What is a MPO?
• Transportation policy-making and planning body• Local government
• State government
• Federal government
• Required in urbanized areas greater than 50,000 people
• Must ensure federal spending on transportation a process that is:• Comprehensive
• Cooperative
• Continuing
MCCOG is the federally designated MPO for the Anderson Metropolitan Area

Central Indiana MPOs
• MCCOG (Anderson MPO)
• DMMPC (Muncie MPO)
• IMPO (Indianapolis MPO)
• CAMPO (Columbus MPO)
There are 4 MPOs in the greater Central Indiana region

Why MPOs?
• Facilitate a collaboration of several governments, interested parties, and its residents and businesses
• Examine the regions future and investment alternatives
• Allocate scarce resources appropriately
• Reflect the region’s shared vision of the future
Federal law drives what MPOs must do

MPO Core Functions
• Establish a fair & impartial setting to evaluate transportation alternatives
• Develop a unified planning work program (UPWP)
• Main a long-range metropolitan transportation plan (MTP) (i.e. 2045 inMotion)
• Develop a Transportation Improvement Program (TIP)
• Involve the public and key stakeholders in the planning process
5 principal functions the MPO must provide

Metropolitan Transportation Plan
• Statement of the regions transportation investment priorities and plans
• Minimum of 20-year horizon
• Consistent with the Statewide Transportation Plan
• Intermodal and multimodal in nature
• Establish link between land-use and economic goals regionally
• Must be fiscally-constrained
• Updated every 5 years
• Must be project specific
