplinaryresearch,andsupporting

researchledteaching.

7.2.8 Attractingendusersandincreasingusage

Beingabletosearchacriticalmassofcontentfrombothnationalandresearchlibrarieswillbeanattractivepropositionfortargetusers.

Throughcollaboration,betterfunctionalityandawiderrangeoftoolsandservicescanbeofferedthanwouldbepossibleforindividualandsmallergroupsoflibraries.

TrafficwillbedriventothecontentholderssitebecauseEuropeanaandTheEuropeanLibraryholdthemetadataonly,andlinkbacktotheoriginatingwebsitefor

fullinformation.

7.2.9 TransformationofTheEuropeanLibrary(nationallibrarystakeholdersonly)

TheEuropeanLibraryoffersanimportantchanneltotheidentifiedtargetmarketofresearchersandwillformthecoreofanewsiteinthefuture,EuropeanaResearch.

ThecollectionsofTheEuropeanLibrarywillcontinuetobemaintainedandmarketedastheunioncatalogueofEurope,alongsidematerialfromresearchlibraries.

CENLwillbenefitfromassociationwiththenewsite,whichwillbeapowerhouseforresearchers.ProminencewillalsobegiventoCENLsachievementsinrelationtothe

workofTheEuropeanLibrary.

NationallibrarymaterialwillgainnewaudiencesbybeingaggregatedintoEuropeanaandredistributedintootherservicessuchasschoolandtourismsites.
