TheCOVID-19pandemicquicklyshowedusthatschoolsaremorethananedu-cationalinstitution They’renotjustforacademiclearning,butforsocial-emo-tionalwell-being,safety,andnutrition IntheSumner-BonneyLakeSchoolDistrict,schoolsareatthecenterofourcommunityandatthecenterofwhoweareandwhowestrivetobe Wewillfocusonprovidinganenvironmentthatiscaring,supportive,andcompassionate,withtheunderstand-ingthatthehealthandwellbeingofourstudents,staff,andcommunityisourhighestpriority

WhileIamhopefulbynature,Iaminten-tionalbypractice Tothatend,Ifirmlybelievethatanyreopeningplanshouldbeginwiththreegoalsinmind First,thehealthandsafetyofstudentsandstaffisourtoppriorityandmustbereflectedinthephysicalschoolenvironment WewillstrictlyadheretothepublichealthguidelinessetforthbytheOfficeofSuperintendentofPublicInstructionandWashingtonDepartmentofHealthtohelpprovideasafeenvironmentforstudentsandstaff Second,thesafetyplanmustproduceenoughconfidencethatfamilies,students,andeducatorsfeelreadyforface-to-faceteachinginschool Finally,afocusonacademicrigormustbemaintainedtoeveryextentpossible

Weareworkingamidstarapidlychang-ingsituation TheDistrictisoutliningits

planforSeptemberbasedonthecurrentguidanceandwillstayinclosecontactwithlocalandstatehealthofficials Theseplanswillremainflexibleandallowforchangesasnewhealthdataandinformationarereleased

Although we are releasing information on August 12, 2020, our work is not done. Our working teams will continue to meet as this plan will change based on new information we receive at the local, state, and national levels. This document will be updated on a regular basis to reflect current information.

Thebeginningoftheschoolyearwilllookdifferentthanwhatweareusedto AsthenumbersofpositiveCOVID-19casesanddeathscontinuetoriseacrossourstateandinourregion,ithasbecomeclearatthistimethatourmorerobustdistancelearningmodelwillbethesafestwaytoformthefoundationforstudentlearningthisfall Therefore,theSumner-BonneyLakeSchoolDistrictwillbeginthe2020-21schoolyearwith100%distancelearningthroughSBLSDLearns3 0,usingastagedapproachtoreopening

Thediligentandcaringworktocreatetheseplanshasbeentheresultofnumer-ousstafffeaturingadministrators,teachers,boardmembers,laborunions,andparents Ourcommitteesaddressedkeyareas:

• Instruction:Assessment,Social-EmotionalLearningandDistanceLearningOperations,SpecialEducation,HighlyCapable,EnglishLearners

• Operations:HumanResources,Finance,Technology,Transportation,ChildNutrition,Maintenance,Safety,Communications

Teamsmetweekly,orasneeded,andincludedadditionalstakeholderswhobroughtknowledgeandskillsforidentify-ingspecificissuesandgeneratedideastoaddresseachofthecriticalactions Basedontheexpertiseofthegroupandinlightofcurrentcircumstances,wehavecreatedthebestplanoptionthatprovidesfamilieswith

optionsandadherestostateregulationsfromtheWashingtonStateDepartmentofHealthandtheReopeningWashingtonSchools2020:DistrictPlanningGuidereleasedonJune22,2020

Astrongemphasiswasplacedontranspar-encyandobtainingfeedbackthroughoutthisprocess Priortothereopeningplan,weconductedasurveyofparents,teachersandstudentsonwaystoimprovedistancelearning Wemetwithlocalcommunityofficialsbi-weekly,localcommunitygroupsasneeded,parentleadershipcouncilbi-weeklyandadministratorsbi-weekly WewerecontinuallysolicitingfeedbackfromstakeholdergroupsinMarch,April,May,June,andinJuly Weconductedemailsurveysonreopening,aTownHallwebinartodiscussdifferentreopeningscenarios,smallgroupmeetingsandFAQinput

Wehavedifficultchallengesaheadofusthatwillinvolvechange Andwiththosechangeswehavetwochoices Wecaneitherdwellinthefrustrationof“whatwas”orwecanseizetheopportunitytodiscovernewpossibilities AsfortheSumner-BonneyLakeSchoolDistrict,regardlessofourcircumstancesastowhatnextschoolyearlookslike,wewillchoosetoseizethenewopportunitiesandpressforwardcommittedtostudentlearning Wewillcontinuetoengage,encourage,andempowerourlearnersandremaindedi-catedtoprovidingalearningenvironmentthatpromotesstudentsuccess

PurposeThepurposeofthisdocumentactstocom-plementtheSBLSDFall2020ReopeningPlansubmittedtoOSPIandapprovedbytheBoardofDirectors Withseveralscenariosinplay,andnoexactguidancetofollow,developingasolidplanhasbeentricky Therefore,aTaskForcewasformedtodevelopplanswiththeexpectationthataswelearnmoreandknowmore,thestrawplanswillbecomewoodandfinallybrick OurplanswerebasedoninformationprovidedbytheGovernor’sOffice,OfficeoftheSuperintendentofPublicInstruction,WashingtonStateDepartmentofHealth,Tacoma-PierceCountyDepartmentofHealth,aswellasrecommendationsfromtheCenterforDiseaseControl Vision2020andourguidingprincipleswerealsotwokeydriversofthisreopeningplan

Vision 2020 GoalsVision2020remainsthecornerstoneandcontinualthreadthatconnectsalloftheworkhappeningintheSumner-BonneyLakeSchoolDistrict

What We KnowTheSumner-BonneyLakeSchoolDistrictstartedplanningtoreopenschoolbasedonthebestcurrentunderstandingofCOVID-19andwhatwasrequiredforcontinuedcontainmentandmitigation Atthesametime,thedynamicpublichealthsituationrequiredadaptiveplanningthatcanevolveasthescienceandcircumstancesdo Knowingwhatweknow,aonesizeplanwillnotwork

AssumptionsDespitetheuncertaintywedevelopedplansbasedonthefollowingassumptionsinformedbythemostcurrentguidancefrompublichealthofficials

• Schoolsmaybegintheschoolyearinnon-traditionalmodels(distance,acom-binationofface-to-faceanddistance,orotheroptions)

• Reopenedschoolswillneedmodifica-tionsbasedonguidancefromnational,state,andlocalhealthofficials,whichcouldincludephysicaldistancing,temperaturescreenings,andfrequentdisinfectingofclassrooms

• TheDistrictwillreviewtheindividualneedsrelatedtoCOVID-19forstaffandstudents

• Avaccinemightnotbeavailablefor18monthsormoremeaningthatplansshouldtakeintoaccountboththe2020–21and2021–22schoolyears

• Schoolsmayopeninahybridordistancemodel

• Ahybridmodelfortheopeningandoperationofourschoolsmaybepro-videdforadoption,withorwithoutmod-ifications,bythestateofWashingtonorOSPI

Flexibility:Theeventsofthisspringshowedthatmanyfamiliarrulesandregulations—suchasthosegoverningattendance,seattime,instructionaldeliv-ery,testing,procurement,andgraduationrequirements—wereill-suitedforthechallengesschoolscurrentlyface Giventhelikelihoodthatreopenedschoolswillhavetoincorporatemanynoveldecisionsregardingstaffing,scheduling,andopera-tions,therewillinevitablybeanynumberofincidentsinwhichtheusualregulationsdonotmakesense

Privacy Protections:Schoolswillalsoconfrontnewtensionsaroundstudentprivacythatwillneedclearguidancefromfederalandstatepolicymakers Oneexampleisprivacyissuesthatmayemergefromincreasedinformationsharingamongschools,localandstatehealthofficials,andhealthcareproviders Schoolsshouldalsoreviewtheprivacypoliciesoftheironlinelearningproviders

EFMLAleavediffersfromtypicalFMLAleave:

• Employeeeligibility:AnemployeemusthaveworkedfortheDistrictfor30calendardays,notthetraditionalFMLArequirementofatleast1,250hoursforthatemployeroverthe12-monthperiodpriortotheleave

• Reasonforleave:Anemployeemustbeunabletowork(ortelework)becausetheemployeeneedstocareforasonordaughterundertheageof18whose

elementaryorsecondaryschoolorplaceofcarehasbeenclosed,orwhosechildcareproviderisunavailable,duetoapublichealthemergency (TraditionalFMLAleaveisonlyavailableforanemployee’sown“serioushealthcondi-tion,”tobondwithanewbornoradoptedchild,ortocareforfamilymemberswitha“serioushealthcondition”)

• Compensation:EFMLAleaveisunpaidforthefirst10days Theemployeemustbeallowedtosubstitute“anyaccruedvacationleave,personalleave,ormedicalorsickleave”(includingEPSLAleave,ifapplicable,asdiscussedabove) Fortheremainderoftheleave,theDistrictmustpaytheemployeeat2/3oftheemploy-ee’sregularrate,upto$200aday,nottoexceed$10,000totalduringtheleave (TraditionalFMLAleaveisunpaid;however,manyemployersrequireanemployeetouseanyavailableaccruedpaidleaveconcurrently)

IfapersonbelievestheyhavehadclosecontacttosomeonewithCOVID-19,buttheyarenotsick,theyshouldwatchtheirhealthforsignsoffever,cough,shortnessofbreath,andotherCOVID-19symptoms

duringthe14daysafterthelastdaytheywereinclosecontactwiththepersonsickwithCOVID-19 Theyshouldnotgotowork,childcare,school,orpublicplacesfor14days

IfastaffmemberisdiagnosedwithCOVID-19,theirfamilyshouldnotifytheemploy-ee’sdirectsupervisor ThelocalhealthauthoritywilladvisetheDistrictonnextsteps,anditislikelythatmanyoftheotherstudentsorstaffwhowereinclosecontactwiththeinfectedindividualwillneedtoself-quarantinefor14days

• TheHealthSpecialistwillnotifytheappropriatememberofthebuildingoftheMainOfficeofthesituationandtheneedforcoverage,whiletheydealwiththematter

• Thestudentorstaffmemberistoremainintheclassroomortheareatheyare

Thelocalhealthdepartmentofficialswillproviderecommendationsoncommuni-cation,withthefamilyoftheimpactedstudentorstaffmember,withthefamiliesofstudentsintheclassroom,staff,andtheschoolcommunityatlarge
